Sullivan District No.3 Commissioner: John Austin County Administrator: Philip Morley Clerk of the Board: Erin Lundgren MINUTES Special Meeting April 23, 2012 Chairman John Austin called the meeting to order at approximately 7:00 p.m. at the Tri Area Community Center. Commissioner Phil Johnson and Commissioner David Sullivan were present as well as the following Jefferson County Elected Officials: Treasurer Judi Morris, and Superior Court Judge Crad Verser. Other County staff present: County Administrator Philip Morley and Environmental Health Director Jared Keefer. County Administrator Philip Morley served as meeting facilitator and welcomed everyone. He introduced the elected officials who each gave a brief overview of the services provided by their office. After review of the format for the participatory exercise, the following questions and comments were submitted by the citizens and then grouped by category. Each question/comment was read aloud and a facilitated discussion was held on each category. FINANCE . "Judi: Can the County keep its deposits in Quimper Credit Union? Kitsap Bank? First Federal Bank? Can we form our own publicly owned bank in Jefferson County?" TRANSPORTATION, ROADS & TRAILS: . "Would Commissioners consider an ordinance allowing the Sheriff to patrol private roads in private communities (Kala Point, Cape George, Etc.) if those communities are willing?" . "Donovan Creek Salmon Restoration contractor has not been paid for work last fall. Hood Canal Coordinating Council project manager changed several items that Fish and Wildlife ~ill not approve payment. Can we do something?" ENVIRONMENTAL & HEALTH CONCERNS: . "What is the joint position of Commissioners on the Biomass Combustion Project. . . and why? Would they consider stopping it? What is Health District's position on this?" . "BOCC: Do you support Wild Olympics? Would you support a resolution opposing Wild Olympics?" . "David: How close are they to beginning to install the sewer? Is the Tri Area now a UGA? "Austin: In your Health Committee experiences is there a real expiration date by which aspirin becomes ineffective and should be properly disposed of that you are aware ofT' . "Update the status on the spraying of noxious weeds in Jefferson County." MISCELLANEOUS . "Sullivan: Could you explain rationale for the State Department on Aging? Where it gets its funding, its purpose? Goals? et al" . "Property values have decreased in Port Ludlow which have effected the amount of money the Port Ludlow Fire Department receives. Have other Jefferson County agencies experienced the same decline?" The facilitator wrapped up the exercise portion ofthe meeting and thanked everyone for coming. NOTICE OF ADJOURNMENT: Commissioner Johnson moved to adjourn the meeting at 8:22 p.m. until the next regular Monday meeting at 9:00 a.m. or special meeting as properly noticed Commissioner Sullivan seconded the motion which carried by a unanimous f , , ,.~ .
