Chairman John Austin called the meeting to order at the appointed time in the presence of
Commissioner Phil Johnson. Commissioner llavid Sullivan arrived shonly thercafrcr.

citizens in attendance at the meeting and reflect [heir personal opinions:
• A citi-ren reviewed activities occurring in the Quilcene community and asked how to move
forward regarding Economic Development priorities for the Quilcene area'?
• A craven stated the Hoard could rescind the decision of allowing the Jefferson County' Noxious
\V'eed Board to spray herbicide without public input;
• A citizen stated the spraying of herbicide affects caildlile, soil and water quality and should not
he allocvcd:
• A citizen announced the Chimacum Grange is having a candidate forum liar the local election
candidates on September 12. 2012 at 6:30 p.nt.; ciiizens ~yho have contact with young children
are encouraged to get a whooping cough vaccination;
• A citizen stated .leffcrson County ~\ SU Extension is holding a public noxious weed control class
and private property owners need to hc• responsible for controlling weeds nn their property;
• .4 citizen stated no record could be fintnd of Jct~'crson County promising that herbicides will not
be sprayed and all members ol'the community should he pulline weeds; and

Chairman Austin stated he will be attending a meeting regarding the possibility of a Mental Ilealth Couri

Commissioner Sullivan stated the Peninsula Development District (PDD) and the Resource
Conservation and Development (RCll) meetings scheduled this week are canceled.
Commissioner Johnson noted the. \1'ashington State Dep<v'tmcnt of Pish and Wildlife presentation on net
pens scheduled Yor this afternoon has been canceled.

indcpcndently. Chairman .Austin read du proclamation proclaiming August 27 through 31.2012 as
Jefferson County employee Appreciation aleck. C'onunissioucr Johnson moved to approve the
proclamation, Commissioner Sullivan seconded the motion. Commissioner Sullivan stated employees
are continuing to provide the same level of service with ten percent less star"£ Commissioner Johnson
thanked Treasure _~~lon•is and her husband li?r volunteering their time for activities, including the l'ax
Blues Breakfast. Chairman Austin thanked all of the Y1=RC rcprescntatives for their work. Chairman
Austin called for a vote on the motion which carried by a unanimous vote.

in dte process of creating these ttvo management plans.
Nis. Hoskins stated South Port Townsend Bev includes the areas of Chimacum Creek Beach Park. Skunk
Island, and the old alcohol plant. There arc many uses in the area including the \~'ooden Roat School, a
commercial shellfish bed (Broders), a mix of residential development with docks. bulk heads and
mooring buoys. a public boat launch, a marina and a highh active boating area. fhe South Port
Townsend Ray Management phrr commenced on .tune I , 201 1 tahen llOH issued a press release stating
the southern area of Port Townsend Bay was threatened fits closure.. The area meets water quality
standards. but it's threatened with a downgraded classi lication due to the amount of boating activit< and
pollution associated with transient boat anchoring. ht an effort to protect the commercial shellfish
viability and other merino uses. several entities and stakeholders have worked together to create a
management plan.
\4r. Toy reviewed the shellfish standards of the area around a commercial shellfish bed. 'fhe action
needed is to reduce the number of boats near shellfish and to institute a long teen management plan to
keep the commercial shellfish bed open. Iie presented a n,ap that showed the Board where the local
commercial shellfish bed is located in relation to boats in the area.
Nos. Hoskins explained the work plan includes a moratorium on new moorinc buoys in fire area.
conducting inventory of vessels. stakeholder meetings, preparation of a draft management plan, hold a
public hearing so the moratorium can end and the management plan can be finalized and implemented.
Mr. Brady explained DA'R manages aquatic land on behalf of all citizens of Washington State to
encourage public access, foster caster dependant use. ensure cm ironmcntal protection and utilize
rcnecyable resources. There are challenges managing aquatic land. Approximately twenty percent of the
mooring buoys and vessels in the South Yort Tow~nscnd Ray area arc authorized. He presented maps
shocaing the boats and mooring buoys in the area that are authorised. unauthorized and with
authorization pending.
Discussion ensued regarding the calculatior, of pollution that comes from boats in a given area.
Nir. Brady reviewed the primatry actions of the mauagcmcnt plan. including pcnnining mooring buoys.
enforcement, transient vessel management, conducting educational outreach, increasing boat moorage
safety and security. monitoring effectiveness, and conducting adaptative management as necessary. The
management plan results are expected to be that the commercial shellfish bed tti°ill remain open. people
interested in obtaining authtn~ized mooring will have an opportunity to do so and public safety will be
enhanced. Discussion ensued regsrdin; the number of boats and mooring buoys that are authorized and
unauthorized.

Mr. Bogner stated the process for the draft Mystery Bay Ivlanagement Plan was a ~-reat success. Mos[ of
the action items have been completed except for formal adoption of the plan because of some lapse of
duties at llCI). The ~fvstery Bay \4anaeement Plan and South Part Townsend Bav ~lanagemcnt Plan
2rc similar except there sacs a greater sense of urgenzy ?v4ysterv Ray ~9anagcment Plan because there are
tweh~e conunercial shellfish harvesters that had closures. The Tv1vstery Bay Managetncnt Plan team has
rcccived an award from the \ational Association of State Voting .Administrators. fhc award w ill be
presented in Alabama on September 10. '_'012 and will be housed in the .lef[erson County ti~ycr.

presented a letter to the Washington Sta[c C ontrol Liquor Control Board stating the Board does not have
an objection to the special occasion liquor license application submitted by Carol Christianson on behall'
of the Quilccnc Historical Museum. This letter is pertinent to expedite the application. Conmtissioner
Sullivan moved to approve the letter. Commissioner .Tohnson seconded the motion which carried by a
wtanimous vote.
Resource Corrservatiotr Progrnnr: County Administrator Morley recommended the
Board make a motion to continue the Resource Conservation Program through \ovcmbcr I. 2013, using
fund balance to continue the program. Chairrnwt Austin moved to continue the Resource Conservation
Program throu,h \4ncmbcr I, 2012 utilizing program fund balance. Commissioner Johnson seconded
the motion which carried by a unanimous vote.
