APPROVAL OF MINUTES NOTE: This meeting is tape recorded and the tapes are on file with the Jefferson County Planning Department. I. OPENING BUSINESS Chairman Randolph called the meeting to order at 7:30 p.m. Members present were Karl Randolph, Dorithe Harrington, Finis Stevens, Eva Taylor, Norris Short, Harry Pollard, and William Svensson. A quorum was declared by Chairman Randolph. William Svensson left at 10:04, during the discussion of the Subdivision Ordinance. Representing the Planning Department were Director David Goldsmith, Assistant Planner Tom Aumock, Associate Planner Carol Saari, and Secretary Laura Southmayd. Guests were Port Townsend Leader Reporter Dennis Anstine, C.E. Gregory, A.C. Shier Jr., Kala Point Manager William H. Lindeman, Anita Lockhart, Roscoe B. Bancroft, and Robert..-'. Fikkema. -of Trico Land Company, Ryan Ki.ngma, Karen S. Liden, Bobbie Bloemker, Dr. William K. ,Bloemke.r,, Bruce Bailey, William A. Isley, Louis Gibson, David Cunningham, Neil Liden, and Bob Lockhart. Minutes of January 31, February 7, and February 20, 1979, were approved as written. II. PRELIMINARY LONG PLATS A. Kala Point 6, #K-79: Tom.Aumock reviewed the preliminary plat to be the sixth division of the Kala Point development. Approximately twenty-four acres will be divided into forty-six residential sites, having community water, individual septic tanks and drainfields, trails, open space, and community facilities. The development will also have graded roads with sixty feet of right-of-ways. The roads will be private rather than public, a variance from the requirements of the Subdivision Ordinance. Mr. Aumock also reviewed conditions recommended by the Health, Public Works, and Planning Departments for final plat approval (copy attached -to -official minutes). Members questioned Kala Point Manager Bill Lindeman about the proposed develop- ment. Dorithe Harrington moved to recommend to thp County Commissioners they approve the preliminary plat and the request for a variance subject to department recommended conditions. Finis Stevens seconded the motion and upon a vote it carried unanimously. B. Discovery Bay Heights 1 #D-79: The- preli-mi:nary. ply ;bY':T.rf:co land Company, to be located at Adelma Beach on Discovery Bay, was reviewed by Tom Aumock. Ninteen acres will be divided into thirty-three residential lots. The lots will have water, access, community beach, open space, and individual septic tanks and drainfields. The proposal is a part of an intended development of 115 acres into 107 lots. Mr. Aumock also reviewed department conditions recom- mended for final plat approval (copy.ittached to official minutes). Testimony was called for by Chairman Randolph. William Islet' of Chevy Chase Resort said he objected to the proposal because the visua impact created would not be compatible with the surrounding area, and the extefsion of the=Port Townsend Dater" System for the - devel opment' wool d a.tdr,expangi.0fdrism for other development.' Do Robert Fakkema, Engineer for Trico Land Company, said the intent was to create a first class residential development. They would work with Chevy Chase Resort for overall area planning concepts. Heil Linden, an.Adelaa-, Beach resident, objected to the high density of the proposal and future expansion. He objected to possible offensive 1_ighting, roadside parking, and depletion of shellfish resources. Bob Lockhart', alto.a resident of the area, expressed his concern for possible trespass by residents of the development. He asked that signs be posted to restrict the residents from intruding onto neighboring properties. Karen Liden of Adelma Beach also had_.a concern for trespass and infringement of privacy. William ,Bloemker a resident of Adelma Beach, said he felt Port Discovery Road could not handle the increase traffic created bj the dqvelopment. ftr er'sr1ngress- and egress onto the road would be hazardous:.. Members deliberated on;:the proposed project. They discussed -the concerns expressed as well as pedestrians crossing Port Discovery Road, bluff erosion caused by increase road traffic along the bluff, and a self -policing program to control trespass. William Svensson moved to postpone action on the application until -the Planning Department staff could address the concerns made by developing suggested conditions for the Commission's review. There being no second the motion was not acted upon. Finis Stevens moved to recommend to the County Commissioners they approve the -- preliminary plat subject to conditions suggested for final plat approval-. Atso, the Board should address the following concerns: (1) adjacent property owner's privacy should be protected; (2) a conflict between equestrian and pedestrian traffic is likely to occur in the future; (3) water taps should be secured prior , to final plat approval; and (4) potential light pollution problems be addressed in the developers designs. Harry Pollard seconded the motion. Eva Taylor moved. to amend the motion by adding a fifth concern; the County. Engineer• be instruc-ted to review possible bluff erosion and road improvement needs along port Discovery Road. Finis Stevens seconded the amendment. With a unanimous vote, the -.amended -I. motion' carr$ted.