OPENING BUSINESS
Chairman Randolph called the meeting to order at 7:40 p.m.
Members present were Karl Randolph, Richard Kenyon, Harry Pollard, Finis
Stevens, Norris Short, and Eva Taylor. A quorum was declared by Chairman
Randolph.
Representing the Planning Department staff were Director David Goldsmith,
Assistant Planner Tom Aumock, Associate Planner Carol Saari, and Secretary
Laura Southmayd.
Guests were Lincoln F. Rogers, Ruth L. Millman, Lawrence Millman, Robert F.
Sahli, Bruce Bailey,'Curt Eastmen, Roscoe Bancroft, Frances -Tyner, George
Tyner, and Port Townsend Leader Reporter Anne Sigman.

A. Josephine Crist: David Goldsmith explained that a petition was submitted
to the County to vacate a portion of Tukey .AVen - between B1.ocks 7 and 10,
and Lots 1 through 7, Block 10,Tukey's Addition to Port Townsend. The appli-
cant asks for the vacation in order that an existing.lot could be made usable
as a residential site.
Mr. Goldsmith reviewed findings and conditions made by applicable agencies
(copy attached to official minutes). He noted the Public Works Department
changed their finding after inspecting the site. The/ dhafiged fi:ndi rig;,read "The
proposed vacation will not hinder the maintenance of existing and/or future
utility service poles or lines, there are no lines on the section of the road."
Consequently, they eliminated their conditions.
Mr. Golldsmith read a letter dated February 6, 1979., from adjacent property
owners to the proposed vacation, Ruth and Lawrence Millman. They said
they objected to the vacation because it would block westerly access to their
home and it would block access of adjacent property owners to the beach.
Bruce Bailey, owner of Chevy Chase Resort, said he felt Tukey Avenue was the
best route for future expansion of the road system in the area. Therefore,
he opposed the proposed vacation.
Curt Eastman, representative for the appiftation,saW the terrain would prohibit
extention of Tukey Avenue, and Discovery Street would be sufficient for any
future expansion. He explained that that porti.on of Tukey Avenue fronting
property owned by Harold DeJong could -not be vacated in its entirety because
it consists of two lots and the second would be land -locked. He noted Mr.
DeJong .would not agree to vacate his property lines. Mr. Eastmen asked that
a thirty foot access be provided to Mr. DeJong's second lot and the rest of
Tukey Avenue between Blocks 7 and 10 be vacated.

George Tyner, a property owner in the area, said that Harrision Street
would provide best expansion of the road system in the area.
Finis Stevens moved to recommend to the County Commissioners they accept
the findings made and approve the vacation of that portion of Tukey Avenue
petitionedoexcept for a thirty foot easement fronting Harold DeJong's property.
Harry Pollard seconded the motion. Members discussed how the land within the
easement to be vacated would be distributed and how the land within'the
remaining thirty foot easement would be distributed if vacated in the future.
They found an -inequity would exist; the owner of Block 10 would receive a
major portion of the easement as moved to be vacated and half of the remaining
easement if vacated. Finis Stevens ancL(Harry Pollard agreed to withdraw the
motion.
Norris Short moved to recommend to the County Commissioners they accept the
findings made and approve the vacation of Lots 1 through 7, Block 10, Tukey
Addition to Port Townsend, along with the following described portion of
Tukey Avenue: That portion of Tukey Avenue lying south of a line .running
along the common boundary of Lots 4 and 5, Block 7, to the northeast corner
of Lot 3, Block 10, a line commencing from the southern most point of Lot 7,
Block 7, to the southeast corner of Lot 7, Block 10, all'within Tukey's
Addition to Port Townsend. Harry Pollard seconded the motion. Upon a vote
it carried with four in favor and one opposed, Eva Taylor.
Bi Jimmie Cotton: Carol Saari explained that the unplatted intersection
of Blanche and Vale Streets in Morrissey Addition to Hadlock has been
petitioned to be vacated. The intent of the vacation is to realign the
existing road between County Road No. 18-15-63 and 18 and increase it to a
width of -sixty feet.
Miss Saari read findings and suggested conditions of applicable agencies
(copy attached to official minutes).
Members asked questions of the staff about the proposed vacation.
Finis Stevens moved to recommend to the County Commissioners they accept the
findings made and approve the vacation subject to the suggested conditions.
Harry Pollard seconded the motion and upon a vote it carried with unanimous
approval.
III. PRELIMINARY LONG SUBDIVISIONS
A. Eastview Estates, #E-78: Tom Aumock explained that the preli'm4nary plat
for Eastview Estates was approved by the County subject to conditions as -
stated in a report dated March 6, 1978. The proposed subdivision consisted
of aleighteen acre, ten lot, industrial park and a seventeen acre, nineteen
lot, residential division. The industrial park was recorded September 13, 1978.

