Washington. 98368 www.jeffersoncountypublichealth.org January 1.2-~012 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners Philip Morley, County Administrator FROM: Tami Pokorny, Environmental Health Specialist II .- DATE: r-Cf3k.UY'lk'Y io) JDld SUBJECT: Agenda Item - Interlocal Agreement with Clallam County to Fund Support of North Pacific Coast Marine Resources Committee (NPC MRC); July 1, 2011 - June 30, 2013; $8,500 STATEMENT OF ISSUE: Jefferson County Public Health, Water Quality Division, requests Board approval of the Interlocal Agreement with Clallam County to Fund Support of North Pacific Coast Marine Resources Committee (NPC MRC); July 1, 2011 - June 30, 2013; $8,500 ANAL YSIS/STRATEGIC GOALS: The NPC MRC conducts projects in western Clallam and Jefferson Counties to benefit the natural resources of the coast and local communities. This agreement will enable C1allam County to provide pass through funds to Jefferson County Environmental Health for staff to attend NPC MRC meetings, participate in related events and communications, and to serve as one of NPC MRC representatives to the new Washington Coast advisory group under the Department of Ecology. C1allam County is the designated lead agency for administration of the MRC and receives funding from WDFW (Grant #09-1586) to support MRC activities. This Interlocal Agreement provides pass through funds to Jefferson County in accordance with the Interlocal Cooperation Act (Chapter 39.34 RCW). In the past year, the NPC has supported school field trips to the Fiero Marine Life Center in Port Angeles, teacher trainings in marine-related topics, supported the annual coast beach clean-up, developed and distributed a newsletter, participated in the creation of a coast- wide advisory group and conducted the second phase of an assessment of otter predation on sockeye salmon in Lake Ozette. REVIEWED BY: 113D~~ Date COMMUNITY HEALTH DEVELOPMENTAL DISABILITIES MAIN: 360385-9400 FAX: 360-385-9401 PUBLIC HEALTH J',tWMS VVORKNG c:ORA SAFER AND HEALTHIER COMMUNITY ENVIRONMENTAL HEALTH WATER QUALITY MAIN: 360-385-9444 FAX: 360-379-4487 ~ 332. l2-0CJ\ Interlocal Agreement Regarding Clallam County and Jefferson County Coastal MRC Implementation WHEREAS, Chapter 36.125 RCW provides authority for the Washington Department ofFish and Wildlife (WDFW) to create a new program to provide support for the development, administration, and coordination of coastal Marine Resources Committees (MRCs) and MRC- sponsored projects that benefit coastal and marine resources; and WHEREAS, C1allam County and Jefferson County approved a joint resolution on September 15, 2009 to form the North Pacific Coast Marine Resources Committee under Chapter 36.125 RCW; and WHEREAS, Clallam County has been designated the lead agency for administration ofRCW 36.125 along the outer coasts of west em Jefferson and Clallam counties; and WHEREAS, the Washington Department ofFish and Wildlife (WDFW) approved a contract with Clallam County (WDFW #09-1514) to implement the North Pacific Coast Marine Resources Committee on November 10th, 2009 and has renewed annual contracts for this project every year since, with the most recent one being WDFW #11-1586; and WHEREAS, the Interlocal Cooperation Act (Chapter 39.34 RCW) provides authority for governmental entities to exercise their respective powers jointly through intergovernmental agreements; and NOW, THEREFORE, it is mutually agreed that: Clallam County contracts with Jefferson County to participate with Clallam County in meetings and educational outreach activities to support the North Pacific Coast Marine Resources Committee, as outlined in the attached scope of work (Exhibit A), consistent with the grant contract between Clallam County and the Department ofFish and Wildlife (# 11-1586), and Clallam County will compensate Jefferson County up to the sum of $8,500.00 per year for the activities and products detailed in Exhibit A. This agreement will terminate at the end of the 2011-2013 state budget biennium, i.e., no later than June 30, 2013. Both parties may terminate this agreement upon 30 days notice to the director ofClallam County Community Development or the director of Jefferson County Public Health for any reason. This agreement may be amended by the mutual written agreement of both parties. The basis for amending or terminating this agreement may be an increase or decrease in project funding, addition of required tasks not addressed in this agreement, or other items affecting the planning process required under Chapter 36.125 RCW. Clallam / Jefferson County Coastal MRC Interlocal Agreement 2011-13 1 .. The effective date of this agreement shall be July 1 S\ 2011 and commence upon signature by both counties. Jefferson County Allocation (WDFW Contract 09-1586) Amount $7,350.00 $ 650.00 $ 500.00 $8,500.00 Payroll Travel Supplies TOTAL: Task 1: Two-County Partnership (Cost $8,500.00). Deliverable lea): Participate in the development of an inter-local agreement (ILA) to formalize the two-county partnership for a "West End" MRC. Deliverable 1 (b): When scheduling allows, attend monthly MRC meetings in Forks, the annual Coastal MRC Summit, and any other coastal MRC related meetings or events that may be scheduled. Deliverable l(e): Serve as a NPC MRC representative to the new Washington Coast partnership group that is being formed under the Washington Department of Ecology by attending meetings when scheduling allows.
