RESOLUTION NO. 33-12
WHEREAS, RCW 17.10.040 gives the County Board of Commissioners the discretion to activate
the Jefferson County Noxious Weed Control Board if they find that there is a need for such
activation; and,
WHEREAS, the Jefferson County Noxious Weed Control Board was activated by passage of
Resolution no. 24-98; and,
WHEREAS, the Jefferson County Noxious Weed Control Board was originally established with the
boundaries for the five Jefferson County Noxious Weed Control Board Districts drawn along School
District boundaries and was then redrawn along voting precinct lines by Resolution No. 75-00
adopted September 5, 2000, and again by Resolution No. 61-07 adopted July 16,2007; and,
WHEREAS, the Jefferson County Commissioners approved Resolution No. 60-11 on December 5,
2011 as part of the re-districting process deeming it necessary to amend Voting Precincts and create
additional Voting Precincts within Jefferson County; and,
WHEREAS, the Jefferson County Noxious Weed Control Board Districts need to be redrawn in
order to include all Voting Precincts, established by Resolution Nos. 17-12; 18-12; 19-12; and
20-12, in Jefferson County; and,
NOW, THEREFORE, BE IT RESOLVED, the Jefferson County Board of Commissioners hereby
redraw the Jefferson County Noxious Weed Control Board Districts as detailed in Attachment A
and Attachment B to this resolution.
BE IT FINALLY RESOLVED, that the portion of Resolution No. 24-98 describing the Jefferson
County Noxious Weed Control Board District boundaries is amended and Resolution No. 61-07 is
hereby repealed and replaced by this resolution.

STATEMENT OF ISSUE:
On December 5, 2011 the Board approved Resolution No. 60-11 as part of the Commissioner Redistricting
Process in which voting precincts were added and amended. The current Noxious Weed Control Board
Districts need to be redrawn in order to include all voting precincts, established by Resolution Nos. 17-12;
18-12; 19-12; and 20-12.
RECOMMENDATION:
Approve Resolution re: Adopting New Jefferson County Noxious Weed Control Board District Boundaries
(Repealing & Replacing a Portion of Resolution No. 24,98 and Resolution No. 61-07 in its entirety).

RESOLUTION N()24-98
WHEREAS, noxious weeds cause significant economic, environmental, and other problems on
farmland, riparian areas, coastal areas, roadways, forest lands, home sites, and other lands in Jefferson County;
and,
WHEREAS, RCW 17.10.020 created a Jefferson County Noxious Weed Control Board; and,
WHEREAS. RCW 17.10.040 gives the County Board of Connnissioners the discretion to activate
the Jefferson County Noxious Weed Control Board if they find that there is a need for such activation; and,
WHEREAS, a public hearing was held on March 9, 1998 at the Jefferson County Courthouse at
which time anyone could appear and offer testimony regarding the need for activating the Jefferson County
Noxious Weed Control Board; and,
WHEREAS, the testimony received at this public hearing was in favor of activating the Jefferson
County Noxious Weed Control Board
NOW, THEREFORE. BE IT RESOLVED, by the Board of County Commissioners that pursuant
to RCW 17.10.040, the Jefferson County Noxious Weed Control Board is hereby activated with the boundaries
for the five Weed Board Districts set as described on the attached map and narrative - Attachment A.
BE IT FURTHER RESOLVED, that the Clerk of the Board is hereby directed to send a call for
applicants to fill positions as Directors of the Jefferson County Noxious Weed Control Board immediately to
facilitate appointment of one Director for each of the five Weed Board Districts.

