Sullivan District No.3 Commissioner: John Austin County Administrator: Philip Morley Clerk of the Board: Erin Lundgren MINUTE S Week of June 4, 2012 Chairman John Austin called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Phil Johnson. PUBLIC COMMENT PERIOD: The following are a summary of comments made by citizens in attendance at the meeting and reflect their personal opinions: . A citizen complained that she has not heard back from the Board regarding derelict structures that have an impact on the economics of Jefferson County and requested communication; . A citizen asked about the status of a previously proposed resolution? . A citizen stated the economy is only going to get worse and the Commissioners need to do everything they can for survival; . A citizen asked why he does not need a sign permit for his inflatable grinch? He requested the Board change the County code regarding signs; and . A citizen stated there is a happy hour at the Upstage at 5:00 p.m. on Tuesday with great music. APPROVAL AND ADOPTION OF CONSENT A GENDA: Commissioner Sullivan moved to delete item No.3 and approve the remaining items on the Consent Agenda as presented. Commissioner Johnson seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 32-12: Establishing the Date for 2013 Budget Submissions, Review Hearings and Final Adoption 2. RESOLUTION NO. 33-12: Adopting New Jefferson County Noxious Weed Control Board District Boundaries (Repealing & Replacing a Portion of Resolution No. 24-98 and Resolution No. 61-07 in its entirety) 3. DELETED: HEARING NOTICE: 2012 Conservation Futures Funding Program Applications; Hearing Scheduled for June 25, 2012 at 10:15 a.m. in the Commissioners Chambers, Jefferson County Courthouse (Approved Later in Minutes) 4. AGREEMENT, Interagency: Assessment Services; In the Amount of$33,000 per Calendar Year; Jefferson County Public Health; Kitsap Public Health District 5. AGREEMENT: Functional Family Therapy (FFT) Services; In the Amount of $54,000; Jefferson County Juvenile Services; Craig Isenberg 6. AGREEMENT: Value Engineering Services, 30% Design Review; Port Hadlock Wastewater Facility; In the Amount of$109,846; Jefferson County Public Works; Robinson, Stafford & Rude, Inc. 7. Advisory Board Resignation: Jefferson County Noxious Weed Control Board; Richard Hild, Noxious Weed Control Board District #2 8. Advisory Board Reappointment: Civil Service Commission; Six (6) Year Term Expiring November 14,2017; Dennis Cowan Page 1 Commissioners Meeting Minutes: Week of June 4, 2012 9. Advisory Board Appointment: Jefferson County Noxious Weed Control Board; Unexpired Term Expiring January 9,2014; Dean Shinn, Noxious Weed Control Board District #2 10. Payment of Jefferson County Vouchers/Warrants: Dated May 23, 2012 Totaling $10,600.88 HEARING NOTICE: 2012 Conservation Futures Funding Program Applications (Consent Agenda Item No.3): Chairman Austin stated the hearing notice has an error stating the public hearing will take place on June 25, 2011 which should be corrected to state June 25, 2012. Commissioner Johnson moved to approve the corrected 2012 Conservation Futures funding program applications hearing notice setting a hearing for June 25, 2012 at 10:15 a.m. in the Commissioner's Chambers. Commissioner Sullivan seconded the motion which carried by a unanimous vote. Certificate of Appreciation: The Board read a certificate of appreciation to Delmer Sayer, former Jefferson County Service Officer. Commissioner Johnson moved to approve the certificate. Commissioner Sullivan seconded the motion which carried by a unanimous vote. Interview for Civil Service Commissioner: The Board interviewed Tim Perry for the position of Jefferson County Civil Service Commissioner. Commissioner Sullivan moved to appoint Mr. Perry to the position of Jefferson County Civil Service Commissioner expiring June 4, 2018. Commissioner Johnson seconded the motion which carried by a unanimous vote. COMMISSIONERS BRIEFING SESSION: The Commissioners each provided updates on the following items: Chairman Austin attended a meeting regarding possible legislation for Community Forest's last week. He will be attending the Chamber of Commerce meeting regarding affordable housing this week. Commissioner Sullivan attended a forum on aging and a farewell party for a Jefferson Transit employee last week. He will be attending an Olympic Area Agency on Aging (03A) meeting in Shelton this week. Commissioner Johnson will attend an Olympic Regional Clean Air Agency (ORCAA) meeting and check with the Governor's office regarding the proposed net pen moratorium this week. The meeting was recessed at 9:53 a.m. and reconvened at 1:37 p.m with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. Miscellaneous Items: . In the absence of Commissioner Johnson, Chairman Austin seconded the motion. The motion carried.
