ANALYSIS: Upon conducting a bid process for designating the official County newspaper of public record for legal notices, Jefferson County received two (2) bids (one from the Peninsula Daily News and the other from Port Townsend-Jefferson County Leader) and agreed to award the bid to the Port Towrisend-Jefferson County Leader. A one-year agreement for these services has been prepared for approval. FISCAL IMPACT: The rate per colunminch is $7.75 RECOMMENDATION: Approve and sign the agreement RE"\aE..WED BY: // 1 / ~ ' '( / 367~/_ Date LEGAL ADVERTISING AGREEMENT By and Between JEFFERSON COUNTY And THE PORTTOWNSENDIJEFFERSON COUNTY LEADER The Jefferson County Commissioners hereby designate the Port Townsend /Jefferson County Leader the Official County Newspaper for printing of Jefferson County legal publications during the year beginning July 1, 2012 and ending June 30,2013. RATE: $7.75 per column inch, first and subsequent insertions. TYPESET: Helvetica TYPE POINT: 7.0 COLUMN WIDTH: 1.625 inches AVERAGE COLUMN WIDTH: 324 with spaces or 283 without spaces PUBLICATION FREQUENCY: One (1) time per week on Wednesday OTHER SERVICES/ENHANCEMENTS: . Publication oflegal notices on website . Publish a specially designed County logo where County legal notices begin . Publish a project location map or About Jefferson County Public Notices at least once a quarter . Provide link from The Leader website to Jefferson County Homepage . Reporters will reference public notices in news stories as appropriate . Provide two newspaper subscriptions to the County at no additional charge . Discounted display advertisement rate applied for advertisements. . Up to 12 Press Releases per year (no more than 1 per month) printed in a section other than the legal notice section of the newspaper. Legal Advertising Rate and Submission Deadline: This rate is for publication in The Leader and is applicable to all County departments and offices. Rates are for single column legal notices and are conditional upon advertising copy reaching the newspaper office at 226 Adams Street, Port Townsend, WA 98368 via fax, modem, e-mail, or hand-carried and by 3:00 p.m. two (2) days (Monday) prior to publication on Wednesday. Page 1 of2 Legal Advertising Agreement July 1, 2012 to June 30, 2013 Legal Advertising for Other Public Agencies: The column inch rates in this contract will be extended to other public agencies located in Jefferson County, Washington provided they meet the conditions for submission as outlined above. Press Releases: All County departments and offices are eligible to submit Press Release copy to be charged against the County's 12 Press Releases per year if the following conditions are met: The copy has been reviewed and there is an indication of approval by the County Administrator. The submission deadlines are met. The Leader will advise the County Administrator's Office when the number of Press Releases reaches 11 or if there has already been a Press Release published for the County in any calendar month when another Press Release is submitted by a County Department. Printing Error: Re-publication oflegal advertisements required due to errors or omissions in printing attributable to the publisher shall be without charge to the County. Payment of Charges: Jefferson County departments and offices will only pay from invoices (not statements) presented by the Leader. County departments and offices will process invoices from the Leader in the next claim payment cycle after the invoice is received. Liability for Content: Jefferson County assumes liability for the content of advertisements authorized for publication in the Leader and for any claims that arise that may be made against the publisher except for those claims arising from advertisements erroneously printed by the publisher.
