MINUTES
Special Meeting
April 26, 2012
Chairman John Austin called the meeting to order at approximately 7:00 p.m. at the South
Bay Club in Port Ludlow. Commissioner Phil Johnson and Commissioner David Sullivan were present as
well as the following Jefferson County Elected Officials: Treasurer Judi Morris and Assessor Jack
Westerman. Other County staff present: County Administrator Philip Morley and Interim Community
Development Director Stacie Hoskins. Port Commissioner LeifErickson was also present.
County Administrator Philip Morley served as meeting facilitator and welcomed everyone. He introduced
the elected officials who each gave a brief overview of the services provided by their office.
After review of the format for the participatory exercise, the following questions and comments were
submitted by the citizens and then grouped by category. Each question/comment was read aloud and a
facilitated discussion was held on each category.
PORT OF PORT TOWNSEND & PUD
. "How will our PUD rates change from the Puget Sound Energy's rates?"
. "How do you plan to support a foot ferry in Port Townsend when nobody else has been able to
support one on a break even basis?"
. "Considering the problems Kingston is having with their foot ferry to Seattle, is Port Townsend
going to continue with theirs?"
TRANSPORTATION, ROADS & TRAILS:
. "Surveyors have been busy along Paradise Bay Road. What are they doing? Widening bike paths?
Buried lines for PUD? Or what?"
. "Why are County roads being widened when money is needed in more important areas? Besides
Paradise Bay Road, we noticed orange flags on Larsen Lake Road. Is that being widened, and if so
why?!"
. "For John: What is the status ofDNR/Pope land swap around Port Ludlow?"

IRON MOUNTAIN QUARRY (IMQ) & NEW SHINE QUARRY (NSQ):
. "1) Why did the Community Development Department not address and respond to public comment
input regarding the IMQ Permit Application? and 2) Why did the Community Development
Department hire independent experts to review the IMQ technical reports submitted as a part of their
application?"
. "When the State Insurance Risk Pool took on defense of Jefferson County in IMQ's legal actions,
who were they defending? The County? The Commissioners? How did Port Ludlow's interest get
represented?"
. "The County had a meeting with Pope-IMQ NSQ about the quarry on May 11,2007. Port Ludlow
did not learn of this for over 9 months. A resident happened to see a public newspaper notice on
February 28,2008. This left Port Ludlow very unprepared to challenge the potential negative effects
ofthe Quarry in the 2 short remaining weeks. This was Port Ludlow's best shot at stopping the
Quarry. Which Commissioners were aware of the impending Quarry prior to February 28, 2008?
Who else in County governance (CG) besides Mr. Al Scalf was aware? Why did no one in CG
inform Port Ludlow? At the May 2, 2008 South Bay Community Association (SBCA) Board
meeting Mr. Scalf was asked why he never notified Port Ludlow at any time for more than 9
months? Mr. Scalfs answer was that he gets this type ofrequests about every week and ifhe would
call affected parties he would be spending all of his time on the phone. How often do requests of
this magnitude reach Mr. Scalfs office? What do the Commissioners consider ofMr. Scalfs lack of
informing Port Ludlow about NSQ? Do the Commissioners consider Mr. Scalfs 'time on the
phone' answer to be fair and reasonable to Port Ludlow?"
. "How did the Commissioner's vote on the 'mitigated determination of Non-Significance'? And
why?"
. "1) Do the Commissioners have any concerns for the probable damage to recreational and natural
environmental amenities implicitly and explicitly promised to property purchasers in the Port
Ludlow Master Planned Resort (PLMPR)? And 2) If so why have they chosen to 'ignore' if that is
the right word, their responsibility, their duty, to protect the communities they were elected to
represent?"
. "Is the County taking into consideration the Washington State Department of Transportation's
finding of a need for substantial mitigation for traffic regarding IMQ?"
. "Stacie: How do you justify not recognizing WSDOT declaring the SRI04 intersection as a
dangerous intersection and require mitigation?"
. "What follow-up - enforcement procedures will be used to assure that IMQ meets its on-going
obligations under the permit?"
. "Some of us feel we've been aced out of the IMQ process. Is there a way we can get noticed on
permit applications which will affect us earlier in the process so we can be heard?"
. "Why was there almost no consideration of groundwater risk in the IMQ mitigation document? With
mining allowed to within 10 feet of the high water on the aquifer, and high explosives used to
dislodge rock, groundwater contamination seems to be a significant risk. What recourse does Port
Ludlow have if our water supply suffers contamination from IMQ?"
. "Why wasn't there any information from Port Ludlow referenced in the IMQ-DNS document?"
. "Who does the Community Development Department report to and who is responsible to oversee

and assess the quality and accuracy of their work? Who provides direction to the Community
Development Department?"
. "Commissioners: A question exists as to what fundamental form of government do we have if a risk
pool attorney has a major sway over County business? Example: DCD has to get approval of SEP A
decisions - Commissioners cannot talk w/constituents."
. "Port Ludlow has a high community involvement with the County re: education, County board
volunteers, emergency prep and others. How could Jefferson County allow IMQ to transact business
next to one of the largest, highest revenue house properties in the County?"
MISCELLANEOUS
. "Plastic Bags: It appears that Port Townsend will be taking action on an ordinance to control the use
of plastic bags. How will the County act so that there is consistency throughout East Jefferson
County?"
. "Who decides who will do computer maintenance for Assessor's offices? For the County?"
The facilitator wrapped up the exercise portion ofthe meeting and thanked everyone for coming.
NOTICE OF ADJOURNMENT: Commissioner Sullivan moved to adjourn the meeting at
9:44 p.m. until the next regular Monday meeting at 9:00 a.m. or special meeting as properly noticed
pursuant to RCW 42.30.080. Commissioner Johnson seconded the motion which carried by a unanimous
vote.
