PROCLAMATION re: National Alcohol and Drug Addiction Recovery Month;
September of 2011
STATEMENT OF ISSUE:
Kelly Matlock, Jefferson County Public Health requested this proclamation on behalf of the Substance Abuse
Advisory Board.
RECOMMENDATION:
Read and approve the attached proclamation.

WHEREAS, behavioral health is an essential part of health and one's overall
wellness; and
WHEREAS, prevention efforts work, treatment is effective, and people can and do
recover from substance use disorders and mental disorders; and
WHEREAS, all people have the fundamental and inherent value to be accepted and
treated with respect, human dignity, and worth; and
WHEREAS, individuals should have access to fully participate in community life
including economic advancement and prosperity; fair and decent housing; quality education; positive
opportunities to benefit from and contribute to material, cultural, and social progress; and
WHEREAS, it is essential for the 22.5 million people aged 12 or older who currently
suffer from a substance use disorder and the 45.1 million adults aged 18 or older living with a
mental health problem in our country, to realize that recovery is possible to improve overall health
and well-being; and
WHEREAS, substance use disorders and mental disorders are serious public health
problems making it critical to educate our policymakers, friends and family members, health care
providers, and businesses that prevention efforts work, that these disorders are treatable, and that
people should seak assistance for these conditions, with the same urgency as they would any other
health condition; and
WHEREAS, all Americans have the opportunity to access provisions within the
Affordable Care Act and Mental Health Parity and Addictions Equity Act (MHPAEA), aimed to
improve physical and emotional health while ensuring people will receive the care they need at a
more reasonable cost; and
WHEREAS, to support prevention efforts, and to support more people seeking
treatment and achieving long-term recovery, and to learn how recovery positively benefits our
community's overall well-being, the U.S. Department of Health and Human Services, the Substance
Abuse and Mental Health Services Administration, the White House Office of National Drug Control
Policy, the Jefferson County Substance Abuse Advisory Board, The Jefferson County Community
Network, and the Jefferson County Public Health Department invite all residents of Jefferson County
to support our community prevention and treatment programs and individuals in recovery; and
Now, therefore, be it resolved, the Jefferson County Commissioners, do herby
proclaim the month of September 2011 as
National Alcohol and Drug Addiction Recovery Month
in Jefferson County and call upon the people of Jefferson County to join us in observing this
occesion.
