MINUTES
Special Meeting
April 18, 2012
Chairman John Austin called the meeting to order at approximately 7:00 p.m. at the Gardiner
Community Center. Commissioner Phil Johnson and Commissioner David Sullivan were present as well as
the following Jefferson County Elected Officials: Treasurer Judi Morris, Prosecuting Attorney Scott
Rosekrans, and Superior Court Judge Crad Verser. Other County staff present: County Administrator Philip
Morley. The following representatives from other agencies were also in attendance: Public Utility District
(PUD) Commissioner Wayne King, Port Commissioner LeifErickson, and Clallam County Commissioner
Mike Doherty.
County Administrator Philip Morley served as meeting facilitator and welcomed everyone. He introduced
the elected officials who each gave a brief overview ofthe services provided by their office.
After review of the format for the participatory exercise, the following questions and comments were
submitted by the citizens and then grouped by category. Each question/comment was read aloud and a
facilitated discussion was held on each category.
BUDGET & FINANCE
. "Treasurer: Could establishment of a State bank be of any benefit to the County Treasury?
Nevertheless, any comments are appreciated."
. "How does Gardiner's 30% drop in assessment compare with other areas of the County?"
. "As a "Board" or Committee representative do you have positions that allow you to allocate funds
and can you explain source of various funds even if you cannot direct their use?"
TRANSPORTATION, ROADS & TRAILS:
. "How can we get better transportation service for Gardiner?"
. "Where does the funding come from for the Olympic Discovery Trails?"
. "There is a hazardous spot along Diamond Point Road and the intersection of Diamond Point Road
and Gardiner Road is not safe?"
. "Speed is a problem all along Gardiner Road."
. "Is there a possibility of getting a bus stop along Gardiner Road? The Gardiner Community Center
would be a good location for it."
. "At the East end of Gardiner Road there is a lot of brush that could be cut back."

MISCELLANEOUS
. "Tell us what can be said about the newly appointed Chief of the Community Development
Department?"
. "Wayne King: When will Gardiner have a power system that works? Power outages here; how about
connection with Clallam?"
. "PSE's power grid repair has been very responsive during recent years. What is the new PUD's plan
to match or improve PSE's repair practice in the Gardiner Community?"
. "Is there a location for the Public Works Road Crew to dump their loads that is closer to Gardiner
rather than them having to drive all the way to Quilcene?"
. "The County needs to purchase another Road Crew truck to prevent idle time of Road Crew
employees waiting for a truck?"
The facilitator wrapped up the exercise portion ofthe meeting and thanked everyone for coming.
NOTICE OF ADJOURNMENT: Commissioner Sullivan moved to adjourn the meeting at
9:02 p.m. until the next regular Monday meeting at 9:00 a.m. or special meeting as properly noticed
pursuant to RCW 42.30.080. Commissioner Johnson seconded the motion which carried by a unanimous
vote.
