2.Total Amount of Funding Requested:
$90,000 in HB 1590 development funds. Opera<ng funds requested: $0.
3.Provide a brief descrip<on of the project or program:
SCP requests six months of predevelopment work, January 4–June 30, 2027, to test and design the conversion of
exis<ng buildings into up to 10 transi<onal housing suites for eligible women and women-led households. The 4.1-acre
property is in unincorporated Je$erson County despite its Sequim mailing address. The primary residence is
approximately 3,146 square feet and the accessory structure approximately 1,161 square feet. The scope includes land-
use and occupancy review, u<lity capacity, environmental and condi<on assessments, design, independent pricing and
an implementa<on plan. Ten suites are a design target subject to lawful use, safety, sep<c/water, accessibility and
occupancy approvals. This request is separate from SCP’s Sequim/Willow Creek Manor e$ort.
4.Iden<fy the speciQc eligible use(s) under 5386 and/or 1590 for which the Project or Program qualiQes, as listed

Sec<on 2: Approach (10 Points)
1.Specify the project or program goals and expected outcomes. (2 point)
Deliver one coordinated, independently priced conversion package by June 30, 2027. The work will determine the
supportable use and capacity, iden<fy required repairs and approvals, compare full conversion with a smaller ini<al
opening, and establish costs and a funded path to implementa<on. Milestones are January 15 professional
assignments; February 12 use and u<lity Qndings; March 15 assessments and concept selec<on; April 30 coordinated
design; May 28 independent pricing and permit materials; and June 30 applicable submissions, indexed package and
board implementa<on decision. Approval dates depend on the reviewing agencies.
2.Briemy describe how the project aligns with and contributes to the priori<es, goals and ac<ons of the 2025-
2030 Je$erson County Homeless & A$ordable Housing Services Plan. The Plan is available for viewing at
https://www.co.jefferson.wa.us/DocumentCenter/View/23792/2025-2030-Homeless-Housing-
Plan?bidId= (2 points)
The proposal supports the Plan’s focus on equitable access, households facing serious harm and barriers, and housing
that meets household needs. Survivor input will shape privacy and safe arrival; design will test family-capable and
accessible layouts; and feasibility work will align the project with local requirements. Appendix D’s underserved
popula<ons include families with minor children and PGM/BIPOC households. SCP will use those needs in the design
brief without assuming that the site can accommodate every household type. Reference: 2025–2030 Plan, Objec<ves 2,
3 and 5 and Appendix D, pages 54–55.
3.Describe any collabora<ons that informed the development of this project, including par<cipa<on in Housing
Fund Board and Con<nuum of Care ac<vi<es. (2 points)
Discovery Bay planning draws on SCP’s site rela<onship with Lynda Day George, Helmsman House Founda<on’s
housing-opera<ons experience, and SCP’s housing naviga<on, compliance and facili<es team. SCP has invited Rich
Kim/Lumin to provide project-speciQc development coordina<on; par<cipa<on and a wripen scope remain pending.
SCP proposes coordina<on with Je$erson County housing sta$, Coordinated Entry and survivor-serving providers as the
opera<ng model is developed. This applica<on does not claim HFB or Con<nuum of Care membership, endorsement, a
referral agreement or par<cipa<on that has not been documented.
4. Describe the engagement and par<cipa<on of lived experts in this project’s development. (2 Points)
SCP leadership and program design draw on lived and proximate experience of homelessness, violence and service-
system barriers. Two conQden<al survivor-informed design reviews are budgeted at $300 each, before concept
selec<on and before coordinated design. Par<cipants will review privacy, circula<on, safe arrival, accessibility, shared
spaces and children’s needs. SCP will keep a recommenda<on-and-response log without iden<fying survivors in County
reports. Par<cipa<on is voluntary and does not require disclosure of trauma histories.
5.Provide a brief descrip<on of exper<se and/or recent, relevant and successful experiences in delivering similar
programs and/or projects, including ability, stability and resources to implement this project or program. (2
points)
Maurece Graham-Bey brings shelter, temporary-housing management and housing naviga<on experience through the
Lived Experience Coali<on and KCRHA. Deanna Powell brings more than 30 years of HUD-assisted housing compliance
experience and will advise on leasing, eligibility and management at no charge to this grant. Alvin Lenford will provide
documented condi<on observa<ons and rehabilita<on sequencing. Helmsman House Founda<on o$ers housing-
opera<ons experience. Licensed architects, engineers and independent specialists will perform technical work under
wripen scopes. SCP will maintain a separate project ledger, accept deliverables before billing, and authorize
assignments only with a documented payment plan.

Page 4
Sec<on 3: Impact (10 Points)
1.What services will be funded?
