The Six -Year TIP is a "rolling' plan that is updated each year to provide direction to transportation improvementsonlefferson Cowry's 399 -mile public toed system. Developmentofthe Ulsisaprocess that identifies needs, primitives those needs, develops projects m meet the needs, and rolls some offense projects into a plan that should occur over the next six years. A range of different project types is included in the TIP. The TIP is strongly influenced by the availability of funding, and many of the projects lined do not, as yet, have secured Pomding. Asa result, some ofdteprojects inthe TIP may not be wmplmed within six years; however, they must be included on the TIP to be eligible for funding. Historically, projects on Ieffer or Count's TIP have averaged about 700/, funding from State and Federal sources. This means that by investing $1 oflefierson County's money in a project, an additional $2 or more can be brought into our community to put people or wodc m improve our infrastructure. Many non -local transportation revenue sources, however, only fund certain types of improvements on certain types or roads, and the result is that Federal and State priorities strongly influence what actually gets accomplished. This TIP reflects a project average of over 9W, funding from Stare and Federal Sources, primarily due to decreasing availability of local dollars for capital improvements. Jefferson County is relatively mml and sparsely populated. Local transportation revenues are among the lowest in western Washington when measured in terms ofdollars available Per mad mile. Timber harvest receipts historically played a key role in the County's transportation revenue stream. To offset revenue losres resulting from the native in this industry, the federal government has provided payments to rualdollar counties over the last two decades which are currently expected ill appear in 2012. This will result in an immediate 20a/ loss oftranspormtion revenue for our County. Additionally, the meant ofnon -local revenue thatthis money could have marched will no longer be available either. Asaresult. the Road Fund Projections combined in this document show that service levels and project work will need to be stated back subsantially. The Six -Year TIP, like arty other capital improvement plan, is only a plan for what should be done provided adequate trading is available. It shows what funding must he sought and/or what revenue wermes must be developed. Decisions about which Projects actually get advanced are made through the annual County budgeting process. Since the Six-Year TIP is updated normally, it can be changed to reflect new needs, priorities, and changed budgetary conditions I hope you find this document useful in understanding Jefferson County's Transportation Improvement Program. E., Counly£ngktee; MEMORANDUM TO: Board of County Commissioners FROM: Monte Reinders, P.E., County Engineer DATE: Febmary28,2012 SUBJECT: Bridge Condition Report 2012 In accordanm with WAC 136-20 -030, and the National Bridge Inspection Standards, Jorgensen County has completed the bieunial inspections for all bridges on the county road system and bs submitted the inspetlio t reports to the Washington Stare Department of Transportation. The findings of the bridge inspection effort art hereby fami shod W the county legislative authority per WAC 136 -20 -060. Structurally, all of the comay's bridges are in good condition with no Jor deficiencies and requires only routine maintenance. A repair projed was completed at Willoughby Creek Bridge on OPper Hoh Road in September, 2011. Willoughby Creek Bridge sustained erosion damage during Me January, 2009 flood event. The stream bank commoring underneath Me bridge was washed out, which caused erosion of Me slope and turnaround to undermine the approach runaway. The bank annonng caravan of Me bridge was also damaged. The repair consisted of conducting a tied back sheet pile wall around the west bridge approach, and reconstructing Me bank armoring underneath and upeream of Me bridge. This project was funded m 86.5% by the Federal Highway Admhuimmflon Emergency Relief program. Tower Creek Bridge is being moniored for potemial scour problems associated with doxmcutting of the strezmbed. The Tower Creek succumbed is becoming progressively deeper and wider In the vicinity of the bridge as a result of migration of Me Bob River, and repetitive high -flow events. Analysis / Strategic Goals / Pros B Cons: RCW 36.81.121 requires the annual adoption of a six -year transportation improvement program after holding a public hearing. The purpose of the law is to "assure that each county shall perpetually have available advanced plans looking to the future for not less than six years as a guide in carrying out a coordinated transportation program" (RCW 36.81.121(1)). The existing 2012 -2017 TIP is proposed to be amended in order to accommodate requirements of the Rural Arterial Program (RAP) as managed by the County Road Administration Board (CRAB). CRAB requires that projects proposed in 2012 for RAP funding in 2013 be on the existing 2012 -2017 TIP. Four projects proposed for the 2013 -2018 TIP (numbered 17, 18, 19, and 20) are proposed to be added to the 2012- 2017 TIP (as project numbers 31, 32, 33, and 34) to fulfill this obligation and enable Jefferson County to apply for RAP funding for two overlay projects on Center Road and two overlay projects on South Discovery Road. Fiscal Impact / Cost-Benefit Analysis: The actual impact depends on how many projects are completed and the amount of proposed grant funding that is received. The total cost of the projects listed on the 2013 -2018 Six -Year Transportation Improvement Program is $23.3 million. Six percent (6 %) of the revenue for the projects is anticipated from local Road Funds. The remaining 94% is anticipated from State and Federal sources.
