By the Survey Recording Act }
WHEREAS, Ordinance No. 2-73 was adopted in 1973 to implement the Survey
Recording Act (Chapter 50, Laws of 1973) and to assist in preserving evidence of land surveys
by establishing fees for recording a public record as prescribed by the act; and,
WHEREAS, Resolution No. 18-92 was adopted in 1992 setting new filing fees to reflect
the actual costs of recording.
WHEREAS, the Jefferson County Auditor has reviewed the fee schedule, finds it to be
fair and reasonable and will help to cover actual costs of recording, and accordingly recommends
that the Board accept and fix fees to insure uniformity of these fees throughout the State of
Washington as recommended by the Washington State Association of County Auditors; and
WHEREAS, it is necessary to update the Jefferson County Code to reflect the appropriate
fee schedule;
NOW, THEREFORE, BE IT ORDAINED, that the Jefferson County Board of
Commissioners hereby adopt the following to replace Ordinance No. 2-73 and Resolution No.
18-92:
SECTION 1. Purpose. The purpose of this ordinance is to establish fees for recording a
public record as prescribed by the Survey Recording Act and recommended by the Washington State
Association of County Auditors.
SECTION 2. RECORD OF SURVEY. The record of land surveys shall be 18 inches by 24
inches and filed according to the following fee schedule:
(a) Basic fee, first page: $25.00
(b) Each additional page $ 5.00
(c) Each additional name $ 1.00
SECTION 3. COPIES. Copies of the record of survey shall be provided on request
according to the following fee schedule:
(a) Basic fee, first page $ 5.00
(b) Each additional page $ 3.00
SECTION 4. RECORD OF MONUMENT. The Record of Monument shall be filed
without charge on the standard form prescribed by the Department of Natural Resources.

SECTION 5. COPIES. Copies of the Record of Monument shall be provided on request
according to the following fee schedule:
(a) Basic fee $ 2.00
SECTION 6. REPEALER. This Ordinance repeals and replaces Ordinance No. 2-73
and Resolution No. 18-92.
SECTION 7. EFFECTIVE DATE. This Ordinance is effective upon adoption by the
Jefferson County Board of Commissioners.

STATEMENT OF ISSUE:
HEARING re: Proposed Ordinance to Update Fees for Recording a Public Record as Prescribed by the
Survey Recording Act
ANALYSIS:
A Hearing Notice was approved on September 24, 2012 and was advertised on September 26, 2012.
In 1973 Ordinance No. 2-73 was adopted to implement the Survey Recording Act (Chapter 50, Laws of
1973). Resolution No. 18-92 was adopted in 1992 setting new filing fees to reflect actual costs of recording.
Currently, it is necessary to update the Jefferson County Code to reflect the appropriate fee schedule. If
approved, this ordinance would repeal and replace Ordinance No. 2-73 and Resolution No. 18-92.

FEES FOR NEW PROGRAMS, EVENTS, OR SERVICES
Fees for new programs/services instituted after passage of Ordinance No. 12-96 in departments/divisions
covered under this appendix are authorized for establishment by resolution of the board of county commission-
ers as recommended by the department. Any fixed amount fees established under this section will be subject to
annual fee indexing and periodic review, as if they were established as part of this appendix. [Ord. 12-96 § 3]

(a) The county reserves the right to cancel programs and facility, campsite, field, and room reservations
due to weather, maintenance, safety, or emergency conditions related to a building or a facility.
(b) Groups or individuals that cause damage to facilities due to abuse and neglect or do not follow rules
will be denied subsequent use of the facility. [Ord. 12-06 §§ 2, 3; Ord. 12-96 § 2]
V-020 Recreation department programs.
Fees for recreation department programs shall be established each year before the beginning of the specific
sport or program season with the aid of the facilities, parks and recreation director, and subject to review by
the board of county commissioners.
The amount of the fee will be determined with consideration given to the following: the cost of the staff
necessary to run the program, the cost of maintenance required due specifically to that program, and the cost
of supplies, equipment and other associated expenses for the program. [Ord. 12-96 § 21
VI. Survey Recording
VI -010 Purpose.
The purpose of this section is to implement the Survey Recording Act (Chapter 50, Laws of 1973) and to
assist in preserving evidence of land surveys by establishing fees for recording a public record as prescribed
by the Act. [Ord. 2-73 § 1]
VI -020 Record of survey.
(1) The record of land surveys shall be 18 inches by 24 inches and filed according to the following fee sched-
ule:
(a) Basic fee, first page: $10.00;
(b) Each additional page: $5.00;
(c) Each additional owner's name: $1.00.
(2) Copies. Copies of the record of survey shall be provided on request according to the following fee sched-
ule:
(a) Basic fee, first page: $5.00;

VI -030 Record of monument.
(1) The record of monument shall be filed without charge on the standard form prescribed by the Depart-
ment of Natural Resources, Bureau of Surveys and Maps.
(2) Copies. Copies of the record of monument shall be provided on request according to the following fees
schedule:

Tuesday, May 29, 1973, in the Commissioner's Room in the Courthouse,
Port Townsend, Washington, a public hearing will be held thereon with

NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners of Jefferson County, Washington that the Board hereby adopts the
following fees for recording a public record as prescribed by Chapter 58.09 RCW as
follows:
Record of Survey. The size of the record of land surveys shall be 18 inches
by 24 inches :and the fee schedule for filing shall be as follows:

* These fees are not set by the Board of County
Commissioners. If the entities which establish these
fees increase or decrease their fees, the total fee

BE IT FURTHER RESOLVED, that this fee schedule shall become
effective 30 days from the date this Resolution is adopted.

VWHEREAS, the Washington State County Auditor's Association has created a working
committee of its organization known as the Recording Committee; and
WHEREAS, the Recording Committee has been charged with developing legislation
proposing uniform standards and creating manuals and training in the Recording area; and
WHEREAS, the Recording Committee has surveyed all 39 counties as to the fees charged
for various recording activities; and
WHEREAS, the several counties are charging several different fees for recording plats,
surveys and short plats; and
WHEREAS, it is in the best interest of all parties concerned to standardize recording fees
for plats, surveys, and short plats, and the change would cover actual costs of reproduction,
IT IS HEREBY RESOLVED:
To insure uniformity for the Real Estate industry, Department of Natural Resources and
County Auditors, it shall be the policy of the Washington State Association of County
Auditors that the fee for recording surveys, plats and short plats be uniform throughout the
State of Washington.
For surveys, the fee shall be set to include the Department of Natural Resources fee, a
County fee of $25.00 for the first page plus $5.00 for each additional page, and the current
Centennial Document Preservation Act fee. (RCW 36.22.170)
For plats and short plats the fee shall be set as per RCW 36.18.010 (Auditor's Fees), plus
the Department of Natural Resources fee, and the current Centennial Document
Preservation Act fee. (RCW 36.22.170)
