MINUTES
Week of June 18,2012
Chairman John Austin called the meeting to order at the appointed time in the presence of
Commissioner David Sullivan and Commissioner Phil Johnson.
PUBLIC COMMENT PERIOD: The following are a summary of comments made by
citizens in attendance at the meeting and reflect their personal opinions:
. Seven citizens spoke against the spraying of pesticides for weed control and urged the Board to
approve an ordinance against it;
. Mount Walker Inn is applying for a grant and asked the Board for support on Facebook; Linger
Longer Outdoor Theater will have an opening ceremony for citizens by invitation only on July 7,
2012; Quilcene students will be having a celebration of the school year completion on June 19,
2012;
. More museums are needed in the County and Lodging Tax funding should be used for this
purpose; Weed and Feed chemicals should be banned as well as other pesticides; and
. A citizen requested phone records last week; there needs to be written clarification of the
structure for the public comment period; and a requested document has not been made available
APPROVAL AND ADOPTION OF CONSENT AGENDA: Commissioner Johnson
moved to approve all the items on the Consent Agenda as presented. Commissioner Sullivan seconded
the motion which carried by a unanimous vote.

COMMISSIONERS BRIEFING SESSION: The Commissioners each provided
updates on the following items:
Chairman Austin attended a Washington State Board of Health meeting and an emergency preparation
meeting last week. He will be attending a Hood Canal Coordinating Council (HCCC) meeting and
Local Public Health Officials conference this week.
Commissioner Sullivan toured Kitsap County's projects for Peninsula Regional Transportation Planning
Organization (PRTPO) and the Port Townsend Paper Corporation's Solid Waste Facility, attended the
first meeting of the Clean Water District and the last meeting of the Jefferson Watershed Council and he
attended an award ceremony at Fort Flagler.
Commissioner Johnson met with citizens who are interested in renting the property that used to house
the Ford Dealership and he will be attending a HCCC meeting this week.
Hearing: Formation of Jefferson County Park District No.2: County Administrator
Philip Morley stated a petition was received to form a park district in the Brinnon area.
Deputy Auditor Karen Cartmel stated the petition had 169 ballot signatures. The boundaries proposed
are designated as Brinnon precinct and Brinnon School District which are the same. If approved by the
Board, the park district would be called Brinnon Park and Recreation District No.2 and a candidate
filing period would be scheduled for the primary election.
Assessor Jack Westerman III stated the legal name of the district would be Parks and Recreation District
No.2 of Jefferson County and may be referred to as Brinnon Park and Recreation. Similar to Jefferson
County Park and Recreation District No.1, this proposed district's board may ask the Board of County
Commissioners for a property tax levy increase which would go to election. The levy increase may be
up to six years in term and 60 cents per $1,000. Park and Recreation District No. I is currently at 15
cents per $1,000 and has been at that rate since the district formed.
County Administrator Morley asked Brinnon resident Bud Schindler to speak about the Brinnon
community process.

Mr. Schindler stated the Brinnon community desires to improve the community and Jefferson County
does not have funding available to meet the needs of the rural community. A study group was formed to
create ideas for problem solving and making recommendations to the Board of County Commissioners.
They reviewed the community plan, the history and current condition of the community center, needs of
the community and requirements. The group then reviewed what other communities were doing to
problem solve and analyzed Park and Recreation District No.1. Local Improvement Districts (LIDs)
were analyzed but the group concurred LIDs are structures for incorporated cities and concluded a park
and recreation district was the best option. A park and recreation district will help the community reach
the values identified in the Brinnon community sub-area plan. A list of opportunities to be explored was
made on how to better the community economically. If the park district is approved, they may apply for
grant funding.
Chairman Austin opened the hearing for public testimony.
Michael VanLanicllam: A local park and recreation district would give local property owners direct
input and control on any additional property taxes. Creating a local government entity in Brinnon to deal
with financial issues such as grants and surplus property, it could relieve the county of some funding
issues or the County could help the district with funding. Projects would become the responsibility of
local citizens. Any increase in taxes is hard to sell and would appropriately be up to the local voters.
Jov Baisch: Brinnon requests the Board's support in creating a stable future for its citizens. Brinnon has
been self sufficient, but is rural with minimal community services. The park district proposed will be its
own government entity and junior taxing district that will give Brinnon community self-reliance. As an
active resident of the Brinnon area for over 22 years, she supports this district creation. This is a goal
that fits in with the short and long range planning of the community. The proposed district will provide
the vehicle necessary for community projects such as creating infrastructure and funding, provide local
development and control of community services, maximize level of services for economical stability,
living wage employment and retention of families. The Board can affect the vitality of Brinnon by
supporting the creation of this district. She was asked to read a letter from J eri J aconson of US Bank
who is in support of the formation of the park district. US Bank is a local financial institution servicing
Brinnon and Quilcene communities. The creation of the district will enable the entity to plan and
develop projects and create an opportunity for Brinnon to receive state and federal funding. US Bank
urges the Board of Commissioners to provide the leadership that will move the Brinnon community
forward in self sufficient ways.
Joe Baisch: The Board of County Commissioners hosted a meeting regarding rural infrastructure a
couple months ago at which Commissioner Sullivan articulated the issues of the Growth Management
Act (GMA) planning process of unincorporated communities. The creation of the park district is a start
to the government infrastructure that is needed in Brinnon, especially regarding funding. The formation
ofthis district will help the retention offamilies in the community and take advantage offunding
opportunities given to incorporated cities.
Pat Rogers: He supports the formation of the park district. Some things are better done in a local
community and some things are done better centralized. One of the items that needs to be decentralized
is park and recreation. It will benefit the children and the ease of using the facilities and the interest of
the communities will be expressed appropriately.

