('~-11 WHEREAS, conservation futures tax levy collections, authorized under RCW 84.34.230 are an important means of retaining community character and accomplishing open space policies and objectives of the Jefferson County Comprehensive Plan that encourage the coordinated acquisition of key open space lands for long term protection, and; WHEREAS, Jefferson County is authorized by RCW 84.34.210 and 84.34.220 to acquire open space land, agricultural and timber lands, as defined in RCW 84.34.220, and; WHEREAS, the Conservation Futures Citizen Oversight Committee and program staff have developed and revised program materials in accordance with Jefferson County Code Section 3.08.030, and; WHEREAS, under the provisions of the Jefferson County Code Section 3.08.030(1), an application submission date shall be established no Iater than March 30, and; WHEREAS, under the provisions of the Jefferson County Code Section 3.08.030(1), public notice shall be provided at least one month prior to the application submission date, and; WHEREAS, Public Health has estimated the amount of Conservation Futures ftmds available for new acquisition and operations and maintenance projects in 2012, and; WHEREAS, Jefferson County Board of County Commissioners considers it in the best public interest to establish the program application materials, period and available funding for the 2012 Conservation Futures funding cycle, NOW, THEREFORE BE IT RESOLVED by the Jefferson County Board of Commissioners as follows: 1. Jefferson County hereby approves of the draft 2012 Conservation Futures Program Manual, Application, and Ranking Sheet. 2. The Conservation Futures application period will commence January 11, 2012 and the application submission dearlline will be March 5, 2012. The 2012 cycle marks the tenth anniversary of the program. To date eighteen projects have been awarded funding and over 600 acres protected. Status of Funded Prolects Annual project reports were requested and received from the following CFF projects this year: 2009 Quimper Wildlife Corridor and Winona Basin - Bloedel Brown Dairy Carleson Chimacum Creek Finnrlver Farm Glendale Farm Salmon Creek Riparian Acquisition Tamanowas Rock and Nicholson Short Plat Tarboo Wildlife Preserve East Side Addition No issues of concern arose at any of these conservation futures-funded sites according to the annual stewardship reports. Monthly public tours of various sections of the Quimper Wildlife Corridor continue to be led by Jefferson Land Trust-trained docent volunteers. Northwest Watershed Institute removed a road fill and culvert across a tributary at the Tarboo Wildilfe Preserve East Side Addition. Brown Dairy was purchased by Chimacum Diary LLC and leased to Mt. Townsend Creamery. Last spring, Finnriver Farm opened a new Interpretive nature trail for guests. Glendale farm Is expanding its operations to Include new fruit tree plantlngs. Four approved projects are not yet completed. Progress Is being made towards the acquisition of Tamanowas Rock by the Jamestown S'K1ailam Tribe and State Parks Is seeking funds to annex the Nicholson Short Plat east of Andersen Lake. The Carleson Chlmacum Creek project is slated to move forward In January and the Winona Basin - Bloedel will likely follow soon after. Prollram Chanlles Program Materials The Committee and staff recommend many housekeeping-type revisions to the 2011 project materials for 2012. Question #12 of the application now Includes an upfront request for backup Information on previously acquired properties being proposed as match. Question #21 now Includes links to habitat and listed species Information. The program manual clarifies match and application submission requirements, and also contains updates to code references, the project agreement template and the map of previously funded projects. Only one minor change was made to the ranking sheet In Question #10, To what degree will (rather than Ndoes") the acquisition provide educational opportunities, Interpretive opportunities, and/or serve as a general community resource? The specific changes to program materials may be viewed on the county's conservation futures webslte In the Appendices of the draft committee meeting minutes for November 17, 2011. Program Process and Schedule The committee felt that no changes to the process used in 2011 to rank projects for recommendation to you are necessary. We propose that the application period this year begin on Wednesday, January 11 and end on Monday, March 5. Currently, we anticipate that the meeting to hear project presentations will occur on the evening of April 11 with site visits the following day. The meeting to rank projects would then likely occur on the afternoon of May 2. Public Outreach Staff and two past award recipients were interviewed about the program and Its outcomes on KPTZ In November. Tami Pokorny has been developing a Conservation Futures Program display for use at public offices and events. She anticipates It will be ready in time for the Jefferson County Conservation District Plant Sale on February 25. The funding round is advertised in both the Peninsula Dally News and The Leader and extensively by email. Once again, the project presentation meeting will be held In the evening with the hope that more of the public will be available to attend. Overview Jefferson County welcomes your application to the Conservation Futures Program (CF Program). The Conservation Futures Program website is http://www.co.jeffurson.wa.uslcommissionerslConservationlconservation.asp. In July 2002, the county commissioners approved Conservation Futures Ordinance, now codified at Jefferson County Code Section 3.08in accordance with the Revised Code of Washington (Rew) Chapter 84.34. The ordinance establishes goals for the county's Conservation Futures Program and an allocation process for the conservation futures tax levy. The purpose of the CF Program is to acquire open space lands, including green spaces, greenbelts, fish and wildlife habitat, trail rights-of-ways, agricultural land and timber land (as those terms are defined in Ch. 84.34 RCW). Projects may include fee-simple or any lesser interest or development right with respect to real property as well as operation and maintenance (0 & M) activities. 