HomeMy WebLinkAbout035 11 c~..]\+ L <6'I(J'\\ ,v<t~ J In the Matter of Creating A Jefferson County Clean Water District Advisory Board STATE OF WASIDNGTON COUNTY OF JEFFERSON } } } RESOLUTION NO 35-11 WHEREAS the Jefferson County Board of Commissioners created a Clean Water District in 2007 for the following purposes: . Create a shellfish protection district as required by Chapter 90.72 RCW . Establish the boundaries of the district . Establish a district name . Adopt a water quality improvement plan for Jefferson County . Adopt a nonpoint pOllution plan for the Discovery Bay watershed . Establish a fee to fund the Clean Water District WHEREAS Chapter 8.65.070 of Jefferson County Code directs the Jefferson County Board of Commissioners to create a local advisory board to assist in implementing the purposes and goals of the Clean Water District. NOW THEREFORE BE IT RESOL VED by the Board of County Commissioners that the Clean Water District Advisory Board is created pursuant to Chapter 8.65.070 "Clean Water District" of Jefferson County Code. BE IT FURTHER RESOLVED that the Advisory Board shall have the following nine (9) members with the following initial terms. I Representative of the Commercial Shellfish Growers 1 Representative of the Jefferson County Board of Commissioners 1 Citizen from Jefferson County Commissioner District No.1 1 Citizen from Jefferson County Commissioner District No.2 I Citizen from Jefferson County Commissioner District No.3 I Representative from Jefferson County Public Health I Representative from Jefferson County Public Works I Representative from Jefferson County Conservation District 1 Representative from the Port Townsend City Council After the initial term, any reappointments shall be for 4 years. 4 years 4 years 2 years 3 years 4 years Ongoing Ongoing Ongoing Ongoing BE IT FURTHER RESOL VBD that Jefferson County Public Health staff is hereby directed to advertise for membership by publication and direct contact of parties of record meeting the requirements stated above. Note that the Jefferson County Board of Commissioners, Port Townsend City Council, Jefferson Conservation District Board, and the commercial shellfish growers will determine their representatives; those names will be provided to the Board of County Commissioners for appointment. Public Health requests that the Board of COmmissioners approve the attached resolution creating the Clean Water District Advisory Council. ~NAL YSIS/STRATEGIC GOALS/PRO'S and CON'S: Jefferson County Code requires the Board of COmmissioners to create the Clean Water District Advisory Council. The Council will contribute to the achievement of Clean Water District goals and objectives. FISCAL IMPACT lCOST BENEFIT ANALYSIS: Public Health currently anticipates that the Advisory Council will meet for 2.0 hours on a quarterly basis. One Public Health staff person will be required to lead these meetings. It Is estimated that It will cost $2500/year to complete the meetings and provide administrative support for the Council. Clean Water District funds will pay for this work.
