Chairman Jolm Austin called the nucting to order at the appointed time in the presence of
Conu~ri~~io:ter David Sullivan and Commissioner Phil ,lohnson.

citizens in attendance at the meeting and reflect their personal opinions:
• A citizen reviewed the efforts of Jefferson County Ecological Roadsides and asked 1br an
ordinance prohibiting the spray of herbicides:
• A citizen presented a pennon wnh approximateh 4,OU0 signatures requesting the Board approve
an ordinance prohibiting the spray ofherbicides and asked the Board to allocate 54,000 to the
road department Isom the Jeffersat Cowty ~~'eed Control Board;
• A citizen commented on a study on rats exposed to Roundup and discussed the suicide rate
among soldiers:
• .4 citizen stated salmon recovery operations arc failing due to the em ironment and urged the
Board to approve art ordinance prohibiting the spray ofherbicides in County Rights-of-« a};
• A citizen stated the morn people that are educated about weed control. the lass amount of coals
will be needed to control the weeds:
• A citizen asked the Board to conduct community outreach to citizens regarding weed control;
• A citizen stated ~y'ild Chervil can be controlled without herbicides and the use ofherbicides
should be discouraged;
• A citizen stated the Jefferson County noxious Weed Control Board website has instructions that
include the use of Roundup, which should be removed:
• A citizen stated roadside spraying could infiltrate local agriculture and organic farms acrd
suggested the Board have a one year moratorium on the spraying of herbicides:
• A citizen stated the Board should support natural ways of controlline weeds and encourage
conununity im~olvement; and
• A citizen stated a property owner has a right to tell the County they cannot spray herbicides on
their property ut the Rights-of=R'ay.

updates on the following items:
Chairman Austin attended a presentation regarding the hazards ol'shellfish and a drug court graduation
last week. He will be attending a ceremrniy at Goddard college this week.
Commissioner Sullivan attended a ~larrowstone Island Community meeting and an F.xit Interview with
the Washington State Auditor's Office for Jefferson Transit. the will be attending a Peninsula Regional
'Transportation Planning Organization (PRTPO) and Resource Conservation and Development (RCR:D)
meeting this week.
Commissioner Johnson announced that a conference will be occurring at Fori Wordcn that will attract
400 people.

Trettcvik explained that the information received from Conunissioner Peter Goldmark contained
information that did not include sales and the report beiue presented today is significantlc different to
reflect correct infornation. D~;R State Lands Assistant Drew Resanbahn kill sneak to staff in the. office
in Olympia to brie, their attention to this matter.
Mr. Rosanbalm stated llvR's fiscal tear 2012 is complete, endine .tiny 1.2012. The lolal income
through the second quarter of calendar year 2012 is 5570,000. Projected revenue for llte full year is
approximately 5900.000 for the calendar year of 2012. Estimated net value under contract afrer
December is 5 ] .C million.
County :administrator Yhiiip .tilorley asked if rite excess of distribution is included in the numbers
reported? Mr. Rosanbalm ans.vered the report includes timber sales only.
Mr. Rosanbalm stated there are two remote pieces of D\R Ibresl land on the boundar} line of the
Olympic Forest on the West End that may not be accessible. Ms. Trettcvik stated that if the resin[ is the

blr. Rosanbalm stated the Coyle Retreat property will he a February (2013) salt and is estimated at $1.5
million. The 2014 kcal year plan is currently bein<_ worked on and may be presented at the next
quarterly update.

County Admiuistrator .Morley stated the C-ounty tries to anticipate what is a reliable revenue stream. qtr.
Rosanbahn stated a five year plan will help the County obtain that goal and is currentl} bein~~ worked on.

property payment'? Ms. ~~lon'is answered the County has not received that revcmte. Mr. Rosanbalm will
follow up with other staff at D~IR about that revenue payment.
Discussion ensued regarding the formation of the process her County's Community Forest Trust
application and the t aiuc of different types of timber.
The meeting was recessed at 10:~ 1 a.m. and reconvened at 133 p.m with all three

Response to L1'aslrin~ton State Deparhrretrt oJ'Gcoto„t' Letter re: Shoreline
:1-far:agenrent Program (S,'V1P): County' Administrator \lorley presented a drafr letter to fire Washington
State Department of Ecology (llUE l regarding the County's approach to completing the Shoreline
Master Program (SMP). Commissioner Sullivan stated that the word "pursuz' used to explain the
County is pursing the options ofallowing in-evater net pens is important as they may deternine
otherwise. ITe suggested adding language in the beginning of the letter that states "Jefferson County
reviewed the recently adopted and F.coloey approved R'hatcom County SMP and initially considered
adoptin, similar language regarding net pens. but was ini'orncd that Ecology no longer fotmd this
lan,~uagc acceptable.~~ Ile would also like the letter to state how uttfonwtate it is that DUE~s revised
stance on net pens was expressed.
Commissioner Johnsen disagreed with a statement in the letter that stated the County= is pursing the
option of in- water net pens to obtain local control on the SMP. DUE is forcing tfte County to allow the
in-water net pens. Commissioner Sullivan stated it is to keep control of other issues in the SMP.
Chaimtan Austin stated llUE may change the entire S,41P if rulemaking occurs. Commissioner Johnson
expressed his chasrin for DUG's process of nilemakittg if the County does not allow in-water net pens.
County ~\dministrator ~lorlcy suggested adding the following languaga in rel~rence to Commissioner
Jokmson's conmtcnt: "however. in the interest in retaining local control of developing conditional use
conditions, as well as retaining local control ol'the balance ofour work on the S\QP and avoiding funkier
delay in the completion of the SMP update, the Jefferson County Board of Commissioners has made the
difficult choice to..." Cotrunissioncr Johnson stated he would like tha[ statement to say "...under protest,
the Jefferson Cotmty Board of Commissioners..."' Cotutty Administrator'vlorlev replied the statement
"under protest" is already clear in the letter.
Commissioner Sullivan stated he supported and moved to approve the letter with the changes discussed.
Chairman Austin seconded the motion Cotmty Administrator \4orley re~dewed the changes discussed.
The motion carried by a unanimous vote. noting Commissioner Johnson supported the motion under
protest.

ageneies. She is pursing potentially scheduling whomever may be available to come to the October 8,

Board discuss the disease aspect or location aspect. but not both at the same meeting.
