Statement of Issue: Department of Public Works Is seeking to hire a Consultant to develop a Special
Benefit Feasiblllty Study In preparation for the potential Local Improvement District (LID) formation for
the collection system for the above referenced project.
Analysis/Strategic GoalslPro's 8: Con's: Macaulay and Associates, LTD., has been selected through the
consultant selection process to provide the expert analytical and appraisal skills relative to the feasibility
study of the special benefits derived from the future wastewater treatment fadlity. Special Benefit
feasibility analysis will consist of segregating properties within the UGA according to zoning. Market
value Is estimated through mass appraisal techniques, before and after the sewer project and
accompanying zoning changes resulting from the project.
The total of the differences between the before value and after value of each property class Is
characterized as the special benefit estimate derived from the project. The special benefit range can
then be compared to the project cost to determine economic feasibility for the LID portion of the
project.
Fiscal ImpactlCost Benefit AnalysiS: The contract amount of S 96,740.00 provided from local revenues
dedicated to the project.

Recommendation: The Department of Public Works recommends that the Board authorize the
Agreement and return 2 originals to the Department of Public Works for further processing and retain 1
original for the Boards records.
