Commissioner David Sullivan. Commissioner Yhil Johnson, lntcrim C'ounn :Tdministrator Jean Baldwin

reviewed a legislative repor[. \\ SCA Executive Director Johnson stated the Leeislativc Stccrin~
Committee has broken up into two groups. reform and financial budget. 'fhc reform group fecuscs on
items that have a short and long term effect like public records. liability and public notices. The
financial group locus on items like utility tax. mineral excise tax and protecting state shared revenues.
Discussion ensued regarding the effects of the state budget reductirnl, utility tax. mineral excise tax. and
the process of approving the legislative agenda.
\4r. Johnson reported on an upcoming online public records act educational training opportunity, the
\VSAC Conference in \ovember located in Chelan, a series of webinars and a business partner program.
lle also reviewed information regarding the Retrospective Rating Pool (L&1 Pool), the Liberty \~Sutual
program. a nationwide retirement program. and the \ACC) Prescription Drug Card program.
Commissioner .lohnson requested the issue of ocean acidification be discussed at a state-wide event.
Discussion ensued regarding mineral excise tax, property tax, the concept of regionalizing expensive
required tasks and the \Vaslungton State Board of IIealth.