Professional predevelopment: use and permit review, sep<c/water assessment, environmental and building
assessments, architectural and engineering design, Qre and accessibility planning, <tle/legal and valua<on review,
independent construc<on es<ma<ng, sustainable-design documenta<on, project coordina<on, Alvin’s property analysis
and two survivor-informed design reviews. No residen<al services or construc<on are paid by this phase.
2.How many individuals by demographic will be served by these funds? Describe how this project supports the
original target group or income level of your organiza<on. (2 points)
The direct grant output is one property-development package; zero residen<al admissions are funded during this
phase. The longer-term target is up to 10 transi<onal suites for eligible women and women-led households, priori<zing
domes<c violence survivors and families with minor children. Final residents, children, household composi<on and
capacity will depend on approvals and opera<ng readiness. No race, age or household-size count is asserted before
intake. Eligibility will require both income at or below 60% AMI and an RFP sec<on 1.3 popula<on category, consistent
with SCP’s housing-stabiliza<on mission.
3.How does this project serve marginalized popula<ons and address risk of harm and barriers to housing
stability? What is your plan for con<nuous improvement in serving historically underserved popula<ons? (2
points)
Design will address privacy, conQden<al access, disability access, family needs and the risk that inability to pay can
prevent stable housing. English/Spanish access, reasonable accommoda<on, voluntary services, hardship waivers and a
clear grievance process will be incorporated into the opera<ng plan. The two survivor reviews will produce
documented design responses. SCP will review accommoda<on requests, access barriers and de-iden<Qed feedback
during development and revise the design and future referral process accordingly.
4.Specify the measures of success by which the project or program will be assessed. (2 points)
SCP will track six dated milestones, accepted professional products, budget-to-actual costs and reimbursement status.
By phase closeout the Qle will contain a documented use/capacity analysis, u<lity and condi<on Qndings, coordinated
drawings, independent cost es<mate, applicable permit submissions, two survivor-review response records, and a
board implementa<on decision. Actual County determina<ons will be dis<nguished from pending requests. If feasibility
prevents the ten-suite concept, the package will document the supportable alterna<ve or a reasoned decision not to
advance.
5.How would the project contribute to posi<ve movement in Commerce’s Homeless System Performance
Measures, including total project entries, length of <me homeless, exits to permanent housing, returns to
homelessness, and system priori<za<on? (2 points)
Predevelopment produces no direct entries or permanent-housing exits. It prepares safe transi<onal capacity intended
to reduce <me without housing and support moves to permanent housing. The future opera<ng plan will coordinate
priori<za<on and referrals locally and track entries, <me homeless, exits and returns using County-approved data
prac<ces. Survivor conQden<ality and any applicable comparable-database requirements will be resolved before
opera<ons. SCP will not report design targets as housing placements or claim system improvements before they occur.
6.For opera<ons programs, how does the proposed project or program demonstrate the following priori<es:
Preserva<on of exis<ng services and/or providing services to underserved popula<ons and/or popula<ons not
served in the same way elsewhere? (2 Points Opera<ons funding only)
Not applicable. This applica<on requests development funds only.
SCP | DISCOVERY BAY | JEFFERSON COUNTY HFB 2027
Page 5
7.For capital development projects, how does the proposed project demonstrate “serving the greatest need” as
iden<Qed in Appendix D, Priori<za<on Criteria of Homeless Housing Capital Projects, in the 2025-2030
Je$erson County Homeless & A$ordable Housing Services Plan. The list of popula<ons shown as serving the
greatest need is not priori<zed. (1 point Capital Project funding only)
The proposed family-capable transi<onal conQgura<on responds to Appendix D’s iden<Qed need among families with
minor children; inclusive access also addresses barriers a$ec<ng PGM/BIPOC households. Privacy, safe arrival and
accessible layouts respond to household needs while preserving low-income a$ordability. The feasibility phase will
establish whether the property can safely support these uses. SCP is not claiming approvals, family capacity or a
completed housing development that do not yet exist.
8.For capital development projects, how many new units will be brought online? How many exis<ng units will be
preserved? (1 point Capital Project funding only)
During this predevelopment award: 0 units brought online and 0 exis<ng a$ordable units counted as preserved.
Longer-term design target: up to 10 transi<onal suites within exis<ng buildings. Suites are not represented as ten
legally established dwelling units. Final unit, suite and resident counts will be determined through County review and
later implementa<on Qnancing.

Sec<on 4: Budget (10 Points)
4.1 FINANCIAL READINESS (2 points)
1.Is the Project or Program ready to use the funding now or are there ac<ons to be taken before the Project or
Program can begin? If so, what are those ac<ons?
The scope and proposed delivery dates are deQned. Work begins auer County contract execu<on, conQrma<on of
eligible costs, appropriate insurance and site-access authority, selec<on of licensed specialists, and wripen scopes. Title
review will reconcile the executed lease/op<on date references, owner/trust authority and excep<ons. Rich
Kim/Lumin’s par<cipa<on remains pending. Before each assignment SCP will document cash or agreed payment
arrangements suvcient to carry invoices through reimbursement; no advance or bridge facility is assumed secured.
