Port Townsend' Washington' 98368 il'./ www.Jeffel'8oncounlypubDchealth.org Febl1lary 14, 2012 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: FROM: DATE: Board of County Commissioners Philip Morley, County Administrator Taml Pokorny, Environmental Health Specialist II SUBJECT: Agenda Item - Nomination of Scott Brinton, Ray Hunter and Lorna Smith to the Conservation Futures CitIzen Oversight Committee STATEMENT OF ISSUE: Conservation Futures CItlzen Oversight Committee (CF Committee) Chair Fred Weinmann, VIce Chair John Wood and Taml Pokorny would like to recommend that Scott Brinton, Ray Hunter and Lorna Smith each be appoInted to serve a 4-year term to the Committee, thereby filling the "open interest" seat vacated by Crystle KIsler and creating two new Interest seats that ali expire In 2016. ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S: The open interest vacancy on the CF Committee was advertised in the The Leaderon November 2. Three people expressed Interest by the November 30 deadline. Fred Weinmann, John Wood and Taml Pokorny reviewed the appllcatlon materials and, on December 20, Interviewed the candIdates Individually. The group felt that each candIdate possesses qualities and expertise that would benefit the work of the CF Committee. Mr. Weinmann and Mr. Wood requested that staff look Into the possibility of creating two additional seats to accommodate possIble appointments of all three candIdates. We have been advised by coundl that there Is no legal barrier to Increasing the size of the committee from 11 to 13. The other CF Committee members were informaliy queried by phone, and there were no serious objectlons to the Increase. Scott Brinton: Mr. Brinton is co-owner of Mystery Bay Farm, a local producer of award-winning goat cheese, and former Environmental ScIence faculty at Peninsula Coliege. He's very familiar with native wildlife and vegetation and, for the past five years, has engaged local youth In natural history explorations and traditional skills development. Mr. Brinton would like to represent Agriculture on the CF Committee. Ray Hunter: Mr. Hunter Is retired from his sailing charter business In 2002. Since then, he has been an active community volunteer and board member for the Jefferson County Democrats, the Substance Abuse Advisory Board, the North Olympic Salmon Coalition, WSU Stream Keepers and Beach Watchers, and the Olympic Forest Wildlife Coalition among others. He was born In Jefferson County and grew up on Discovery Bay. He has seen the changes to local fisheries, forests and farms and Is Interested In retaining and restoring these resources. Mr. Hunter would like to represent Fallow Farms on the CF Committee. Lorna Smith: Ms. Smith Is recently arrived to Port Townsend from Snohomlsh County where she worked for the Public Works Department. She has extensive experience with the conservation futures program there reviewing and rating projects. She has lifelong ties to the Olympic Peninsula and worked with Eleanor Stopps In the 1980s to protect seabird habitat on Protection Island. She and her husband own a small tour company that brings birders to Costa RIca. Ms. Smith holds a degree In Environmental Studies and has served on the boards of the Seattle Audubon Society, Snohomlsh Wetlands Alliance and a member of the WDFW Non-game Advisory Coundl and Lands Management Coundl and she was past executive director of the WA Wildlife and Recreation Coalition. Ms. Smith would like to represent Ecotourism on the CF Committee. FISCAL IMPACT ICOST BENEm ANALYSIS: There Is no fiscal Impact to the county's General Fund for appointing Scott Brinton, Ray Hunter and/or Lorna Smith to serve on the CF Committee.
