Contract for Resurfacing Basketball Courts at HJ Carroll Park
Statement of Issue:
The surface of the basketball court at HJ Carroll Park is 10 years old and it needs
resurfacing. The typical life of an outdoor basketball court is 8 to 12 years.
Analysis/Strategic GoalslPro's 8: Con's:
H.J. Carroll Park is one of the most heavily used and significant recreational resources
in the County. The basketball courts are used year round by people of all ages for a
multitude of ball sports and other activities such as skate boarding and bike riding.
Studies show that parks have economic, health, safety, and environmental benefits.
This project supports County strategic goals numbers 2, 3, 5, 8, and 9. By completing
the resurface job the court can be preserved and protected for the future. Not
completing the resurface job could result in an expensive rebuild later. Competitive
bidding through the Small Works Roster was used and the contract was awarded to the
lowest responsive bidder.
FiscallmpactlCost Benefit Analysis:
The remaining funds in the HJ Carroll Park fund have been carefully stewarded for
projects that preserve and protect existing resources like this one. The funding is
budgeted and available. The overall needs of the park have been considered. The
project will prevent a more expensive repair later.
Recommendation:
Approve the agreement
