Discussion of Jeff Com Interlocal Agreement Renewal
STATEMENT OF ISSUE:
JeffCom provides an essential public safety service of emergency communications and dispatch
to law enforcement and fire. The existing Interloca1 Agreement (!LA) for JeffCom between the
County, City and five Fire Districts expires at the end of2011. It is time to develop a new
Interloca1 Agreement to renew and continue JeffCom. County Commissioner input on a new
!LA is sought
ANALYSIS:
JeffCom provides an essential public safety service of emergency communications and dispatch
to law enforcement and fire. Up until 2002, this service was provided through the County
Sheriff's Office. In 2002, an Interlocal Agreement was executed creating JeffCom as a separate
department, with direction from a JeffCom Administrative Board representing the different law
and fire agencies served by JeffCom. The existing Interlocal Agreement (!LA) for JeffCom
between the County, City and five Fire Districts updated the 2002 agreement in 2007, and
expires at the end of20 11. It is time to develop a new Interlocal Agreement to renew and
continue JeffCom. The JeffCom Administrative Board will be discussing a new ILA at its next
meeting August 25. County Commissioner input on a new !LA is sought in advance of then.
FISCAL IMPACT:
Based on calls for service, Jefferson County presently pays roughly 50% of all user fees. User
fees are driven by outside funding and JeffCom's operating and capital budgets.
RECOMMENDATION:
Discuss and provide direction regarding Commissioner preferences for a new JeffCom ILA.
