HomeMy WebLinkAbout110711_cabs01 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS COUNTY ADMINISTRATOR BRIEFING AGENDA REQUEST TO: Board of Commissioners FROM: Philip Morley, County Administrator '~- DATE: November 7, 2011 RE: Workshop on County Commissioner District Redistricting STATEMENT OF ISSUE: The County is required by state law to adjust County Commissioner district boundaries to equalize population between the three districts based on the 20 I 0 US Census. The purpose of this workshop is to review seven draft redistricting alternatives, and give staff direction on potential refinements and what alternatives to include for public hearing. ANALYSIS: From 2000 to 2010, population in Jefferson County grew in all three Commissioner districts, but grew slightly faster in District 3, and slightly slower in District I, while District 2 grew at the countywide average. As a result, the boundary between Districts I and 2 must shift slightly to include additional population in District I; and the boundary between Districts 2 and 3 needs to adjust to shift the surplus of population out of District 3. ' Using 2010 census block data, staffhas developed seven draft redistricting alternatives, attached for your review. Each alternative brings the Commissioner District populations into approximate equality (see population statistics in the upper left comer of each map). These draft altematives are offered for Commissioner review for potential refinements, and discussion of which to potentially include in a public hearing The proposed timeline for completing redistricting of County Commissioner Districts is outlined below. At present, both the Port of Port Townsend and Jefferson County Public Utility District No.1 follow the County Commissioner district boundaries for their districts. Under state law, the Port Commissioner districts must follow the County Commissioners', while the PUD Commissioners may either continue to follow the County Commissioners' or set their own. One incumbent Port Commissioner, District 2 Port Commissioner Dave Thompson, would be affected by the draft boundary shifts. Mr. Thompson lives in District 2, near the expanding District 1 boundary. If redistricting places an incumbent Port Commissioner in a different district, it "shall not affect the term for which a commissioner shall hold office at the time a change is made." (see RCW 53.16.030) Other redistricting is happening at the state and local level. The Washington State Redistricting Commission is working to adjust federal Congressional and State Legislative district boundaries and has a January 1,2012 deadline. At the local level, County Auditor Donna Eldridge will review and recommend potential changes to precinct boundaries for adoption on or before April 30, 2012. FISCAL IMPACT: Not applicable. RECOMMENDATION: Hold a workshop on November 7 at 2:00 pm to review the draft alternatives for the County Commissioner District redistricting, and give staff further direction Attachments: . General Guidelines RCW 36.32.020 Commissioner districts. The board of county commissioners of each county shall divide their county into three commissioner districts so that each district ~halfcomprise ~~_l!early as possible one::tliir4_QIthe r~---~--~- ~ation of!Jle county: PROVIDED, That the territory comprised in any voting precincts of such districts shall remain compact, and shall not be divided by the lines of said districts. However, the commissioners of any county composed entirely of islands and with a population ofless than thirty-five thousand may divide their county into three commissioner districts without regard to population, except that if any single island is included in more than one district, the districts on such island shall comprise, as nearly as possible, equal populations. The lines of the districts shall not be changed oftener than once in four years and only when a full board of commissioners is present. The districts shall be designated as districts nmnbered one, two and three. Z.
