Statement of Issue:
Public Works staff has completed checking bids opened on January 9,2012 for Supply
of Aggregate for the Bituminous Surfadng Treatment Program for Calendar Years 2012-
2013 and finds it to be in the County's best interest to aWard the Purchase 8: Sale
Agreement to Port Orchard Sand 8: Gravel of Port Orchard, WA at the amounts
specified in their bid. Only one bidder submitted a complete bid at the required time.
Analysis/Strategic GoalslPro's & Con's:
This Bid Award is consistent with the County's goals in that it provides for
maintenance of road infrastructure. This product is used in the County's pavement
preservation program.
FiscallmpactlCost Benefit Analysis:
Purchase of this material is accounted for in the Road Operations 2012 budget and
2013 budget forecast. Estimated Purchase 8: Sale Agreement amount over the two (2)
year period is $104,100 plus Washington State Sales Tax; however, there is no
guaranteed minimum order with the supplier. (This is a supply Agreement).
Recommendation:
The Board is asked to award the Purchase 8: Sale Agreement by signing the attached
Memorandum and return to Public Works. Public Works will then process the
Agreement documents with the supplier and the Agreement documents will be brought
back to the Board for final execution.

Memorandum
Public Works staffhas completed checldng bids opened on January 9,2012 for the Supply of
Aggregate for Bituminous Surfacing Treatment Program for Calendar Years 2012 and 2013.
Public Works finds it to be in the County's best interest to award the Purchase & Sale. Agreement
per the General Contract Provisions to the one (1) responsive bidder:
Port Orchard Sand & Gravel, Port Orchard, WA
For their unit bid mice below:
3/8" - U.S. No.4 (3,000 ton annually) @ $17.35 per ton (F.O.B. Plant)
For a two (2) year estimated Total Value of 5104.100.00
Plus Washington State Sales Tax
The Jefferson County Board of Commissioners approves bid award to the above-listed supplier.
