MP 9.70 to MP 9.80 Emergency Repair, X01821, Federal Aid Project No. ER-0902(340) Statement of Issue: The attached Local Agency Agreement Supplement with the Washington State Department of Transportation (WSDOT) is necessary in order to proceed with completion of the Upper Hoh Road MP 9.70-9.80 Emergency Repair. Analysis/Strategic GoalslPro's a: Con's: Heavy rainfall and high flows in Spruce Creek, beginning on January 6, 2009 caused significant damage to the roadway and culvert, requiring temporary, emergency repairs at Upper Hoh Road MP 9.7. Public Works applied for and received funding from the Federal Highway Administration (FHWA) to replace the existing culverts at MP 9.7 with a new structure. The new structure will be a 21 ft. span, 3-sided, concrete box culvert. A Local Agency Agreement Supplement is necessary in order to acquire a temporary construction easement from the Hoh River Trust, to finalize the Plans, Specifications and Estimate, and for the construction contract and construction engineering. Fiscal Impact/Cost Benefit Analysis: This supplement will add $18,000 to the Preliminary Engineering funding, and will add $626,000 to the Construction funding. Preliminary Engineering and Construction are both funded at 86.5% by FHWA and 13.5% County Road Fund. Recommendation: The Board is requested to sign the Local Agency Agreement Supplement, and return to Public Works. Department Contact: Monte Reinders, County Engineer, 385-9242. Reason for Supplement The preliminary engineering supplement is for agency staff coordination for a temporary construction easement, and for agency staff preparation of the final bid documents, and management of the bid advertisement and award process. The construction supplement is for the construction contract and construction engineering, to be performed by agency staff and consultants.