The final plat consisted of six sites. The residential division was recently
sold and the new owner asks that a preliminary plat extention be given so
he can meet the conditions of preliminary plat approval. Also, he asks that
the name of the residential division be changed to Island Vista.
Rick Kenyon moved to recommend toaithe County Commsissioners they grant the
extention for one year and they accept the new name for the subdivision.
Finis Stevens seconded the motion. Upon a vote it carried with unanimous
approvals.
MISECLLANEOUS
David Goldsmith reviewed with members the Planning Department's proposed work
program for 1979. Members discussed the program. It was pointed out the
development plan for the Brifhnon community was not scheduled. Members found _
that other communities have petitioned for planning assistance prior to the
Brinnon community and the Planning Department staff has a full work -program
for 1979. Rick Kenyon moved to recommend t0,XftW Board of County Commissioners
instruct the Planning Department that planning assistance to the Brinnon
community should not take precedence over other communities who have petitioned
for such assistance prior to the Brinnon community. Norris Short seconded the
motion. Upon a vote it received unanimous approval.
Norris Short reviewed an article on the encouragement of using methane gas;.
Norris Short asked for any suggestions members might have as a topic for
discussion at the Planning Association of Washington's Fall Conference. It
was suggested performance standards in land use management be'a topic.
ADJORUNMENT
The meeting adjourned at 10:10 p.m.

DESCRIPTION: Portion of Tukey Avenue in Tukey Addition to Port Townsend commencing
at the northeast corner of Lot 1, Block 10,'running thence south along the east

of Lot 7, Block 10, the whole distance being about 370 feet and 60 feet in
iiidth. Section 30, Township 30 North, Range 1 West, W.M. (Discovery Bay).
$fXEST: To vacate that portion of the above -referenced County road to increase
usable area for a future residential homesite. At present, all of the properties
in the area have access without opening up that portion of Tukey Avenue..
FINDINGS: '
1. County Public Works Deparment (Milt Sanstrom):
a. The proposed vacation will not be consistent with the orderly expan-
Sion of the County road system.
b. The proposed vacation will not compliment the overall area circulation.
the road may be needed for circulation, service and maintenance.
2. Puget Power (Swend Willadsen): There are no lines on that section of the
road, therefore the proposed vacation will not hinder the maintenance
of existing and/or future electric power service lines or poles.
3. Pacific Northwest Bell Company (Ray Hanson): There are no lines on that
section of the road, therefore the proposed vacation will not hinder the
-maintenance of existing and/or future telephone service lines or poles.
4. County Sheriff's Department (Lee Smith): The proposed vacation will not
hinder the efficient delivery of law enforcement to the area in which the
road is to be vacated.
S. Fire District #6 (Virgil See): The proposed vacation will not hinder the
efficient delivery of fire protection to the area in which the proposed
vacation is located. The Fire Commissioners of District #6 recommended
approval.
6. County Health Department (Randy Durant): At this time, it is not known
whether the proposed vacation will affect usable land area for proposed
septic tank drainfields and/or water well systems. It will depend upon
soils, slopes, existing land .uses, proposed land uses, and available water
source (public or private). j
7. County Planning Department:
a. The Jefferson County Comprehensive Plan land use designation far, the
proposed vacation and surrounding area is residential
b. The proposed vacation is not a designated trail corridor (bicycle,
pedestrian, equestrian) according to the Jefferson County Park, Recrea-
tion and Open Space Plan.
SAGESTED MIDITIONS FOR APPROVAL.:

1. A survey of the right-of-way must be made prior to any vacation action to

Range 1 Nest, W.M. (Hadlock)
RE(?JEST: To vacate that portion of the said County road in order to align the
existing road, and.increase the County right-of-way width to sixty (60) feet
(from the southerly .usage line of the existing road).
FINDINGS:

a. The proposed vacation will be consistent with the orderly expansion
of the County road system.
b. The proposed vacation will compliment the overall area circulation.-
c. The proposed vacation will not require compensation by the applicant
for past County expenditures, pursuant to Jefferson County Ordinance
No. 2-76.

City of Port Townsend Utilities Department (Jack Fields): The proposed
vacation will be consistent with the orderly expansion and/or maintenance
of existing an/or future water systems. A six (6) inch water main runs
along County Road No. 18 (Chimacum-Hadlock Road).
3.
County Sheriff's Deparment (Lee Smith): The proposed vacation will not
hinder the efficient delivery of law enforcement protection to the area
in which the road is to be vacated.
4.
County Planning Department:
a. The Jefferson County Comprehensive Plan land use designation for the
proposed vacatio and surrounding area is residential
b. The proposed vacation is not a designated trail corridor (bicycle,
pedestrian, equestrian) according to the Jefferson County Park,
Recreation, and Open Space Plan:
SUGGESTED CONDITIONS FOR APPROVAL:

The existing roadway must be kept open across the affected portions of
Lots &. 29 and 30 in the Morrissey Addition to Hadlock, Block 1.
