MINUTES
Week of January 23, 2012
Chairman John Austin called the meeting to order at the appointed time in the presence of
Commissioner David Sullivan and Commissioner Phil Johnson.
PUBLIC COMMENT PERIOD: The following are a summary of comments made by
citizens in attendance at the meeting and reflect their personal opinions:
. A citizen recommended the Board research Land Banks so the County may challenge fraudulent
property transactions;
. A citizen stated houses are becoming harder to sell, security is needed on the empty houses and
the County could lower property taxes to help, and thanked the staff of Jefferson County for
being open and sending special meeting notices out to the public;
. The Commissioner's Office staff is courteous and open which is appreciated; a separate
negotiation has been discussed between the County and Department of Ecology regarding the
Shoreline Master Program and a new Public Hearing should be held to receive comments;
. There was a community dance at the Village Store last weekend and was great to see the
community coming together during this hard economic time;
. The snow is a huge hardship on the homeless; the County needs to cut costs so it does not
become irrelevant;
. County surplus property, such as computers, should be offered to other agencies or the public
before being disposed of; and
. The Board has a responsibility to all, the State has a bad policy regarding fish farms that will
affect our waters and the rest of the world in a negative way if allowed.
APPROVAL AND ADOPTION OF CONSENT AGENDA: Commissioner Sullivan
moved to approve all items on the Consent Agenda as presented. Commissioner Johnson seconded the
motion which carried by a unanimous vote.

COMMISSIONERS BRIEFING SESSION: The Commissioners each provided
updates on the following items:
Chairman Austin met with Department of Natural Resources staff last week regarding the details of
community forest legislation and he will be attending the farewell party of a Public Health nurse, Quen
Zorrah this Thursday.
Commissioner Sullivan participated in a conference call for the Washington State Association of
Counties Task Force and attended an open house tour of Chima cum School last week. He will be in
Olympia on Friday to meet with legislative authorities regarding the proposed capital bond infrastructure
and how it relates to the Port Hadlock Sewer and Wastewater Facility and will attend the Business
Leader of the Year award on Sunday.
Commissioner Johnson will be meeting with legislative authorities regarding the proposed sand, gravel
and hard rock severance fee this week.
County Ordered Curtailment of Operations Due to Inclement Weather Conditions on
January 18,19 and 20,2012: County Administrator Morley presented a draft resolution for the Board
to consider approving regarding County ordered curtailment of operations due to inclement weather
conditions on January 18, 19, and 20, 2012 until 10:00 a.m. Commissioner Johnson stated the draft
resolution had the word "treacherous" typed twice and asked that one be deleted. Commissioner
Johnson moved to approve RESOLUTION NO. 07-12 approving County ordered curtailment of
operations due to inclement weather conditions on January 18, 19 and 20,2012. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
Appointment of Clerk of the Board Duties: County Administrator Morley stated that
according to Jefferson County Resolution No. 68-07, staff of the Commissioner's office can be
designated to do the duties of the Clerk of the Board. He requested the Board to pass a motion pursuant
to RCW 36.32.110 and Jefferson County Resolution 68-07 that the Deputy Clerk of the Board,
Executive Assistant and Executive Secretary be appointed to do the duties of the Clerk of the Board until
the position of Clerk of the Board, previously held by Elizabeth Hill, can be filled. Commissioner
Sullivan asked who was ultimately responsible? County Administrator answered that the Board and
himself are ultimately responsible. Commissioner Johnson moved that pursuant to RCW 36.32.110 and
Jefferson County Resolution 68-07 to approve RESOLUTION NO. 08-12 that staff of the

Commissioners office including the Deputy Clerk of the Board, Executive Assistant and Executive
Secretary do the necessary duties of the Clerk of the Board. Commissioner Sullivan seconded the
motion which carried by a unanimous vote.
Locally Approved Shoreline Master Program (LASMP) (MLA08-475): Deputy
Prosecuting Attorney David Alvarez handed out documents regarding the Shoreline Master Program in
preparation for the afternoon special meeting to discuss the Draft Shoreline Master Program (SMP) with
the Washington State Department of Ecology (DOE), Washington State Department ofFish and Wildlife
and NOAH Fisheries staff. There was no discussion.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.

Meeting Cancellation: March 5, 2012: Chairman Austin moved to cancel the regularly
scheduled meeting on March 5, 2012 because two Commissioners will be in Washington DC.
Commissioner Sullivan seconded the motion which carried by a unanimous vote.
NOTICE OF ADJOURNMENT: Commissioner Johnson moved to adjourn at 11 :27
a.m. until the scheduled special meeting at 1 :00 p.m. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.