Allen Ostenson: Several projects have been proposed but no action can be done in Brinnon because there
is no infrastructure. Hopefully, the same success will be realized, similar too the senior nutrition
program which has been taken over by the community. Over 2,000 meals were served because of
volunteers. The same thing can be done with the park and recreation needs.
Kathv Ackerman: It is important that the Commissioners consider the distance between the Brinnon
community and the rest of the County. Jefferson County is not geographically laid out well in relation to
areas of Similar needs. As a result, not all portions of the County are going to be represented correctly,
including parks and recreation. Brinnon is the most southern part of the County, separated by water, a
mountain and distance. Electricity is received from a different source than the rest of the County and is
part of a different watershed. Brinnon has changed from residents of loggers, farmers, and fisherman to
an aging community where it is a struggle to survive, resulting in families moving. In the past five years,
BrinnOll has struggled for funding of projects. The park district would give quality oflife options to the
community as well as an opportunity to work with the County.
Hearing no further testimony, Chairman Austin closed the public hearing.
County Administrator Morley clarified under RCW36.69.050 after the petition is received and certified
from the Auditor's office, the role of the Board of County Commissioners is to designate a name for the
park district and fix the boundaries of the proposed district following a hearing.
Commissioner Sullivan moved to approve RESOLUTION NO. 38-12 designating Jefferson County
Parks and Recreation District No.2 to be located in Brinnon and setting the boundaries as proposed.
Commissioner Johnson seconded the motion which carried by a unanimous vote.
The meeting was recessed at 10:48 a.m. and reconvened at 10:57 a.m with all three

As a property owner it would give me a voice in additional
property taxes.
As an active member of the community I want to be heard and

Our local area would govern funding issues, and I wish to
improve the quality of life here.

I am writing to ask you to support putting the Brinnon Parks and Recreation District
proposal on the hallot.
As a senior citizen in the Brimon area I feel the creation of a Pazks and Recreation
District would afford an opportunity to upgrade senior programs in this area. 1 think this
is an important step in serving this community.
With an average age in this area of 57 we need to take a serious look what can be done to
enhance the quality of life for our seniors.

this area. It would become the responsibility of the local citizens to decide the
feasibility and priority of projects.
These are the basic reasons w•e have for the creation of a Brinnon Area Park and
Recreation District. We have served on the committee looking into this since April
ZO1 1. We examined several methods of achieving different projects. The creation of a
park district appears to be the best vehicle to move these forwazd.
In the present financial climate any increase of taxes is a tough sell. f iowever, if the need
arises, the amount, purpose and results should be determined by local voters who can
better visualize benefits to the local community. As a government entity with five
commissioners, holding regular meetings, it gives the local residents a voice in the
decisions.

Dear Commissioners,
Our Brinnon community's desire to create a Park District is supported by our organization.
As you know, our bank is the local financial institution servicing the Brinnon and Quilcene
communities. In the true spirit of self determination, this branch started 1970s as a local
cooperative by citizens buying shares to create a local bank. Over the years, the bank has
formed several banking alliances until we became a branch of US Bank.
lNe recognize that the Park District will afford the Brinnon area a vehicle to plan and develop
projects. It will create an opportunity for Brinnon to receive State and Federal funding to
complete projects essential for local prosperity.
We are always willing to assist our citizens in attempting to create economic opportunities.
The ability to keep our young families here as par of the economic fabric of South County
requires businesses *.hat serve both our residents and our current primary industries which are
our tourism and natural resources.
We urge the Board of Commissioners to provide the leadership that will move the Brinnon

In the rural infrastructure meeting hosted by Jefferson County in April, the issue of an un
incorporated community's ability to develop economically was discussed at length.
Because the GMA process targeted Washington communities ~+•ith populations of 50,000
plus, Counties like Jefferson {population presently about one half the target population)
who opted in to the GMA prot,~am did not consider the limiting impact GMA policies
would have on their rural communities.
These policies have created an untenable situation in rural communities across the State.
Establishing a Park District in Brinnon is a small but important step toward self
governance for Brinnon. We have done the Sub Arca planning work required by the
GMA but lack an "entiri" to receive infrastructure imeshnent dollars ot•fered by Stale
and Federal agencies to complete our community plan.
From my perspective, the only hope rural Washington Communities have is to create
a y type of legal "governmental" infrastructure" they can in order to take some element
control over their future.