2.What other funds, donors, or community support are involved with the project? Iden<fy other sources of
funds that would be leveraged with the requested funds and/or how these funds will be used to leverage other
funds.
The County request is the sole cash source budgeted for this $90,000 phase. SCP’s execu<ve and partner coordina<on
are contributed through exis<ng opera<ons and are not charged as capital administra<on. The ground lease and
purchase op<on provide a basis for project planning, subject to <tle/legal review. Completed feasibility, design and
pricing will support separate acquisi<on and rehabilita<on funding e$orts. No pending Commerce or other applica<on
is counted as a commiped match, and costs will not be billed to mul<ple awards.
3.Will the requested funds, including funds from other sources, fully fund the Project or Program? If not, how
does the organiza<on intend to Qll the gap?
Yes, $90,000 covers the deQned predevelopment scope at the planning allowances shown in sec<on 4.5; quotes and
wripen scopes will be reconciled before procurement. It does not fund acquisi<on, construc<on or ongoing housing
opera<ons. The implementa<on plan will iden<fy remaining capital and opera<ng requirements and proposed sources.
Scope or funding gaps will be presented to the County before commitments or material changes.
4.Describe your stavng plan for this project including how many people will be assigned to do this work and
their availability? Will this project require new hires?
Four exis<ng SCP personnel have proposed roles: Leila A. Nimmer-Culberson for execu<ve oversight; Maurece Graham-
Bey for Qscal and delivery coordina<on; Deanna Powell for housing-compliance review at $0 charged to this request;
and Alvin Lenford for a $2,600 property-analysis assignment. One external coordinator, Rich Kim/Lumin, is proposed at
$10,800. Licensed technical consultants and an independent es<mator will be retained by scope. Exis<ng personnel will
work around current du<es; no full-<me posi<on or new permanent hire is budgeted. Exact consultant availability and
task schedules will be established before January 15, 2027.
SCP | DISCOVERY BAY | JEFFERSON COUNTY HFB 2027
Page 7
4.2 FINANCIAL SUSTAINABILITY (2 points)
1.For capital development projects, how are the requested funds matched by opera<ng funds going forward?
Specify the degree of matching support.
The June 11, 2026 Discovery Bay board-resolu<on record states a $48,000 annual SCP opera<ng alloca<on. Earlier
planning models up to $12,000 in par<cipant contribu<ons for a $60,000 annual baseline, subject to hardship waivers.
The sponsor alloca<on is 80% of that modeled baseline, not an addi<onal cash match to this phase. It is a prior board
planning commitment, not evidence of cash reserved for 2027 or a complete opera<ng budget for the Qnal
conQgura<on. No external opera<ng award is counted as secured.
2.Briemy describe your plan for Qnancial sustainability of the Project or Program.
By May 28, 2027, SCP will update insurance, u<li<es, stavng/management, maintenance, reserves, vacancy and
revenue assump<ons for the selected conQgura<on and present a funded opera<ng plan for board adop<on by June
30. Opening will depend on a supported opera<ng budget, lawful occupancy and implementa<on Qnancing. In this
phase, staged procurement, deliverable acceptance, separate cost tracking and a documented reimbursement payment
plan will control commitments. Site and <tle Qndings will inform whether to proceed with acquisi<on and
rehabilita<on.
4.3 SCALABILITY (Non-scoring ques<on)
1.Is the Project or Program scalable if all funding requested is not recurred? How would the Project or Program
be impacted?
Yes. A par<al award would require a mutually agreed reduced scope, schedule and budget before acceptance. A
$45,000 feasibility-only illustra<on comprises code/design $12,000; sep<c/water $10,000; environmental surveys
$8,000; <tle/legal $5,000; County review $3,000; condi<on/safety $4,000; and preliminary es<ma<ng $3,000. It would
deliver Qndings, a concept and preliminary costs. It excludes the full-phase coordina<on and internal assignments and
requires renewed pricing; the current team is not commiped to unpaid work. Full coordinated design and permit
prepara<on would require later funds.
4.4 REQUIRED ADDITIONAL DOCUMENTS (2 points)
Please apach the following items along with your RFP Applica<on submission. Applica<ons without these
documents may be deemed incomplete.
1.Please apach a current opera<ng budget for the organiza<on reques<ng the funding.
Apached as Apachment A: SCP FY2026 management-prepared organiza<on opera<ng budget, February 1, 2026–
January 31, 2027, showing $200,000 projected revenue/support, $198,000 projected expenses and a $2,000 projected
surplus. Amounts are planning es<mates and do not establish grants received or available cash.