RESOLUTION NO 75-00
WHEREAS, RCW 17.10,040 gives the County Board of Commissioners the discretion to
activate the Jefferson County Noxious Weed Control Board if they fmd that there is a need for such
activation; and,
WHEREAS, after a public hearing was held in 1998 at which time anyone could appear and
offer testimony regarding the need for activating the Jefferson County Noxious Weed Control Board, the
Weed Board was activated by passage of Resolution No. 24-98; and,
WHEREAS, the Weed Board was established with the boundaries for the five Weed Board
Districts established along School District boundaries; and
WHEREAS, since it's establishment no one has come forward to be appointed as the
representative for the District that includes the West End (School District 20 and 402) of Jefferson County
and when a vacancy occurred for the District that includes the Brinnon area (School District 46,) no one has
come forward to be appointed to represent that district.
NOW; THEREFORE, BE IT RESOL VED, by the Board of County Commissioners that in
order to facilitate the establishment of a fully represented Weed Board, the five Weed Board Districts be
redrawn along voting precinct lines in an effort to encourage citizen participation. The new district
boundaries will be established along voting precincts and are detailed in Attachment A to this Resolution.
BE IT FURTHER RESOL VED, that the Clerk of the Board is hereby directed to send a call
for applicants to fill the vacant positions on the Board of Directors of the Jefferson County Noxious Weed
Control Board immediately to facilitate appointment of Directors for Districts at have no representation.

WHEREAS, RCW 17.10.040 gives the County Board of Commissioners the discretion to
activate the Jefferson County Noxious Weed Control Board if they find that there is a need for
such activation; and,
WHEREAS, the Jefferson County Noxious Weed Control Board was activated by
passage of Resolution No. 24-98; and,
WHEREAS, the Weed Board was originally established with the boundaries for the five
Weed Board Districts drawn along School District boundaries and was then redrawn along
voting precinct lines by Resolution No. 75-00 adopted September 5, 2000; and,
WHEREAS, it has become evident that a further adjustment is needed to the boundary of
District No.3 and 4 to encourage citizen participation.
NOW, THEREFORE, BE IT RESOL VBD, by the Board of County Commissioners that
in order to facilitate the establishment of a fully represented Weed Board, Districts 3 and 4 be
redrawn to adjust the voting precincts as detailed in Attachment A to this resolution.
BE IT FINALLYRESOLVED, that the portion of Resolution No. 24-98 describing the
Weed Board District boundaries and Resolution No. 75-00 are hereby repealed and replaced by
this resolution.

RESOLUTIONNO 60-11
WHEREAS RCW 29A.76.010 requires each County to periodically redistrict its
governmental unit based on population information from the most recent federal decennial
census; and
WHEREAS, a federal decennial census was completed in 2010; and
WHEREAS WSlIhineton State has forwarded to Jefferson County census information to
be used for redistricting purposes; and
WHEREAS RCW 29A. 76.010 requires that each County prepare a plan for redistricting
within eight months of said census information being received, which deadline is December 8,
2011; and
WHEREAS December 5, 2011 is within the eight month period; and
WHEREAS RCW 29A. 76,010 requires the plan for redistricting to be consistent with the
following criteria:
a. Each interrIal director, council, or commissioner district shall be as nearly equal in
population as possible to each and every other such district comprising the municipal
corporation, county, or special purpose district, and
b. Each district shall be as compact as possible, and
c, Each district shall consist of geographically contiguous area, and
d. Population data. may not be used for purposes of favoring or disfavoring any racial
group or political party, and
e. To the extent feasible and if not inconsistent with the basic enabling legislation for
the municipal corporation, county, or district, the district boundaries shall coincide
with existing recognized natural boundaries and shall, to the extent possible, preserve
existing communities ofre1ated arid mutual interest; and
WHEREAS, an additional. criterion was provided by the Washington Secretary of State's
"Guide to Redistricting In 3 Phases," Revised October 2011, which states "it is not possible to
adjust population by anything less than a whole census block;" and
WHEREAS, a workshop was held on November 7, 2011 during the County
Commissioners' regular open public meeting to provide direction to create three redistricting
alternatives consistent with the aforementioned criteria, for subsequent public hearing; and
WHEREAS a public hearing was held on November 28, 2011 after notice was published
on November 16 and November 23, said hearing being held in Port Townsend Washington on
the proposed redistricting plan which included three options, all of which met the above criteria;
and
WHEREAS the Board of Commissioners last adopted a redistricting plan in 2001 with
technical adjustments made in 2002; and
WHEREAS the Board of County Commissioners of Jefferson County, Washington,
having held a public hearing on the redistricting plan on November 28,2011, and after a period
of at least one week. have reviewed the comments received, deliberated, and concluded that the

required should be adopted;
NOW THEREFORE BE IT RESOLVED by the Board of Jefferson County

