OPENING BUSINESS The meeting was called to order at 7:40 p.m. by Chairman Randolph. Members present were Karl Randolph, Harry Pollard, Richard Kenyon, George Burkhart, Finis Stevens, Eva Taylor, Norris Short, and William Svensson. Representing the Planning Department were Director David Goldsmith, Assistant Planner Tom Aumock, Associate Planner Carol Saari, and Secretary Laura Southmayd. Guests were David Cunningham, Port Townsend Leader Reporter Anne Sigman, Joseph Daniels, Roscoe B. Bancroft, William E. Rudolph, Larry A. Scott, Michael Bowe, Melvin C. Hooper, Lars E. Erickson, Kris Deweese, Pope and Talbot Development Construction Manager Roy Funk, Clark and Associates' Consultant Louis A. Torres, Julie Taman, Rick Dennison, Larry Dennison, Pedro Tama, Steve Hayden, Judith Walls, John C. Kassebaum, Dan Maguire, Judy Hatfield, Tom Foley, and Rachel Nathanson. Minutes of December 6, 1978, were approved as written. II. FINAL LONG SUBDIVISIONS A. South Bav Community III., #5-78: A review of the development was made by Tom Aumock. Approximately eighteen acres at the Port Ludlow Golf Course will be divided into thirty-five residential lots. Preliminary approval was given by the County in August 7, 1978. Mr. Aumock read the conditions of preliminary approval, as stated in an action report. He noted all conditions were met. Members asked questions. of Roy Funk, Construction Manager for Pope and Talbot Development, Inc. Norris Short moved to recommend to the County Commissioners they accept the final plat. Richard Kenyon seconded the motion. Upon a vote it received unanimous approval. III. DRAFT TEFFERSON COUNTY COMPREHENSIVE PLAN David Goldsmith briefly reviewed the contents of the draft plan. He explained that it was also reviewed at several community meetings in the last couple of months. Input from those meetings was directed towards policies on commercial, utility, industrial, energy, and resource production development, and on designations given on the Optimum land Use Map. He noted there was no correspondence received on the proposed plan, although some of the responses to the environmental impact statement addressed the draft -plan. -1- The audience asked questions on the contents of the 151an. Chairman Randolph called for public testimony. Because persons attending the community meetings may have thought their input was public testimony,. janeen Hayden asked that the public hearing be continued so thouse persons would have the opportunity to have their concerns become public record. Levi Ross read his letter to the Planning Commission, dated January 2, 1979, He suggested the .land use map designations based on predetermined maximum population densities not be used. He felt such designations would inhibit the development of individual community plans. He suggested the goals and policies for energy state the desirability for local energy independence based on renewable energy resources. He suggested agriculture development be encouraged at the local level. Tom Powley asked that a rural designation be given for the east shore of Discovery Bay. Also, resource production be maintained in the County. Judith Walls read her letter of January 3, 1979, to the Planning Commission, She asked that the draft plan; be adopted at the end of the meeting and that an addendum be added within six months. The addendum should reflect the results of water studies done throughout the County; a policy that requires ozone sewage treatment plants prior to outfall for future sewage plants; policies which prohibit the development of oil ports, airports, and nuclear power plants in the County; policies supporting agricultural interests; a policy requiring buffer zones for single unit; construction; and the use of transferable development rights be prohibited. Pedro Tama felt the plan should address septic and water problems more thoroughly. Also, he felt the Chimacum Valley Ridges should be designated resource production rather than rural. Larry Dennison read his letter dated January 3, 1979, to the Planning Commission. He asked that more importance- be given to the protection of prime agricultural land. He asked that more specific goals and policies be directed toward energy consumption,.and conservation, and an energy plan be incorporated in the draft plan. He asked that goals and policies be made encouraging the County to be economically self-reliant by investments and development being made within the County, and by labor intensive and lower technological industries dependent upon local resources being developed. He asked that clustering policies be either more specific and strict or eliminated. Rick Dennison said he thought the feelings of the people are not expressed in the plan. -2 - July Jamen felt the plan should be entirely oriented towards a small growth community with local control. Michael Bowe said the plan tends to be too inspecific, e-apecially those policies on commercial, residential, and energy development. Innova- tive sewage and utility uses should be encouraged. Iand used for resource production should be given tax breaks. Kristine Deweese asked that the urban/suburban designation not be reiterated. She asked that the energy policy referring to the develop- ment of oil ports, nuclear power plants, etc . , be one of opposition. She asked that a policy be made regarding the use of herbicides. The policy should be either in opposition to any spraying or require sprayed - areas to be posted. She also asked that open space taxation be encouraged. Janeen Hayden asked that the urban/suburban designation be given to the Port Townsend, Port Ludlow, and Cape George areas only. *-She asked that the four percent growth standard be reduced. She asked that housing not be scaled to demand. She felt this type of scaling reflects developer's desires rather than the communities'. Louie fit rris suggested density requirements be eliminated because the courts tend to view comprehensive plans as zoning regulations_ in the absence of such regulations. He suggested the County adopt the plan as proposed then later refine it as data is collected due to the urgent need in such a fast-growing area as Jefferson County. Due to the late hour, Eva Taylor moved to continue the public hearing until Wednesday, January 31, 1979, at 7:30 p.m. William Sevensson seconded the motion. The motion carried with a vote for unanimous approval. The staff agreed to prepare a report identifying issues presented. IV. ADTOURNMENT The meeting adjourned at 10:20 p.m. V.
