MINUTES
Special Meeting
April 12, 2012
Chairman John Austin called the meeting to order at approximately 7:00 p.m. at the Quilcene
Community Center. Commissioner Phil Johnson and Commissioner David Sullivan were present as well as
the following Jefferson County Elected Officials: Treasurer Judi Morris and Prosecuting Attorney Scott
Rosekrans. Other County staff present were: County Administrator Philip Morley, Environmental Health
Director Jared Keefer, Community Development Director Carl Smith, and Information Services Manager
David Shambley. The following representatives from other agencies were also in attendance: Public Utility
District (PUD) Commissioner Wayne King, Port Commissioner LeifErickson, and Quilcene Fire District
No.2 Commissioner Herb Beck.
County Administrator Philip Morley served as meeting facilitator and welcomed everyone. He introduced
the elected officials and department managers who each gave a brief overview of the services provided by
their office.
After review of the format for the participatory exercise, the following questions and comments were
submitted by the citizens and then grouped by category. Each question/comment was read aloud and a
facilitated discussion was held on each category.
AGRICULTURE & FARMING
. "VSP - Voluntary Stewardship Program. How will this be paid for? Why do you think you can
create a better plan that needs to be approved by Ecology and GMA? Can you assure farmers that
you will not take value from our property by buffers and regulations?"
. "Would the County consider implementing a food sovereignty or similar plan where small farms can
produce low risk foods on-site to sell at farm stands and farmer's markets without county and state
food processing licensing?"
ECONOMIC DEVELOPMENT
. "With the County killing jobs, fishing gone, logging gone, farming on life support and
environmentalists trying to put the last nails in the coffin ofthe mill, what are you going to do to
bring real paying jobs to this community?"
"Quilcene once was a booming community with an active logging base and five gas stations. Sadly
that is done. Our County development laws were drafted during boom times before the dot com
crash. Would the Commissioners ask the new DCD director to see what rules might be changed to
support tourism and food industry while still protecting the environment?"

. "For Wayne King: will the turnover from PSE create more job opportunities for local residents? If
so, how many?"
. "What are the prospects for high speed broadband internet in the south county region?"
. "Increase Quilcene from 50.4 acres to 70 acre village size for a better tax base. Lost tax base from
the loss of Dabob Bay property."
PERMITS & REGULATIONS
. "Regarding temporary food service permits: because of the reinterpretation of state law, the actual
number of temporary food service permits exceed the planned number (80) with an actual number of
147. Of these 147 permits issued, were there also 147 on-site inspections by Public Health? If not,
how many were inspected? How many of these inspections have written documentation, and are they
accessible for public view? (ie. can I see them? If so, how?)"
. "There's a new state law allowing home production of some value-added foods in home kitchens. It
seems like a fine way to add to County food resiliency and to encourage small farmers to improve
their income. What will the County be doing to help our small farmers succeed at building their
cottage businesses?"
. "Why is the Shoreline Master Plan not equally enforced. e.g.: Port Townsend has 50' setback,
Quilcene has a 150' set back?"
. "Why does the County seek grants, which in turn cause rules and regulations to be implemented,
such as sewer/septic rules, shoreline setback, water quality, etc.? Can't this County run without the
rules imposed by grants and the funds given to the County?"
. "Are you aware that Jefferson County has a national reputation as one of the most difficult places to
get permits and licenses to do business? This is from the Deputy Director of USDA."
. "What would be the time frame on septic inspection? Say I put min in 4 years or less would it still
need to be inspected?"
. "Sales taxes have risen. New regulations will soon cost homeowners from $75 to $300 a year for
septic inspections. DCD fees have risen, and from the state we have a lot of new/increased fees, not
the least of which is to drive on state lands. Just what are the folks in this room and in the
community getting for our money? We ain't getting any wealthier."
SEPTIC & SEWER SYSTEMS
. "Since it's election year, will we see any movement on Hadlock and Brinnon sewers?"
. "If there are barriers presented by the Growth Management Act to assuring excellent wastewater
management in our commercial core, how can you help Quilcene address its wastewater
management needs?"
. "Sewer - Does this affect the MPR?"
. "How is the septic monitoring going to be enforced in south county?"
. "I) Septic Inspection - just another tax - expensive program should focus on sensitive areas (not
entire county) seniors and low-income are at risk; 2) Status of Brinnon Motel (turn over to Brinnon);
and 3) Why does Jefferson County need an Information Director?"
. "What can the County do to speed along the solutions to existing infrastructure issues in the
Quilcene Rural Village Commercial area?"

. "If you run sewers into Glen Cove, and the City becomes a partner, who will get the tax revenue?"
MISCELLANEOUS
. "What's the process for transit shelters being built in Quilcene?"
. "Why does the Parks Department have to pay for the PUD well use in the Quilcene area?"
. "PUD: address the water bill paid by Jefferson Parks District for water tap in park used by Quilcene
community at large."
. "1) On Tarboo Creek, who's counting the fish? 500? Really?; and 2) Why doesn't the County buy
gold and make real money?"
. "(LAMIRD's) Missed meeting on Monday. Where can I get the minutes or any results from that
workshop? How will they be funded? Will the new resort (Brinnon) be expected to fund a major
portion of it to relieve the burden on tax payers?"
. "For Wayne King, PUD: What will happen to existing agreements between PSE and homeowners
with solar panels and other energy production infrastructure? Will we receive the same (or better?!)
Monthly energy production credits and annual payments from PUD that we get from PSE?"
The facilitator wrapped up the exercise portion of the meeting and thanked everyone for coming.
NOTICE OF ADJOURNMENT: Commissioner Johnson moved to adjourn the meeting at
9:31 p.m. until the next regular Monday meeting at 9:00 a.m. or special meeting as properly noticed
pursuant to RCW 42.30.080. Commissioner Sullivan seconded the motion which carried by a unanimous
vote.
