IN THE MATTER TO REAUTHORIZE THE
FORMATION OF THE JEFFERSON COUNTY )
EMERGENCY MEDICAL SERVICES (EMS) ) RESOLUTION N0.52-12
AND TRAUMA CARE COUNCIL )
WHEREAS, the National Highway Act of 1966 set forth the original requirement for local
governments to establish an agency in order to upgrade the standards of Emergency Medical Services
(EMS), and provide for training of pre hospital care providers; and
WHEREAS, the Jefferson County Emergency Medical Services and Trauma Care Council was formed
in June of 1977, by Resolution of the Jefferson County Board of County Commissioners under
Resolution number 19-76 as anon-profit corporation; and
WHEREAS. in 1990 the Washington State Department of Health and Social Services in conjunction
with the Washington State legislature did update and adopt RCW 70.168.120, Defining the powers and
duties of the Local and Regional EMS Councils; and
WHEREAS, currently existing EMS Council consists of representatives of East Jefferson Fire Rescue,
Quilcene Fire Department, Quilcene Volunteer Ambulance Service, Port Ludlow Fire & Rescue,
Brinnon Fire Department, Discovery Bay Fire Department, the Jefferson County Sheriff s Department,
Jefferson Count~~ Search and Rescue, the Port Townsend Paper Mill, Navy Region NW -Indian Island,
Jefferson County Medical Program Director, Jefferson Health Care, as well as members of the public at
large; and
WHEREAS, the existing EMS Council is governed by a Board consisting of a Chairperson, Vice
Chairperson and aSecretary-Treasurer and governed by a set of By-Laws approved by the entire
membership of the EMS Council; and
WHEREAS, the Jefferson County EMS and Trauma Care Council in its expanding role as the leader in
training and continuing education of all Jefferson County Pre-Hospital Care Providers request of the
Jefferson County Board of County Commissioners reaffirmed under existing Washington State RCW's
the Council mandate to exist as a political subdivision of Jefferson County and the State of Washington;
and
WHEREAS, the Jefferson County Board of County Commissioners recognizes and understands the
need for uniform and established EMS prehospital care to the public, and the need for a coordinated
training and continuing education system, given the mandate by the State of Washington, and in the
letter and the spirit of the content of RCW 70.168.120 (1);
NOW, THEREFORE BE IT RESOLVED, that the Jefferson County Board of Commissioners:
HEREBY authorizes and reaffirms the Jefferson County Emergency Medical Services
and Trauma Care Council (hereinafter "the Council") as a non-profit corporation of the
State of Washington created and empovvrered pursuant to RCW 70.168.120 et seq.

2. Pursuant to RCW 70.168.120 and WAC 246-976-970, the members of the Council will
include representatives of hospital and prehospital trauma care, emergency medical
services providers, local elected officials, consumers, local law enforcement officials.
local government agencies, physicians, and prevention specialists who are involved in
the delivery of emergency medical services and trauma care. The absence on the
Council of a representative of one or more of these groups due to vacancy, illness or
other circumstances not listed here will not void or nullify the actions or decisions of the
Council.
3. The Council is hereby authorized to accept such authorities as its members may delegate
to it through interlocal agreements pursuant to Chapter 39.34 RCW executed by all
public agency members of the Council.
4. A funding mechanism or mechanisms for the Council will be decided upon by the
Council.
5. HEREBY recognizes said Council is tasked with coordinating and providing uniform
training to all Jefferson County EMS Providers in accordance with the most current rules
and laws of the State of Washington, and that the Jefferson County EMS and Trauma
Care Council shall provide recommendations to the Northw°est Regional EMS and
Trauma Care Council, .perform such other tasks as authorized by RCW 70.168.120 and
WAC 246-976-970 et seq., and act as an advisory group to the Board of County
Commissioners in the matter of providing EMS and trauma care in Jefferson County.
BE IT FINALLY RESOLVED, that Resolution No. 19-76 is hereby repealed and replaced by
this resolution.

L~aiEREAS, the National Highway Act of 19fi6 set forth a r~l;rement for

Medical Services, and Jefferson County Emergency Medical Services Council was
accordingly formed, and
Wf~RF,AS, the Emergency 2+Iedical S`ystens Act of 1973 (Public Law 93-154)
requires that emergency medical plans be developed and systems established,
expanded and improved, and
WHEREAS, the EYnergency Medical Services Section, Department of Social
and Health Services reo~gnizes the need for an advisory group within each Emergency
Medical Services Region of the State, in which the Jefferson County Emergency
Medical Services Council could act as representative, and
G~I~RF,AS, we, the undersigned, are deeply concerned wit1~ the quality of
emergent medical care offered to the residents and guests of the County,
NC7W, THEREFORE, BE IT RESOLUID and AGREED by the undersigned that:
The Jefferson County Emergency Medical Services Council shall develop,
implement, and coordinate, on a voluntary basis, the emergency medical providers
into a viable, on-going EhLS SYSTEM, arad
k'URi2~RMORE, the above-mentioned Council shall, at the pleasure of the
Board of County Commissioners, act as advisors to the Board in matters involving
the delivery of emergent medical care and other related areas.
DESCRIPTION
The Jefferson County Emergency Medical Services Council shall be incorporated
under the laws of the State of Washington as a non-profit corporation.
The membership of the Council shall be made up of representatives of the
various emergency medical providers in the County, as well as representatives of
the public and elected government officials.
The executive branch of the Council shall consist of a Director, Assistant
Director, and Secretary-Treasurer. Triese officors shall be elected on an annual
basis by the general body of the Council.

The Council shall meet on a mimimin:t of once a ranth and such meetings
shalt be held at the time and place set forth by the Director.
The duties of the Council shall, in addition to those mentioned above,
include, but not be limited to, assisting in the acquisition of funds from
gave.-.~rrpntal agencies, as well as fran private sources, such as grant foundations,
for the use of the service agencies.

STATEMENT OF ISSUE:
Jefferson County Emergency Medical System and Trauma Care Council was formed in June of 1977, by
Resolution of the Jefferson County Board of County Commissioners under Resolution No. 19-76 as a non-
profit corporation.
The Jefferson County EMS and Trauma Care Council in its expanding role as the leader in training and
continuing education of all Jefferson County Pre-Hospital Care Providers request of the Jefferson County
Board of County Commissioners reaffirmed under existing Washington State RCW's the Council mandate to
exist as a political subdivision of Jefferson County and the State of Washington.
Approve Resolution re: Reauthorize the Formation of the Jefferson County Emergency Medical Services
(EMS) and Trauma Care CounCll (Repealing & Replacing Resolution :~10. 19-76).