STATEMENT OF ISSUE:
County Commissioners will deliberate on tbree redistricting alternatives and public testimony
perl'lI;n;ng to them from a November 28 Public Hearing to select one plan for adjusting County
Commissioner boundaries based on the 2010 Census. The plan selected would be incorporated
into a Resolution for formal adoption by the County Commissioners.
ANALYSIS:
Pursuant to RCW 29A.76,OlO, the Jefferson County Board of Commissioners conducted a
hearing to take public testimony on which one oftbree options to select to realign the County
Commissioner District boundaries to adjust population based on the 2010 Census, Maps of the
existing County C(\mmk~ioner Districts and the tbree Alternatives are attached (to improve map
resolution, areas in west and south county are outside of the map frame, and are included in
Dis1rlct 3 under all Alternatives).
Table 1 compares the population of the existing Commissioner Districts and the tbree
Alternatives, along with their variance from an equal distribution of the 2010 Census.

testimoriy. Pursuant to state law, selection of one of the alternatives must wait for a week. The

Public Notice of the Public Hearing was published in The Leader as a legal ad plus a display ad
two times. on November 16 and November 23, 2011. The Notice and maps were also posted on
the county's web site,
RECO~NDATION:
Consider public testimony from the public hearing, deh1lerate on the three alternatives and select
one rediStricting alternative to adjust the County CommisSioner District boundaries based on the
2010 Census. Depending on the alternative chosen, staffwill insert the appropriate text
description of the boundaries into the attached draft Resoluti~ for formal adoption by the
Commissioners on December 5.

WHEREAS, Voting Precincts 701, 702,703,704, & 705 are located all within the City
of Port Townsend; and
WHEREAS, as part ofthe Jefferson County re-districting process and to reduce the
number of voters for each precinct as defined in RCW 29A.16,040 and 29A.16.050,
it is now deemed necessary to amend five Voting Precincts and create six additional Voting
Precincts all within the City of Port Townsend; and
WHEREAS, the precincts changed are defmed as precinct 70 I split into three precincts,
now referred to 701, 702 & 703; precinct 702 split into three precincts, now referred to 704,
and creating precincts 709 & 710; precinct 703 split into three precincts, now referred to,
newly created part 700, part 705 and creating part 706; and precinct 704 split into three
precincts, now referred to, newly created part 700, part 705 and creating part 706; and
precinct 705 split into two precincts creating precincts 707 & 708, the same precinct boundary
lines adopted in 1993 as part of the Jefferson County re-districting process are being used where
ever possible, and legal descriptions will be prepared upon approval ofthe new boundaries for
the precincts in the City of Port TO'WTIsend, and attached to this Resolution is a map with new
precinct boundary lines.
NOW, THEREFORE, BE IT RESOLVED that the precinct boundaries be established
and shall be effective no later than April 30, 2012, pursuant to RCW 29A.16.040, which states
precinct changes must be finalized 14 days prior to the opening of candidate filing and ending
with the day of the general election.

