HomeMy WebLinkAbout036 12 (;G-1~1 "IllY STATE OF WASHINGTON COUNTY OF JEFFERSON In the matter of Authorizing a Grant Application to the Nonhighway and Off-Road Vehicle Activities Program for the Discovery Bay Trail Connection Planning Project (# 12-1735) } } } } RESOLUTION NO. 36-12 This is a resolution that authorizes submitting application(s) for grant funding assistance for Nonhighway and Off-Road Vehicle Activities program project(s) to the Recreation and Conservation Office as provided in Chapter 46.09 RCW, Nonhighway and Off-Road Vehicle Activities, WAC 286 and subsequent Legislative action. WHEREAS, our organization has approved a comprehensive parks and recreation plan that includes this project; and WHEREAS, under the provisions of the Nonhighway and Off-Road Vehicle Activities (NOVA) program, state grant assistance is requested to aid in financing the cost of planning; and WHEREAS, our organization considers it in the best public interest to complete the project described in the application; NOW, THEREFORE, BE IT RESOLVED that: I. The Public Works Director is authorized to make fonnal application to the Recreation and Conservation Office for grant assistance; 2. Any grant assistance received will be used for direct costs associated with implementation of the project referenced above; 3. Our organization hereby certifies that our matching share of project funding will be derived by supporting staff and volunteer time and/or private cash donations from the Peninsula Trails Coalition and that we are responsible for supporting all non-cash commitments to this project should they not materialize. 4. We acknowledge that the grant assistance, if approved, will be paid on a reimbursement basis, meaning we will only request payment from the Recreation and Conservation Office after eligible and allowable costs have been incurred and payment remitted to our vendors, and that the Recreation and Conservation Office will hold retainage until the project is deemed complete. 5. This resolution becomes part of a fonnal application to the Recreation and Conservation Office for grant assistance; and 6. We provided appropriate opportunity for public comment on this application. Olympic Discovery Trail potential future raute around Discovery Boy Why: Planning is vital at this time in order to synchronize with multiple estuary restoration projects and to preserve the viability of the ODT active transportation corridor that is envisioned to stretch from Port Townsend to the Pacific Ocean. 6/8/2012 Page 1 Activities: The primary outdoor recreational activities provided via the ODT at this location are bicycling, walking, and accessing the shoreline, including hand-launching watercraft. Process: The process will include communications with landowners, trail advocates, and the restoration community; investigation concerning environmentai permits and design requirements; and engineer's cost estimation. Outcome: The outcome of the project will be 30% plans for a preferred trail route. Grant: Nonhighway and Off-Road Vehicles Activities (NOVA) Program - Non-motorized Program Description: One of the sources of funding for non-motorized trails, camping, and off-road vehicle riding is the NOVA program, which provides grants to develop and manage recreation opportunities for users of backcountry trails and non-highway roads. Grants may be used planning, capital improvements, maintenance, operation, land acquisition, education, and law enforcement on trails. Typical projects vary from development of trails and trail heads, to maintenance of intensive use areas, such as off-road vehicle sports parks. Public Works intends to apply for state grant funds from the Nonhighway and Off-Road Vehicle Activities (NOVA) program for these planning and pre-design activities. An Authorizing Resolution from the Board of County Commissioners is required as part of the application. Refer to the attached Resolution and Project Summary. Analysis/Strategic Goals/Pros 8: Cons: Grant funds will enable Jefferson County to continue to work with project partners such as Peninsula Trails Coalition, North Olympic Salmon Coalition, Washington Department of Fish and Wildlife, and Washington State Department of Transportation to seek a viable ODT route around Discovery Bay. Department of Public Works o Consent Agenda Page 2 of 2 Fiscal Impact/Cost Benefit Analysis: The application will be for the maximum of $100,000 available for planning. The County will contribute $10,000 worth of staff time (approximately 175 hours). The Peninsula Trails Coalition and other partners may contribute volunteer hours and/or cash contributions. Recommendation: The Board is requested to sign the Authorizing Resolution and return to Public Works for inclusion in the grant application.