Re: Brinnon Community Park District
Gentlemen,
Brinnon requests your support in creating a stable future for its citizens.
Historically, Brinnon has been very self-sufficient. It is sparsely populated and remote
with minimal community services.
The Brinnon Park District No. 2 {a Jefferson County Park District) is a proposed official
governmental erriity. Il is a junior taxing district which will give our community a
structure for self-reliance. It establishes a certain ability to create economic and social
opportunities necessary for a healthy, stable community .
We support the creation of this Paris District for our community of Brinnon where we
have lived for over twenty-two years. We have been active participants in the economic
development issues for our community during that period. Community services are also
a part for the sustainability of economic development. These goals have been the
major emphasis in all of our planning ,both long-range and strategic.
The Brinnon Park District No. 2 will provide the vehicle necessary for community project
development and funding ability such as:
1. Create infrastructure and funding capacity in the only 46 acres identified as
the community IAMIRD.
2. Provide local development and control of community services as the
community deems necessary.
3. Maximize potential level of services for economic sustainability, living wage
employment and the retention of local families .
Brinnon can again prosper with self-determined planning in cooperation with the
County.
The Board of County Commissioners can affect the vitality of Brinnon by supporting our
efforts in creating the Brinnon Park District No. 2 .

As you may know, we down here at the `Center of the l'niverse' are a progressive
community in terms of our desire to improve our community. For many years
we've realized the importance of planning far our future and, as such, completed
the Brinnon Subarea Plan. This plan was first submitted in 1972 where it was
approved and codified. Over the years it evolved while continuing to be approved
each time by the sitting Board of County Commissioners until its last approval in
2002. We are proud that it represents our community values and that it withstood
severrl challenges to the Growth Management Hearings Board. We are also proud
that it was used to pave the way for the approval of the Pleasant Harbor Resort and
Golf Course. To date, we have relied on the county governance to aci on our behalf.
However, it has become clear that the county governance does not necessarily have
the capacity or funding necessar}• to meet all the needs of our rural community.
It is therefore the request of the Brinnon community that it be identified as the
second Park and Recreation District for Jefferson County. This district will be the
vehicle to continue our community planning and improvements while also providing
the means for funding selected act»•ities.
How did we get to our proposal you may ask' As you may recall, in January 2011,
Oh~cap discontinued management of the Bayshore Motel due to their financial
situation. They were no longer able to support our community center nutrition
program. We realized the dilemma we were facing and the community, with a great
group of volunteers, came together to begin the management of our own program.
This is how the citizens of Brinnon function. We identify problems and work
towards solutions.
We next met you (the BoCC) at our Community Center in March 21111 where the
financial concerns of the county were discussed along with the dire condition of the
community center and the costs necessary to extend its life. We were asked fur ideas
on what to do about the situation. We replied that we would form a study group
and report back with recommendations.
Our study group is made up of eight individuals from our community having varied
interests and diverse backgrounds. N'e realized the importance of the Brinnon
Subarea Plan so we first familiarized ourselves with it and how our community has
evolved since iks completion.
Our study process required due diligence: •

• We studied the history and current condition of the facilih• housing
the Community Center/Bayshore Motel Physical challenges
• We discussed our community needs and requiremendi~iitd atCzi~ypted
to establish priorities.
• We evaluated potential solutions to some, blaun.needs aad discu5sc8 , ' ~,`
resource opportunities. ~•
• We decided to explore how other similar communities resolved
similar issues.
• We analyzed Yark and Recreation District No. 1 (Laurel B Johnaon
Community Center), formed in 1982 and its evolution.
• We studied how {anger communities developed Local Improvement
Districtse (L[Ds) ,and if they would fit in more rural areas like ours.
We concluded that LIDS are structured for incorporated cities as
compared to Park and Recreational Districts which are meant for
unincorporated rural areas such as ours.
• We atudied the RCW's and concluded that a Park and Recreational
District offers advantages beyond purely recreational uses such as
allowing us to facilitate both economic vitality and the welfare of our
community. The flexibility gives us the means to achieve many of the
community values identiTied in our subarea plan. .
We identified a list of opportunities to explore such as:
• Creating.lobs
• Support the planning of a strong economy and protect the health and
welfare of our communities.
• We have a sewer system with no community book-ups.
• Support the future infrastructure as outlined in our Sub-area Plan
• Collaborate with/and team with the school district to form a new
multipurpose community sen•iccs.
• Participate in the enhancement of other economic and social needs
that fall outside our rural Village Center.
What lies ahead must be completed with intense community collaboration:
• We are continuing our effort to gain the approval of our community
in preparation for the November ballot.
• A slate of candidates for our initial team of commiasioners is being
formed.
• Requests for funding, via le~~es, will take place in the future by a vote
of our community. We stress that any activity by our district will first
require community approval. 'To support the initial administrative
costs of the district, we plan a similar approach to what took place out
in the Coyle area. We are also aware that we will qualify for grant
funding.
The geographic area we are proposing is the same as for the Brinson Fire
Fire Department, the School District and the Voting District.
We hope to see your endorsement of our proposal and that it will be on the
November ballot. We arc continuing our outreach to the community to get the votes
nec~wsary for approval.