WHEREAS, as part ofthe Jefferson County re-districting process and to reduce the
number of voters for each precinct as defined in RCW 29A.16.040 and 29A.16.050,
it is now deemed necessary to amend three Voting Precincts and create three additional Voting
Precincts all in Port Ludlow, Paradise Bay and Shine; and
WHEREAS, the precincts changed are defmed as Voting Precinct 501, (split creating
501 and 502 and a portion of 503), Precinct 502, (created from splitting 50 I and using an old
boundary for 502), Precinct 503, (split creating 503, 504 & 505, using an old boundary for 503),
Precinct 504 (using an old boundary of 504), Precinct 505, (using an old boundary of 505); and
WHEREAS, the changes made to Voting Precincts 50 I, 502 & 503 did not satisfy the
anticipated number of voters for each precinct and therefore it was necessary to create one more
Voting Precinct referred to Voting Precinct 500. Precinct 500 is defined as a portion of voters
from 501 & 503. The same precinct boundary lines adopted in 1993 as part ofthe Jefferson
County re-districting process are being used where ever possible, and legal descriptions will be
prepared upon approval of the new boundaries for the precincts located in Port Ludlow, Paradise
Bay and Shine, and attached to this resolution is a map with new precinct boundary lines.

WHEREAS, Voting Precincts 201 - Quilcene and 204 - Brinnon are precincts
located on the East-end of Jefferson County; and
WHEREAS, Voting Precincts 600 - Hoh and 60 I - Queets-Clearwater are precincts
located on the West-End of Jefferson County; and
WHEREAS, Voting Precinct 600-Hoh boundary line extended into the boundaries of
Quilcene School District No. 48- Voting Precinct 201, and Voting Precinct 601-Queets-
Clearwater boundary line extended into the boundaries of Brinnon School District No. 46-
Voting Precinct 204; and
WHEREAS, as part of the Jefferson County re-districting process it is now deemed
appropriate to amend the boundary lines of Voting Precincts 600 - Hoh , 60 I - Queets-
Clearwater, so they don't overlap into the boundary of Voting Precinct 201 - Quilcene-
School District No. 48; and Voting Precinct 204 - Brinnon - School District No, 46. New
legal descriptions and map are attached.
NOW, THEREFORE, BE IT RESOL YED that the precinct boundaries be
established and shall be effective no later than April 30, 2012, pursuant to RCW 29A. I 6.040,
which states precinct changes must be finalized 14 days prior to the opening of candidate
filing and ending with the day ofthe general election.

WHEREAS, Voting Precincts 101, 102, 103,104,105,106,107,108,109,110,200,
203,206,301,302,303,304 & 305 are located all on the East-End of Jefferson County and
outside the City Limits of Port Townsend; and
WHEREAS, as part of the Jefferson county re-districting process and to consolidate the
small precincts, split and create new precincts to reduce the number of voters for each precinct as
defined in RCW RCW 29A.16.040 and 29A. I 6.050, it is now deemed necessary to amend and
create seventeen Voting Precincts all located outside the City of Port Townsend; and
WHEREAS, the precincts shall be designated as Precinct 101 (formerly 101 & 102)
Precinct 102, (formerly 103,107 & 108), Precinct 103, (formerly 109 & 110) Precincts 104 &
105 (formerly 104), Precinct 106, (merged voters from 104 and 105, Commissioner District No.
1 into 106), Precinct 107 (formerly 105 -Commissioner District No.2), Precinct 200 (formerly
200,203 & 206), Precinct 300, (split 301 creating 300), Precinct 301 (formerly part 301),
Precinct 302 - Commissioner District No, 3 (split creating 308 for voters now in Commissioner
District No.2), Precinct 303, (split to create part 306 & part 307), Precinct 304, (split creating
part 307), precinct 305, (split to create part 306 & part 307), precinct 306, (created by splitting
303 & 305), precinct 307 , (created from precincts 304, 305 & new-306), precinct 308 -
Commissioner District No.2, (split precinct 302 - Commissioner District No.3, creating 308-
Commissioner District No.2). The same precinct boundary lines adopted in 1993 as part of the
Jefferson County re-districting process are being used where ever possible, and legal descriptions
will be prepared upon approval of the new boundaries for the precincts located outside the City
of Port Townsend, and attached to this resolution is a map with new precinct boundary lines.
NOW, THEREFORE, BE IT RESOLVED that the precinct boundaries be established
and shall be effective no later than April 30, 2012, pursuant to RCW 29A.16.040, which states
precinct changes must be finalized 14 days prior to the opening of candidate filing and ending
