Documented sand lance spawning beaches in the Pleasant harbor area........... 35 INTRODUCTION This collection of charts has been drawn from various WDFW reports produced during the 1995- 1999 period, and depicts all the known spawning grounds and beaches of the Pacific herring, surf smelt and Pacific sand lance within the boundaries of eastern Jefferson County, Washington State. Bold high- lighted shorelines and nearshore zones depicted upon the charts indicate where WDFW Marine Resources Division staff have found observed spawn in situ or during the laboratory analyses of site - specific substrate samples. Herring spawning ground surveys have been conducted by WDFW staff on a regular basis in Jefferson County since 1972. Surf smelt and Pacific sand lance spawning habitat observations have been undertaken in the Jefferson County region since about 1990. On the charts, "star" symbols indicate sites where sampling yielded a single egg of a species. By our current criteria, this is not sufficient to allow "documentation of such sites as bona fide spawning sites, worthy of "no- net - loss" protection by WDFW statute and policy. Such symbology would, however, indicate sites where additional sampling might yield sufficient spawn for habitat documentation at some future date. Although these charts indicate that marine forage fish spawning habitats are presently known to occur throughout eastern Jefferson County, our past sampling cannot be considered exhaustive. Many shorelines within the County have not yet been properly surveyed for such spawning habitats. It is a virtual certainty that additional herring, surf smelt and sand lance spawning sites remain to be discovered within this region. Figure 1. DISCOVERY BAY HERRING STOCK OVERVIEW The Discovery Say herring stock is the major Strait of Juan de Fuca stock. Historically one of the largest stocks in Washington, it is currently at a critically low level of abundance. The reasons for this are unknown. There are no known fishery interceptions, and the spawning ground is among the most pristine in Washington. KILISUT HARBOR HERRING STOCK OVERVIEW The Kilisut Harbor herring stock is a small south /central Puget Sound stock. Most of the spawning activity appears to take place inside Kilisut Harbor and not in the Port Townsend Bay portion of the documented grounds. Stock characteristics such as spawning timing and growth rates are average for Puget Sound. In recent years the Port Gamble S'Klallam Tribe has conducted occasional small spawn -on -kelp fisheries. Herring eggs deposited inside Port Gamble Bay proper often exhibit significant in situ egg mortality, where the eggs die before hatching, not often seen elsewhere (except for Quartermaster Harbor). QUILCENE BAY HERRING STOCFC OVERVIEW The Quilcene Bay herring stock is a small south /central Puget Sound spawning stock. Nearly all of the spawning activity takes place on the eelgrass flats at the head of the bay.
