District I - A four-year term that expired March 17 of this year; . District 1 - A four-year term that will expire March 17, 2015; and . District 3 - A four-year term that expired March 17 of this year. Department of Community Development provides this overview with a recommendation for appointments. ANAL YSISlSTRA TEGIC GOALS/PROS and CONS: Pl....m"g is intended to guide and regulate the physical development and servicing oflands to provide predictability and consistency for citizens and agencies, and to assure high standards of the natural environment for living, operation of commerce, industry, agriculture and recreation while conserving the highest degree of public health, safety, morals and welfare in view of the need for a strong local economy. To this end the Board of County Commissioners (DoCC) established a Planning Agency comprised of a department and a commission. Per the originating resolution, the commission should assist the department in carrying out its duties, by and through "'"Bl'ging the public in the preparation and review of comprehensive plans and development regulations. The department shall forward any commission recommendation on to the BoCC and a final departmental recommendation on matters before the Board. Standinl! District 1 Vacancv: In September 2010, Ashley Bullitt resigned before the expiration ofher term (March 2011). The position was advertised seven times in September and October 2010, March 2011, and in FebruarylMarch 2012. During this period of advertising, the term expired and a new vacant term was set to expire in March 2015. Additional ongoing public outreach efforts were made from March 2011 through April 2012 (announcements at meetings and on the web page, email notices sent to members and interested parties list). One application was submitted in March 2012 (Lorna Smith); it was subsequently determined that she resides in District 2, not District 1. Another application was submitted in April 2012 (Jack Worrell) and DCD is working to schedule an interview. This long-standing vacancy is still open with only one applicant on file. Page 1 of2 Regular Agenda Recent District I VacanCy: In July 2010 Andrew Reding resigned before the expiration of his term (March 2012). Gary Felder was appointed in May 20 I I to the position. The term has expired; the position was advertised three times in FebruarylMarch 2012 with additional public outreach efforts conducted (described above) from February through April 2012. Mr. Felder submitted an application indicating his interest in being reappointed. The new term is set to expire in March 2016. Only one other District 1 application has been received (J. Worrell). Recent District 3 Vacancy: Tom Brotherton was first appointed to the Planning Commission in March 2008. His term expired in March of this year and he submitted an application indicating his interest in being reappointed. The vacancy was advertised three times in February/March 20 I 2 and additional public outreach efforts conducted (described above) from February through April 2012; no other applications were received. Staff Review: The DeD review team (Stacie Hoskins and Michelle McConnell) reviewed Mr. Felder's and Mr. Brotherton's past service as Planning Commi""ioners and the Statement of Interest Volunteer Applications both have submitted for reappointment DeD concludes that Mr. Felder and Mr. Brotherton have been diligent in studying the issues addressed by the Planning Commission, make positive contributions to deliberations and group dialogue. and represent well the interests of their district residents. Staffbelieves Mr. Felder and Mr. Brotherton will continue to provide thoughtful input to the Planning Commission and recommends both for continued public service. FISCAL IMPACT/COST-BENEFIT ANALYSIS: There is no fiscal impact to the county's General Fund for re-appointing two members to serve on the Planning Commission (PC). The 2012 DeD and PC Budgets are based on nine (9) PC members and these appointees would serve as part of the group. ]: t Page 2 of2 RECOMMENDATION: Based on the findings of the DCD interview team, staffrecommends the BoCC: I. Re-appoint Gary Felder as a District 1 representative on the Planning Commission to serve a four-year term ending March 17, 2016. 2. Re-appoint Tom Brotherton as a District 3 representative on the Planning Commission to serve afour-year term ending March 17, 2016- 3. Consistent with past practice, direct staff to re-advertlse for additional candidJlJes for the District 1four-year term ending March 17, 2015 and make a recommendationfor appointment when a suitable appUcant is identified. Because three vacancies can make it more difficult to ensure a quorum (five out of nine members) for conducting business meetings, staff urges timely action by the Board to allow new member participation in the next Planning Commission meeting on May 2,2012.
