Sullivan District No.3 Commissioner: John Austin County Administrator: Philip Morley Clerk of the Board: Erin Lundgren MINUTES Special Meeting March 26, 2012 Chairman John Austin called the meeting to order at approximately 7:00 p.m. at the Port Townsend Community Center. Commissioner Phil Johnson and Commissioner David Sullivan were present as well as the following Jefferson County Elected Officials: Assessor Jack Westerman, Auditor Donna Eldridge, Treasurer Judi Morris, and Superior Court Judge Crad Verser. Other County staff present were: County Administrator Philip Morley, Chief Deputy Auditor/Elections Coordinator Karen Cartmel, Parks and Recreation Manager Matt Tyler, Assistant Recreation Manager Chris Macklin, and Recreation Aid Supervisor Jessica Winsheimer. Also in attendance was Port Commissioner Stephen Tucker. County Administrator Philip Morley served as meeting facilitator and welcomed everyone, He introduced the elected officials who each gave a brief overview of the services provided by their office and discussed various issues facing Jefferson County. After review of the format for the participatory exercise, the following questions and comments were submitted by the citizens and then grouped by category, Each question/comment was read aloud and a facilitated discussion was held on each category. AGRlCUL TURE & FARMING "Process and expectations for development of regulations for critical areas on agricultural landT' . "I am involving myself in gaining knowledge about our local food providers/farmers, At the same time, when I pay attention to the global food system, it is not family farm friendly, nor is it helpful to human health in general. Communities like Sedgewick, Maine, voted unanimously to support Food Sovereignty - a principle that transactions between farmers and their customers, so long as both are satisfied, should not be regulated by federal pressures from outside. Perhaps the net pen objections are our example of such federal/state/local differing points of view. What approaches are at our local disposal to retain a strong voice about what we eat, maintaining a quality food supply in the face of strong lobbying pressures brought to bear on federal decision making by corporations and specifically from agribusiness? How do our commissioners handle the need to push back in situations like this to care for our needs directly at horneT' ENVIRONMENTAL REGULATIONS . "Will the FEMA Environmental Assessment trump the Critical Areas Ordinance regarding the protection of riparian zones?" Page 1 Commissioners Special Meeting Minutes: March 26,2012 GENERAL COUNTY GOVERNMENT . "Assessor Jack Westerman: What has been your experience with the average number of foreclosures per year? Do you keep statistics on the number of foreclosures per year?" . "It seems like listening to the voters means: surveys, hearings and open meetings, but, this doesn't really involve the citizens who are busy with their lives. What ways are you considering to not just listen to, but, truly involve the mainstream of citizens?" NON-MOTORIZED TRANSPORTATION . "Does the County have a Non-Motorized Transportation Citizens Advisory Committee and Plan?" RECYCLING . "Does the Recreation Center recycle all glass, metals, paper, cardboard, food scraps and yard waste?" RESOURCE CONSER VA nON . "At a time of declining resources, world-wide, and financial resources being one of them, here locally, what kinds of things are being discussed, locally, to encourage conservation of resources, especially when city and county budgets are enhanced by more consumption of resources than by, what we need, which is greater conservation? Example: The solid waste budget increases as we use more resources, not less. How is this going to shift? How can we incentivize conservation on all levels?" The facilitator wrapped up the exercise portion of the meeting and thanked everyone for coming. NOTICE OF ADJOURNMENT: Commissioner Sullivan moved to adjourn the meeting at 8:35 p.m. until the next regular Monday meeting at 9:00 a.m, or special meeting as properly noticed pursuant to RCW 42.30,080.
