HomeMy WebLinkAboutM050712S District No, 1 Commissioner: Phil Johnson District No.2 Commissioner: David W, Sullivan District No.3 Commissioner: John Austin County Administrator: Philip Morley Clerk of the Board: Erin Lundgren MINUTES Special Meeting May 7, 2012 Chairman John Austin called the meeting to order at approximately 7:00 p.m, at the Nordland Garden Club on Marrowstone Island. Commissioner Phil Johnson and Commissioner David Sullivan were present as well as the following Jefferson County Elected Official: Treasurer Judi Morris. Other County staff present: County Administrator Philip Morley. County Administrator Philip Morley served as meeting facilitator and welcomed everyone. He introduced the County Commissioners and the Treasurer who gave a brief overview of the services provided by their office. After review of the format for the participatory exercise, the following questions and comments were submitted by the citizens and then grouped by category. Each question/comment was read aloud and a facilitated discussion was held on each category. ECONOMIC DEVELOPMENT/INFRASTRUCTURE: . "How many failed business buildings are vacant?" . "Expansion in County?" . "Do you have a say in when high-speed internet (fiber-optic, NOAA) will come to Marrowstone?" . "Cell tower expansion?" . "Local internet speeds?" . "Impact ofP.U.D. changes?" . "Thanks to JimatP.U.D,#I," PARKS & RECREATION: . "I want to express my support for the pool. I along with several Marrowstone Island residents, really need this pool. I am doing remarkably well because of the workout that I get from going to water aerobics 3 days a week. Without this pool we will have to leave this great island" . "Currently, there is an exploratory committee that is investigating the need and support for a Regional Parks and Recreation District. I would like to hear/know the County's position (each Commissioner) on supporting a Regional Parks and Recreation District (which would include a pool)." . "At present, the only public pool in the County is the Port Townsend pool. It is my understanding Page 1 Commissioners Special Meeting Minutes: May 7, 2012 that in the past the County has supported the pool financially, however, has withdrawn that support. In my morning pool exercise group (20 people), at least 30% of us come from outside the city, While we pay somewhat higher fees to use the pool, pool fees cover, at best, 50% of the cost of the pool. Please explain the County's position" SHORELINE & ENVIRONMENTAL REGULATIONS: . "Shoreline rule impact?" . "Has a ruling been made for the SP AADS? If not, when will it be made?" . "Was there a moratorium on subdividing lots on Marrowstone? Did it change?" . "Turbines in Puget Sound?" SEPTIC & WATER: . "Septic system inspections: frequency? who inspects?" . "Septic system inspections?" MISCELLANEOUS . "Is U.S. Bank a possible replacement of Bank of America? Who are other possible banks?" . "To Judy M,: 1) Why does B of A offer these services without any investments? What are their charges?; 2) Does Kitsap or First Federal offer the same services? If so, what do they charge?" . "To David S,: 1) What is the status ofOlyCAP's energy and it's services to low-income homeowners?" . "To Phil J.: 1) One monitor or two? Do the monitors measure ultrafine particles?" . "To John A.: Pet Meds too?" . "Wood stoves: what restrictions are on the horizon?" . "The City of p, T, charges people who live outside the city more to use their facilities than they charge city residents. Does the County have any facilities that they can charge city residents to use? The fire districts have consolidated to save money. Can the County Public Works and City Public Works do the same?" . "The vacating of Nolton Road at the shoreline without public input?" . "I'm here to say thank you!!!; What can the County and the citizens do to motivate the state to widen Flagler to provide safe bicycle use across Indian Island?"
