Upper Hoh Road Milepost 3.3 Bridge: Project Prospectus with Local Agency
Agreement for Preliminary Engineering
Statement of Issue:
This repair involves designing and installing a bridge at Upper Hoh Road milepost 3.338. The
Project Prospectus with Local Agency Agreement for Preliminary Engineering (PE) is required by the
Washington State Department of Transportation (WSDOT) in order to secure Federal funds.
Analysis/Strategic Goals/Pros 8: Cons:
Jefferson County has been awarded Federal funding through the Public Lands Highways
Discretionary (PLHD) Program. The repairs at Upper Hoh Road milepost are necessary to keep the
road open for resident, business and Olympic National Park visitor use.
FiscallmpactlCost Benefit Analysis:
The estimated total cost of this project is $3,425,442, which is provided at 100% Federal funding
through the PLHD Program. WSDOT has requested that the Preliminary Engineering funds be
obligated as soon as possible, as the funding is part of Federal Fiscal Year 2011.
Recommendation:
Sign the attached Project Prospectus with Local Agency Agreement for PE (four originals - two
places for BoCC Chair signature on each). Return all of the signed originals to Public Works for
further processing. Upon execution by WSDOT, an original of the Project Prospectus with Local
Agency Agreement for PE will be provided for the Commissioners' files.