2.Also, if your organiza<on is an HMIS par<cipant, please apach a copy of your 2026 Annual Expenditures Report
to Commerce.
No Commerce annual expenditure report is apached. HMIS par<cipa<on and the applicability of the agency-wide 2026
repor<ng requirement must be conQrmed by the authorized representa<ve before signing and submiing this
applica<on.

Discovery Bay Application Update
Attachment B | Applicant clarification dated October 16, 2026
Sawyer Culberson Project of Save the Kids (SCP) provides this supplement to its Jefferson County Housing Fund
Board 2027 application for Discovery Bay Housing Predevelopment. The HMIS statement below replaces the
unresolved response in section 4.4, item 2, on application page 7. The remaining information supplements
sections 2, 3 and 4. The funding request remains $90,000 for January-June 2027 predevelopment.
HMIS status and reporting readiness
SCP does not currently participate in the Homeless Management Information System (HMIS). Its work to date in
Jefferson County has not required HMIS participation. SCP previously sought access and was deferred until it has a
project requiring participation. Accordingly, the application requirement to attach a 2026 Annual Expenditures
Report to Commerce for current HMIS participants does not apply to SCP, and that report is not included.
SCP already has staff trained in HMIS. If this award requires participation, SCP will return to the appropriate HMIS
administrator to obtain access and complete any project-specific onboarding and reporting setup. Staff training
supports prompt readiness; access activation remains subject to the administrator. SCP will follow the County’s
applicable reporting and survivor-confidentiality requirements.
Organizational capacity supporting delivery
SCP is a Washington nonprofit public charity whose Housing + Healing + Income approach connects housing
stabilization with recovery, family support and pathways to income. SCP maintains offices in Woodinville and
Tacoma and mobile service capacity that includes Jefferson County. Its organizational volunteer network exceeds
50 people. Volunteer capacity supports outreach and engagement; licensed consultants remain responsible for
the technical predevelopment work.
Leila A. Nimmer-Culberson serves as President and Executive Director. Maurece Graham-Bey serves as Treasurer
and leads Critical Re/Integration Services, bringing housing navigation and shelter experience to project
coordination. Daniyal Siddiqui serves as Board Secretary. The executive, fiscal and governance roles support the
application’s existing controls for written scopes, separate cost records, deliverable acceptance and board review
of implementation decisions.
Bilingual access and survivor participation
SCP has certified Alternatives to Violence Project (AVP) trainers and Spanish-speaking AVP facilitators. This
capacity strengthens the English/Spanish access and voluntary, trauma-informed engagement described in section
3. SCP’s peer navigation and family-support work can inform practical questions about privacy, safe arrival,
children’s needs and service access. The two budgeted survivor-informed design reviews provide a defined
opportunity to translate that experience into design recommendations without requiring disclosure of trauma
histories.

Implementation and Budget Clarifications
Attachment B continued | Discovery Bay Housing Predevelopment
Housing stability beyond the design phase
Discovery Bay is intended to connect safe transitional housing with SCP’s existing housing navigation, family
support, AVP and Pay It Forward workforce-development pathways. These resources inform the future operating
model and the design of accessible, private and functional spaces. Participation in services will be voluntary. This
predevelopment request pays for feasibility, professional design and related deliverables; it does not fund
residential services, workforce stipends or an operating launch.
The project remains at 191 Old Schoolhouse Road, Jefferson County parcel 002331019. Up to 10 transitional
suites is a design target subject to County review, utility capacity, lawful occupancy and later implementation
financing. The proposed January-June 2027 phase will determine the supportable configuration and its costs. No
housing placements or new occupied units are claimed during predevelopment.
Approved project allocations
The detailed project budget in section 4.5 remains $90,000. The following allocations are included within that
total.
Assignment Allocation Scope
Rich Kim / Lumin $10,800 Development coordination; 12% of this $90,000 phase. Participation
and written terms remain pending.
Alvin Lenford $2,600 Property observations and rehabilitation sequencing, distinct from
licensed specialist assessments.
Survivor-informed design
reviews
$600 Two reviews at $300 each, before concept selection and coordinated
design.
Deanna Powell $0 Housing-compliance advice; no charge to this request.

Organization budget and funding discipline
Attachment A presents SCP’s FY2026 management-prepared agency budget for February 1, 2026-January 31,
2027: $200,000 projected revenue and support, $198,000 projected expenses, and a $2,000 projected surplus.
Revenue includes $10,000 of in-kind support. This supplement does not amend those figures. The $90,000 County
request is a separate project budget. Projections and pending funding requests are not represented as cash
available or awards received.
SCP will retain separate project cost records and avoid charging the same cost to multiple awards. Written scopes
and a documented payment plan will precede assignments. The June 11 board operating-allocation record and
future operating-plan milestones remain as stated in section 4.2; the housing opening depends on a funded
operating plan, required approvals and implementation financing.
