HomeMy WebLinkAbout040212_ra01 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners FROM: Philip Morley, County Administrato DATE: April 2, 2012 RE: Interview of Carl Smith, Community Development Director Finalist STATEMENT OF ISSUE: After an extensive recruitment and candidate evaluation process, the County Administrator is proposing to appoint Mr. Carl Smith to be the next Director of Jefferson County's Department of Community Development. On April 2, the Board of County Commissioners will conduct a public interview of Mr. Smith, prior to final appointment by the County Administrator. ANALYSIS: Jefferson County seeks to appoint a Director of the Department of Community Development serving the citizens of Jefferson County, filling a critical position left vacant by the retirement of Al Scalf. The Director of Community Development oversees all operations and strategic planning for the department including the permit center & development review, long range planning, economic and community development, building inspection, code enforcement, DCD budgeting and pilministration, staff training and professional development, special projects and process improvements. Stacie Hoskins, Planning Manager, who did not apply for the permanent position, has ably filled in as Interim DCD Director. Carl Smith brings over ten years of senior management experience directing community development departments for local governments in Alaska and Washington State. He has a track record of success working with diverse community interests and helping property owners and communities fulfill their visions, and successfully balancing individual property rights with protection for neighboring properties and a shared environment. Mr. Smith is presently Lands Manager for Paug- Vik a native village corporation in Naknek, Alaska, and served as Planning Director for Bristol Bay Borough Alaska He held a management position with the Port of Tacoma, and before that, directed planning and permitting for the cities of Fife, Woodinville, and Mountlake Terrace. Mr. Smith holds a Master's Degree in Environmental Planning and a Bachelor's Degree in Biological Science. Mr. Smith holds certification from the American Institute of Certified Planners, is a LEED Accredited Professional, and holds nnmerous other professional certifications. As a resident of Quilcene, he is already familiar with Jefferson County. Mr. Smith was selected from 28 candidates after a review of professional qualifications and responses to six essay questions (see Mr. Smith's resume and his essay responses, attached), as well as interviews with two separate panels. The first panel interviewed six candidates. This first panel included County Treasurer Judi Morris, WSU Extension Agent Laura Lewis, Public Health Director Jean Baldwin, the County's Human Resources Manager, DCD staff from three functional areas (planning Manager Stacie Hoskins, Lead Office Coordinator Rose Ann Carroll, Lead Building Inspector Jim Coyne), and the County Administrator. After the first panel, two finalists were interviewed by a second panel. The second panel included the Jefferson County Home Builders Association, Jefferson County Association of Realtors, Olympic Environmental Council, Jefferson County Conservation District, Olympic Stewardship Foundation, Team Jefferson, Jefferson County Chamber of Commerce, North Hood Canal Chamber of Commerce, and the Planning Commission. County Administrator Philip Morley and Clerk of the Board/Human Resource Manager Erin Lundgren also attended. Based on the qualifications of the candidates, weighing panel input about each candidate's strengths and any weaknesses and reference checks, the County Administrator selected Carl Smith as uniquely qualified to lead the Department of Community Development to serve our citizens and the diverse communities of Jefferson County. FISCAL IMPACT: This position is included in the 2012 adopted County Budget. A detailed fiscal impact note will accompany a subsequent employment agreement. RECOMMENDATION: Conduct a public interview of Mr. Smith. As allowed by state law, and if desired, the Board of County Commissioners may also meet in Executive Session with or without Mr. Smith to further evaluate his qualifications. ATTACHMENTS: . Resume . Serve as the Director of Planning, Chief Administrative Officer, Building Official, Fire Marshall, Code Enforcement Officer, Unified Development Code Administrator, SEP A Responsible Official, Subdivision Administrator, Shoreline Administrator, Zoning Administrator, Critical Areas AdminiMtrator, Flood Management Responsible Official and/or the responsible 8dministrative official, as referenced or required by ordinance, unless otherwise delegated; . Assist the Planning Commission and the Board of Commissioners in formulating land use policies, long range plans, and development regulations; . . Conduct or direct research, report upon, outline options and make recommendations to draft or amend long range plans, development regulations, and ensure timely, efficient and consistent permitting and enforcement procedures; . Conduct or direct research, prepare reports, outline options and make recommendations concerning priority projects and issues; lof4 . Administer County land use and environmental protection regulations, building codes, the Comprehensive Plan, the Shoreline Master Program and the National Flood Hazard Insurance Program, and supervise their enforcement; . A Master's degree in an appropriate field may be substituted for one (I) year of experience. 5.2 A valid Washington State Driver's License or the ability to obtain one within 30 days of employment; and maintaining the Driver's License for the duration of employment with the County is required. 5.3 Must pass a Criminal History Check which includes fiDlTewrinting. 5.4 An AICP certificate is desirable. 6.0 WORK ENVIRONMENT: The physical demands described here are representative of those that ronst be met by an employee to successfully perform the essential functions of this job.
