Subject: Local Agency Agreement Supplement #2 with the Washington State Department
of Transportation
For :Queets Bridge Painting, Bridge No. 8W, Clearwater Road MP 0.60, Project
No.CR1881
Statement of Issue: A Local Agency Agreement Supplement #2 with the Washington State Dept. of
Transportation is necessary in order to obligate construction phase funds from the existing Federal
Highway Administration (FHWA) grant for the Queets Bridge Painting project.
Analysis/Strategic Goals/Pro's l"t Con's: This project will consist of repainting the steel bridge
girders and bracing members of the Queets Bridge. The work will include minor girder web
bracing, abrasive blasting, treatment of pack rust, containment of wastes, and repainting with a
primer and top coat paint system. Formal obligation by FHWA of the existing grant funding for the
construction phase is necessary before proceeding with the construction engineering and
construction work.
Fiscal Impact/Cost Benefit Analysis: The total project cost is estimated at $2,969,652, and is
funded at 100% by the Federal Highway Administration. The total funding amount remains
unchanged.
Recommendation: The Board is requested to sign the three original Local Agency Agreement
Supplement #2 documents. One fully executed original will be returned to the Board after
execution by the Washington State Dept. of Transportation.

The Local Agency requests to supplement the agreement entered into and executed on Apri120, 2011
All provisions in the basic agreement remain in effect except as modified by this supplement.
The changes to the agreement are as follows:

The proposed work consists of repainting the steel girders and cross bracing. This will include the following general items of work: (1)providing a containment system, (2) abrasive blasting
to remove existing paint, (3) treatment of pack rust, (4) disposal of waste, (5) repainting with a primer and top coat painting system, (6) traffic control, and (7) minor gvder web bracing in
Span 1 and Span 4.
Reason for Supplement
Request for funding of the Construction Phase. The proposed project advertisement date is the second quarter of 2013.
