BACKGROUND: On January 7, 2008 the City Council and Board of County Commissioners approved a Joint Resolution creating a Climate Action Committee (CAC) tasked with developing a Climate Action Plan. Beginning in May of 2008 the Climate Action Committee, consisting of various stakeholders appointed by the Jefferson County Board of County Commissioners and Port Townsend City Council, worked with city and county staff to develop the plan. Community input was gathered via public open house meetings in October 2008 and June 2009. The business meetings of the Climate Action Committee provided additional opportunity for public comments. The City Council and Board of County Commissioners met in a joint workshop on July 21, 2011 to review the Draft Climate Action Plan. During the meeting members. of both bodies provided suggested changes and referred the document to the CAC. Staff made the suggested revisions to the plan and sent it to the CAC members for review. ANALYSIS/STRATEGIC GOALSIPROS and CONS: While the City and County governments will each have a major role in carrying out the objectives and actions, successful implementation will require many diverse partners, including neighboring jurisdictions, non-profit organizations, business leaders, and neighborhood associations. The public hearing provides an additional opportunity for public awareness and public comment on the plan. FISCAL IMPACT/COST-BENEFIT ANALYSIS: The Action Plan proposes a phased approach. It addresses specifically what the City and County governments can do to lead by example while recognizing that funding and resources are limited. It also recommends measures that the community should consider, as well as outreach, education, and 1 BoCC/CC Agenda partnership opportunities. The Department of Community Development has assigned a 0.10 FTE to support the Climate Action Committee for 2011. Monday, October 3, 201 I PUBLIC NOTICE of CLIMATE ACTION PLAN HEARING JEFFERSON COUNTY & CITY OF PORT TOWNSEND Jefferson County and the City of Port Townsend have set a goal of reducing county-wide carbon- based emissions to 80% lower than 1990 levels by the year 2050. The two jurisdictions appointed the Climate Action Committee to prepare a Climate Action Plan that recommends measures to achieva the goal. The Action Plan proposes a phased approach. It addresses specifically what the City and County govemments can do to lead by example while recognizing that funding and resources are limited. It also recommends measures that the community should consider, as wall as outreach, education, and partnership opportunities. Finally, It outlines land use and transportation policies that the City and County should refer to their respective planning commissions for further consideration. SEPA Determination: The SEPA Responsible Official has determined that adoption of the Climate Action Plan is categorically exempt from the state Environmental Policy Act (SEPA): WAC 197-11-800 (19). Hearing Time and Location Two open-record public hearings are scheduled for the Climate Action Plan: Monday, October 17, 2011: 1 0:00AM Jefferson County Board of County Commissioners (BoCC) Board of County Commissioner's Chambers in the Basement of the Jefferson County Courthouse 1820 Jefferson street, Port Townsend, WA Port Townsend City Council Council Chambers, City Hall 540 Water Street, Port Townsend, WA 6:30 PM Persons wishing to testify regarding the Climate Action Plan may do so either by submitting oral testimony or written comments at either of the two public hearings, or by submitting written comments to the City Clerk, 250 Madison Street, Suite 2, Port Townsend, WA 98368. Written comments must be received by 5:00 pm on Wednesday, October 19,2011. BoCC and Council Chambers are handicap accassible. Arrangements to reasonably accommodate special needs, including handicap accessibility or interpreter, will be made upon 24-hour advance notice to Pam Kolacy, City Clerk at 379-5045.
