Rick Tollefson Memorial Trail Project }
This is a resolution thaI anthorizes submitting an application for grant funding assistance for a Land and Water Conservation Fund
project to the Recreation and Conservation Office as provided in Title 16, USC, Cbapter4601-4 as amended; WAC 286; and
subsequent Legislative ection.
WHEREAS, Iefferson County bas approved a comprehensive non-motorized transportation plan thaI includes this project; and
WHEREAS, under the provisions of the Land and Water Conservation Fund (L WCF) program, state grant assistance is requested to
aid in financing the cost of land acquisition and facility development; and
WHEREAS, our organization considers it in the best public interest to complete the project described in the application;
NOW. THEREFORE, BE IT RESOLVED that:
I. The Director of Public Works is authorized to make formal application to the Recreation and Conservation Office for grant
assistance;
2. Any grant assistance received will be used for direct costs associated with implementation of the project referenced above;
3. Our organization hereby certifies that our matching share of project funding will be derived State Pedestrian & Bioycle
Safety Progrem Funds and Local Road funds, and thaI we are responsible for supporting all non-cash connnitments to this
project should they not materialize;
4. We acknowledge thaI the grant assistance, if approved, will be paid on a reimbursement basis, meaning we will only
request payment from the Recreation and Conservation Office after eligible and allowable costs have been incurred and
payment remitted to our vendors, and thaI the Recreation and Conservation Office will hold retaittage uutil the project is
deemed complete;
5. We acknowledge thaI any property acquired andlor facility developed through grant assistance from the Recreation and
Conservation Funding Board must be reasonably maintained and made available to the general public at reasonable hours
and times of the year according to the type of area or facility unless other restrictions have been agreed to by the Recreation
and Conservation Office Director or the Recreation and Conservation Funding Board and the National Park Service;
6. We acknowledge thaI any property acquired andlor facility developed with grant assistance from the Recreation and
Conservation Funding Board must be dedicated for public outdoor reereation purposes, and be retained and maintained for
such use for perpetuity unless otherwise provided and agreed to by our organization and the Recreation and Conservation
FundIng Board and the National Park Service.
7. We acknowledge thaI any property acquired using Recreation and Conservation Funding Board assistance must be
developed within three years of the acquisition closing.
8. We have read both the federal guidelines and state policies for the L WCF progrem and agree to abide by those guidelines
and policies, and as L WCF grants are federal funds, our organization must comply with all applicable federal laws.
9. This resolution becomes part of a formal application to the Recreation and Conservation Office for grant assistance; and
10. We provided appropriete opportunity for public comment on this application.

Statement of Issue:
The Board is asked to authorize Public Works to apply to the Recreation and
Conservation Office (RCO) for grant funds from the Land and Water Conservation Fund
(LWCF) Program. This grant application will request LWCF funding for the Rick
Tollefson Memorial Trail Project.
Analysis/Strategic Goals/Pro's 8: Con's:
The Rick Tollefson Memorial Trail Project is number seven on the 2012-2017 Six Year
Transportation Improvement Program and is included in the 2011 Annual Construction
Program.
FiscallmpactlCost Benefit Analysis:
This LWCF grant from RCO will leverage the existing State and Local funding already
in place for this project.
Recommendation:
The Board is asked to sign the authorizing resolution and return one copy to Public
Works.