0 & M projects must be linked to CF-funded acquisitions. A 50% match is required for all project types. Match must be cash, land trades, the value ofland to be traded, or other open spaces linked to the property under application. Open space, wildlife habitat, agricultural and timber lands are all eligible. The project sponsor must sign a grant agreement with the county (see Appendix A).County code (ICC 03.08.030(10)) requires that properties or easements be held by public entities or others as defined in RCW 84.34.210. Government entitiesiliay choose to share title of a property with a non-profit nature cODservancy corporation or association. Public open spaces must be available on the same conditions to all residents of the county for the benefit of all Jefferson COunty residents and visitors. Applicants for projects may include the county, municipalities, park districts, state or federal agencies, private non-profit corporations or associations, and private individuals. Project applicants must be represented by a local sponsoring organization based in Jefferson County. Potential sponsors include local governments, special purpose districts and non- profit corporations. A list of potential sponsors is available by contacting program staff. Project sponsors are l)lSPOllSible for the content and submission of the application, the presehtation of project proposals to the CF Committee, organizing and hosting videotaped site visits, the stewardship plan and its implementation, and all contracting, reporting, and reimbursement obligations with Jefferson County. Available funding is announced early in the calendar year and applications are provided by Jefferson County Environmental Health. Conservation Futures Funds monies can be the collateral, revenue stream or security for long-term financing (typically bonds) in a manner consistent with law. Public workshop(s) may be held prior to the start of the funding round. Staff is always available to answer questions from sponsors, applicants, and interested patties. Applications are typically due the first Monday in March and sponsors present projects to the CF Committee and host site visits in April. In April or May, the CF Committee meets to rank projects, determine recommended funding levels, and compose its overall recommendations to the BoCC. The BoCC makes award determinations in June. Funding for reimbursement is generally not available until August. All meetings of the Conservation Futures Committee are open to the public. Citizens are encouraged to attend. Conservation Futures CItizen Oversight Committee (CF Committee) The CF Committee membership is intended to reflect a broad spectrum of interests and expertise. It includes at least two individuals from each commissioner district and at least nine citizens total. Anyone interested in applying for a seat on the committee is encouraged to contact the Board of County Commissioners Office (jefibocc@coJefferson.wa.us) and/or program staff. Reimbursement All grants are funded through the Jefferson County Conservation Futures tax levy. Except in the case of escrow payments, sponsors must expend their own funds on eligible and allowable expenditures prior to requesting reimbursement. With sufficient lead time, an approved settlement statement, and a preliminary title report, CF funds may be made available to the title company shortly before closing for the direct costs of property acquisition and closing. Please discuss dates for closings and loan periods with program Staff to help ensure that,grant funds are ready and available when needed. The project sponsor will commit to providing a matching contribution of no less than the amount of conservation futures funds awarded to the project before conservation futures tax funds are reimbursed to that sponsor. Acquisition Projects Project applications for the acquisition of property must meet the following threshold criteria in order to be considered for funding. Each application will receive an initial screening to make sure that it is in compliance. Applicants are encouraged to submit pertinent materials and documents, as appropriate, in addition to those items required. SectIon 3.08.030(7) of the Jefferson County Code reqUires the Conservation Futures Citizen OVersight Committee (CF Committee) "to review program prlndples at least once every two years and make recommendations to the Board of County Commissioners for modification to the program." The CF Committee has preferred to conduct Its review annually. ANALYSIS/STRATEGIC GOALS/PRO'S and mN'S: A memo from Chair Weinmann, Induded with this packet, summarizes the CF Committee's recommendations for the 2012 cycle. These recommendations are Incorporated Into the accompanying draft Application, Ranklng Sheet and program manual.
