Sullivan District No.3 Commissioner: John Austin County Administrator: Philip Morley Clerk of the Board: Erin Lundgren MINUTES Week of July 9, 2012 Chairman John Austin called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Phil Johnson. PUBLIC COMMENT PERIOD: The following are a summary of comments made by citizens in attendance at the meeting and reflect their personal opinions: . A citizen stated the opening of the Linger Longer outdoor theater was terrific and he is pleased to live in a community where citizens are involved; the Sheriffs building located in the Clearwater area has a fence installed which is causing concern from citizens because their fire truck is located inside the locked fenced area; . Three citizens spoke against the spraying of herbicide in the Jefferson County Right-Of-Ways; . A citizen updated the Board on current events in Quilcene including the opening of the Linger Longer outdoor theater and a fundraiser for the purchase of Worthington Park; . A citizen requested a Shoreline Master Program schedule and status update and stated if an appeal was submitted relating to the Shoreline Master Program, the hearing would not take place until after the general election which seems unfair; . A citizen stated if the drought in the midwest continues for two more weeks, 20% to 50% of soybean and com crops will be lost which will impact the price of chicken, pigs and cattle; and . A citizen stated he did not receive requested paperwork; and the rules are not applied equally during the public comment period and requested a procedure if a citizen interrupts another citizen during this period. APPROVAL AND ADOPTION OF CONSENT AGENDA: Commissioner Sullivan moved to approve all the items on the Consent Agenda as presented. Commissioner Johnson seconded the motion which carried by a unanimous vote. 1. HEARING NOTICE: Proposed Ordinance Repealing and Replacing Ordinance No. 08-0829-08 Port Ludlow Drainage District Assessment System; Hearing Scheduled for August 6, 2012 at 10:00 a.m. in the Commissioners Chambers 2. AGREEMENT: Provide V ermicomposting Workshop Services; In the Amount of $11 ,881; Jefferson County Public Works; BugBay Company, LLC. 3. AGREEMENT: Professional Services for Government Relations. Upper Hoh Road Management; In the Amount of $72,000; Jefferson County Public Works; Strategies 360 4. AGREEMENT: 4-H After School Lead Teacher; In the Amount of$15,000; WSU Extension; Virginia Beard 5. CANCELLATION OF PROPERTY TAXES: Request to Cancel 2009 Property Taxes Due to' System Failure of On-Line Data; Parcel No. 996400803 in the Amount of$1,215.90 8. Advisory Board Resignations (3): Gardiner Community Center Board; 1) Dennis Martin; 2) Dick Hanel; and 3) George Debruyn 9. Advisory Board Appointments (3): Gardiner Community Center Board; I) Jill Jones, to Move from Alternate to President, Term Expires 3/12/15; 2) Dan Tatum, Term Expires 6/19/15; and 3) Mary Lou Tatum, Unexpired Term Expires 10/01/12 10. Payment of Jefferson County VoucherslWarrants: Dated July 2, 2012 Totaling $450.00 COMMISSIONERS BRIEFING SESSION: The Commissioners each provided updates on the following items: Chairman Austin attended the local Port Townsend Band concert at the American Legion in celebration of the July 4th holiday. He will be attending a debate at the Jefferson County Chamber of Commerce on Monday and he will be speaking at the Rotary club on Thursday. All three Commissioners are participating in the Hadlock Days parade on Saturday. Commissioner Sullivan will be attending a Higher Education Committee reception on Thursday. Commissioner Johnson attended the opening of the Linger Longer outdoor theater last weekend. Declaring an Emergency and Waiving Competitive Bid Requirements for the Jefferson County Corrections Transfer Switch: County Administrator Philip Morley presented a resolution declaring an emergency and waiving competitive bid requirements for the Jefferson County Corrections transfer switch. Facilities Foreman Loring Bemis stated an emergency transfer switch has failed. He explained that parts to repair the existing switch are back ordered and he is proposing the existing switch be replaced with an automatic switch to expedite the process. Currently the jail has minimal power ability if a power outage were to occur. County Administrator Morley stated the power was out for three hours at minimal power ability which is emergent in nature. Commissioner Sullivan asked if Jeffcom 911 would be without power in the event of a power outage? Mr. Bemis answered no. Commissioner Sullivan asked if the jail has a plan in the event of a power outage? County Administrator Morley answered yes. Mr. Bemis explained that in the event of a power outage the locking door system and septic system would be in working order, but the kitchen, laundry, air ventilationlheating system and electrical lighting system would not be in working order. County Administrator Morley stated without lights, the guards and inmates are subject to danger. Chairman Austin asked ifFEMA or other funding sources are available? County Administrator Morley answered that will be looked into, but the priority currently, is fixing the problem. Commissioner Johnson moved to approve RESOLUTION 45-12 declaring an emergency and waiving competitive bid requirements for the Jefferson County Correction Center transfer switch. Commissioner Sullivan seconded the motion. County Administrator Morley stated Mr. Bemis is currently working with a contractor and will be executing a purchase order. Chairman Austin called the vote to question which carried by a unanimous vote. The meeting was recessed at 9:52 a.m. and reconvened at 1 :33 p.m with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. Calendar Coordination: . The July 11,2012 Washington State Board of Health meeting and Olympic Clean Air Agency (ORCAA) meeting are canceled . Commissioner Johnson will be attending the July 13,2012 Jefferson County Parks and Recreation Board meeting . Commissioner Johnson will be attending the July 13,2012 National Marine Sanctuary meeting . Commissioner Johnson will be attending the July 14, 2012 Basketball Court dedication ceremony at the Courthouse Park . Chairman Austin will be attending the July 17, 2012 Tarboo Conservancy tour coordinated by Northwest Watershed Institute . Commissioner Sullivan will be attending the July 19,2012 Washington State Association of Counties (WSAC) Exempt Well Subcommittee meeting . The Elected Official Brown Bag Lunch meeting is scheduled for July 23, 2012 and alternative weekdays are being considered for this quarterly meeting . A scheduled Finance Committee meeting is scheduled on July 24,2012 . Commissioner Johnson may attend a JPREP meeting scheduled for July 27,2012 . County Administrator Morley will be out of the office July 27 through August 5, 2012 . Chairman Austin will be out of the office July 27 through August 5, 2012 . WSAC Conference is scheduled for November 12 through 16, 2012 in Wenatchee . County Government administrative offices will be closed November 12, 2012 in observance ofthe Veteran's holiday . Working draft of Budget Goals and Objectives Future Agenda Items (Not Discussed) Cancellation of November 13,2012 Meeting: Commissioner Johnson moved to cancel the regular Board of County Commissioner's meeting scheduled for November 13, 2012 because of the Washington State Association of Counties (WSAC) conference in Wenatchee is scheduled at the same time. Commissioner Sullivan stated also because of the Veteran's holiday and he seconded the motion which carried by a unanimous vote. at 4:29 p.m. until the next regular meeting or special meeting as properly noticed.
