MINUTES
Week of July 2, 2012
Chairman John Austin called the meeting to order at the appointed time in the presence of
Commissioner David Sullivan and Commissioner Phil Johnson.
PUBLIC COMMENT PERIOD: The following are a summary of comments made by
citizens in attendance at the meeting and reflect their personal opinions:
. A member ofthe Jefferson County Ecological Roadsides group reported on activities that are
attended; bee colonies are declining and citizens can help them by rebuilding the environment
and in the fall there will be a class for farmers on how they can help build a pollen pathway;
. A citizen read a report by the Chair of the Jefferson County Noxious Weed Control Board
regarding herbicides and they spoke against the spraying of herbicides;
. A citizen updated the Board on events scheduled in Quiicene including the opening of the Linger
Longer Road Stage and the opening of a consignment shop;
. A citizen stated Wild Chervil can be mowed three times before it seeds and non-toxic weed
control is available and asked the Board to redirect funding from the Jefferson County Noxious
Weed Control Board herbicide spraying to mapping the County roadside vegetation, so the road
crew could mow areas that need it more often resulting in the County not needing to spray
herbicides;
. The County needs high paying jobs that support families of all ages for the economical stability
of the County; and
. A citizen asked why a burn ban is discussed every year rather than streamlined? Departments
should respond to public record requests with the original electronic processing document rather
than a scanned in copy; and the use of the word emergency should not be used regarding budget
appropriations.
APPROVAL AND ADOPTION OF CONSENT AGENDA: Commissioner Sullivan
moved to approve all items on the Consent Agenda as presented. Commissioner Johnson seconded the
motion which carried by a unanimous vote.
1. HEARING NOTICE: RESOLUTION NO. 42-12: Proposed 2nd Quarter 2012 Budget
Appropriations/Extensions; Various County Departments; Hearing scheduled for Monday, July
16,2012 at 10:00 a.m. in the Commissioners Chambers
2. RESOLUTION NO. 43-12: Establishing the Prosecuting Attorney's Salary for 2012
3. AGREEMENT NO. 180 5431868: Provide Septic Planning and Design; Quiicene Shop
Development Project; In the Amount of $4,125; Jefferson County Public Works; Ericsen Design
Inc.
4. Payment of Jefferson County VoucherslWarrants: Dated June 25, 2012 Totaling $262,105.05

Approval of Minutes: Chairman Austin noted two changes to the regular meeting
minutes of April 9. The first change is on page two, last paragraph, the quote by Treasurer Judi Morris
states "This agreement stipulates l/lOth percent of their sales tax will go into a newly established
fund..." should read "This agreement stipulates that the revenue from 1/1 Oth percent sales tax approved
for this purpose will go into a newly establishedfund...". The second change is on page three, under
consolidating, amending and creating precincts, second paragraph, first line, it states "Precincts can be
no larger than a population of900 voters and do not include absentee voters.". It should state
"Precincts can be no larger than 900 voters and not including absentee voters.".
Commissioner Sullivan moved to approve the regular meeting minutes of April 9, 2012 as amended,
special meeting minutes of April 9 and 12, 2012 and regular meeting minutes of April 16, 2012, special
meeting minutes of April 18 and 23, 2012, regular meeting minutes of April 23, 2012 and special
meeting minutes of April 26, 2012. Commissioner Johnson seconded the motion which carried by a
unanimous vote.
COMMISSIONERS BRIEFING SESSION: The Commissioners each provided
updates on the following items:
Chairman Austin attended a change of command ceremony in Everett last week. The State Auditor has
begun the annual County audit and the American Legion will have a local band performing on July 4th.
Commissioner Sullivan met with staff of the Washington State Department of Commerce regarding
housing issues, attended a Peninsula Development District (PDD) meeting and a Resource Conservation
and Development (RC&D) Council meeting last week. Congress approved a bill that helps the
continuation oftransportation projects, the Secure Rural Schools funding has been temporarily re-
authorized at a minimal level and Olympic Community Action Program (OlyCap) Advisory Board has a
new Chairman and Vice-Chairman.
Commissioner Johnson stated the future of a new air monitor for Port Townsend is undecided and he
will know more when he attends the next Olympic Regional Clean Air Agency (ORCAA) meeting
scheduled in August.
Jefferson County Burn Ban: Department of Community Development (DCD) Director
Carl Smith proposed a burn ban for Jefferson County that is consistent with past practices since 2005.
The purpose of this ban is to reduce the likelihood of inadvertent human caused fires and reduce the
likelihood of property damage and threat to human life.
This ban is consistent with the Washington State Department of Natural Resources (DNR) policy and the
East Jefferson Fire and Rescue policy on burn ban from July I through September 30 every year.
Staff recommends the Board approve this burn ban effective July I through September 30,2012.

