HomeMy WebLinkAbout045 12~:~~r~-~ ~.~.i~ /~ r~ l.s°' In the matter of a Declaration Of Emergency Waiving Competitive Bid Requirements RESOLUTION NO. 45-12 WHEREAS, the Jefferson County Corrections Center facility houses the Emergency Operations Center, JeffCom, and the Jail operations, and; WHEREAS, the Correction Center facility operates on a 24 hour schedule providing essential services such as power, water, septic, fire alarm and fire suppression to its occupants, and; WHEREAS, the main electrical transfer switch for the Corrections Center has failed and is in need of immediate repair or replacement, and; WHEREAS, should there be a power outage, the jail will have. limited functionality posing serious life safety issues, and; WHEREAS, due to the age of the equipment, it will take 45-60 days to receive parts to make the necessazy repairs to the main electrical transfer switch, and; WHEREAS, due to life safety issues, it is imperative to replace the main electrical transfer switch immediately, and; WHEREAS, Chapter 3.55.150 of the Jefferson County Code provides for an exemption from competitive bidding requirements in the event of an emergency, and; WHEREAS, the Board of Commissioners hereby finds that the inoperability of the main electrical transfer switch constitutes an emergency under the definitions in Ch 3.55.150 JCC and requires the County to take immediate steps to protect the health and safety of the public and to protect public property; NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners hereby declares that the broken outdated main electrical transfer switch creates an apparent and imminent emergency as defined in Ch 3.55.150 JCC and authorizes the County to enter into contracts, incur obligations, issue permits and undertake work necessary to combat the emergency. The vendor has indicated that due to the age of the equipment, it will take 45-60 days to have parts delivered. If there is a power failure in the immediate future, the Jail will have limited functionality posing potential life safety issues.
