Personal Service Contract for Right of Way Acquisition a Relocation
Services with the firm of Roland Resources, Inc.
Statement of Issue: Board authorization for the attached Personal Services Contract for right
of way acquisition a relocation services with Roland Resources Inc., regarding the potential
land acquisition for the Port Hadlock Wastewater Fadlity Project.
Subject:
Analysis/Strategic Goals/Pro's a Con's: The terms of the County's approved right of way
acquisition procedures allow the County to employ qualified contractors to assist in the
negotiation and relocation elements necessary to comply with federal regulations when
acquiring properties with federal funding. The Department of Public Works is seeking Board
approval to hire Roland Resources, Inc., to insure that all federal regulations are adhered to
given the complexity of the funding and the unique character of the properties to be acquired
for the above referenced project. Once the land analysis is complete and the County is
prepared to acquire the spedfic parcels, the future just compensation value based on
appraisal and appraisal review, shall be confirmed by the Board of County Commissioners
through their authorization and concurrence prior to beginning acquisition negotiations.
Fiscal Impact/Cost Benefit Analysis: Costs of right of way acquisition services are included in
amounts reimbursable from grant funds and project budget. The maximum amount payable
under this agreement set at $25,000.00 over a 1 year term. The County is under no obligation
to use the full contracted amount.

Recommendation: The Department of Public Works recommends that the Board execute the
Personal Services Contract for Right of Way Acquisition and Relocation Services and return
two originals to the Department for further processing.