Commissioner Johnson stated a question was received during the public comment period asking why
burn bans are not approved for a several year period rather approving them every year. Mr. Smith stated
that could be done with the Board's direction. Commissioner Sullivan stated one of the reasons why this
procedure is followed on a yearly basis is so there is a coordinated effort and a consistent effort for
public awareness.
Mr. Smith stated the burn ban does exempt recreational fires which is defined as three feet wide by three
feet tall.
Commissioner Johnson moved to approve RESOLUTION NO. 44-12 declaring a Jefferson County
burn ban on open debris burning other than recreational fires for the 2012 season. Commissioner
Sullivan seconded the motion. County Administrator Philip Morley asked Mr. Smith to exercise his
judgement and bring back a recommendation to the Board as to whether this should be done yearly or if
the procedure should be changed to an automatic burn ban for a certain number of years. Commissioner
Sullivan stated this item could be a consent agenda item in the future. Chairman Austin called for a vote
on the motion which carried by a unanimous vote.
Mr. Smith will issue a press release regarding the Jefferson County bum ban for the 2012 season.
The meeting was recessed at 10:01 a.m. and reconvened at 10:08 a.m. with all three
Commissioners present.
Emergency Power Switch: County Administrator Morley stated the emergency power
switch to continue power in the event of an emergency at the jail is damaged and replacement parts are
not available for a month and a half. He will be bringing forward a proposed emergency contract and
appropriation to get a replacement switch rather than fixing the current one because the jail cannot be
without power.
Jefferson County Washington State University (WSU) Extension Programs:
Washington State University Extension Director Dr. Laura Lewis explained her role as the small farms
and economic development educator is specifically for agriculture. There has been a decrease of larger
farms but an increase of smaller farms in Jefferson County.
Dr. Lewis reviewed the following programs with the Board with a powerpoint presentation:
. Water and Natural Resources;
. 4-H Youth and Families;
. Small Farms;
. Economic Development;
. Master Gardeners

Dr. Lewis stated she combined the Small Farms and Economic Development to now be called
Agriculture Development. This program includes 10 internship farms, monthly farm get-togethers,
home and farm workshops and seminars, permitting outreach and is a participation factor of Team
Jefferson. She reviewed local economic and environmental challenges, and discussed the possibility of a
tribal extension outreach program in the future and stated the tribal extension agent would be located in
Forks.
The Board and Dr. Lewis discussed the Critical Areas Ordinance (CAO) and how agriculture may be
included in the new CAO that is scheduled for review in 2016.
The meeting was recessed at 11:12 a.m. and reconvened at 1:32 p.m with all three

COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.

Letter of Support: Commissioner Johnson moved to approve a letter to the Washington
State Recreation and Conservation Office supporting the Nature Conservancy's Riparian Protection
project. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
Hotel/Motel Funding: Commissioner Johnson moved to approve additional funding in
the amount of$18,000 to the Hotel/Motel Fund for Lodging Tax recipients. Commissioner Sullivan
seconded the motion which carried by a unanimous vote. County Administrator Morley stated this will
be included in the third quarter budget appropriations.
Jefferson County 2012 Community Forest Trust Application: Commissioner Johnson
moved to approve the Jefferson County 2012 Community Forest Trust Application to be submitted to
the Washington State Department of Natural Resouces. Commissioner Sullivan seconded the motion
which carried by a unanimous vote.
NOTICE OF ADJOURNMENT: Commissioner Sullivan moved to adjourn the meeting
at 4: 19 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner
Johnson seconded the motion which carried by a unanimous vote.