• 1 C. Eastview Estates (Island Vista), #E-78i Tom Aumock explained that the proposed residential development of Eastview Estates, called Island Vista; is the division of seventeen acres into twenty-two single family lots and one multifamily lot. The preliminary plat was approved by the County March 5, 1979, and extended February 13, 1979. The developer now asks that the right-of-way width to the multi -family dwelling on Lot 23 be reduced from the required sixty feet to forty feet. Mr. Aumock reviewed a condition suggested for variance approval by the Public Works Department (copy attached to official minutes). Eva Taylor moved to recommend to th}}ee County Commissioners they grant the variance subject to the condition mated as it appeares to be in conformance with draft Subdivision Ordinance. Finis Stevens seconded the motion. It carried with a unanimous vote for approval. III. FINAL LONG PLATS A. Brown Mobile Home Park, #B- 78: Tom Aumock explained that the proposed development is an extention of an existing mobile home court just.south of Four Corners. Thirty-two sites on eight acres will be added to forty-two sites on six acres. The preliminary plat was approved by the County November 13, 1978. Mr. Aumock read conditions of that approval, noting al.l conditions were met. -2- Norris Short moved to recommend to the County Commissioners they accept the final plat. William Svensson seconded the motion. Upon a vote it carried with unanimous approval. B. Roger's Lonq Plat, #R-78: As explained by Tom Aumock, the preliminary plat for the division of approximately seven acres into two residential lots, a resubdivision of a short plat, was approved by the County September 11, 1978. All conditions of preliminary plat approval were met. Mr. Aumock read the conditions. Finis Stevens moved to recommend to the County Commissioners they accept the final plat. Eva Taylor seconded the motion. It carried with a unanimous vote for approval. C. Port Ludlow Division 4, #P74/78: Tom Aumock-explained that this fourth division of the Port Ludlow development would create 238 lots on 124 acres of land. All conditions of preliminary plat approval, issued. August 7, 1978, were met. Those conditions were read by Mr. Aumock. Eva Taylor moved to recommend to the County Commissioners they accept the final plat. Finis Stevens seconded the motion. It carried with a unanimous vote for approval. IV. PETITIONS FOR VACATIONS OF COUNTY ROADS A. Frederick and Millicent Reid: Carol Saari reviewed the request to vacate a portion of Linden Street between Blocks 6 and 7 of Bayview Addition to Hadlock. The.applicants wish to consolidate their properties lying on either side of the road. Further, Miss Sarri reviewed department findings and a suggested condition -(copy attached to.official minutes). Members asked questions about the request. Eva Taylor moved to recommend to the County Commissioners they approve the request subject to the suggested conditions. Finis Stevens seconded the motion and upon a vote it carried with unanimous approval. B. Mark and Laurie Stewart: Carol Sarri explained that the applicants wish to vacate a portion of 7th Avenue between Lot 7, Block 32, and Lot 15, Block 35, of Chalmer's No. 2 Addition to Hadlock in order to consolidate'their properties. She reviewed findings made by applicable agencies (copy attached to official minutes). Members asked questions regarding the proposal. Norris Short moved to recommend to the County Commissioners they approve the request. Finis Stevens seconded the motion. It carried with a unanimous vote for approval. V. DRAFT JEFFERSON COUNTY SUBDIVISION ORDINANCE David Goldsmith reported on the status of the draft ordinance. The Commission reviewed changes to the originally revised version of the ordinance issued in January, 1978, at a public hearing on September 6, 1978. Since then, additional changes have been made. 4 : ,, -3- Mr. Goldsmith highlighted those changes. The standard width for private road right-of-ways for short plats could be reduced, as prescribed by the Pualic Works Director, not less than thirty feet when the road (a) serves four or fewer lots, (b) dead ends due to a topographic feature, and (c) does not exceed four hundred forty feet in length. The standard width for private,road right- . -of,mways for long plats and mobile home parks may be reduced to fifty feet, or forty feet when they are four -hundred forty feet or less ftt length and serve twelve lots or less.. Also, a new chapter addressing recreational vehicle and travel trailer parks was added. Chapter 10 on .variances was changed. The criteria for judging variances was made more explicit. Norris Short moved to recommend to the County Commissioners -they approve the draft ;ordinance with the changes stated. Finis Stevens seconded the motion. It carried with a unanimous vote for approval, including Chairman Randolph. VI. DRAFT JEFFERSON COUNTY ROAD, STREET, OR ALLEY VACATION ORDINANCE David Qoldsmith explained that the Commission had held a public hearing on the draft ordinance September 6, 1978. Changes made by the Commission were incorporated in the draft. Additional changes were made since then; further explanation of the County Commissioners administrative duties were defined and administrative changes to the application form were made. Harry Pollard asked that "street" be changed to "highway" where applicable in describing vacation types. This would keep the context the same as that made in Section 2, Definitions. Norris Short moved to recommend to the County Commissioners -they accept the draft ordinance with the changes stated. Dorithe Harrington seconded the motion. It carried with a unanimous vote for approval, including Chairman Randolph. VII. MISCELLANEOUS On April 18, 1979, the Planning Commission is sponsoring "A Short Course 1n Local Planning" at Fort Worden State Park from 7:00 to 11:00 p.m. VIII. DRAFT JEFFERSOU COUNTY COMPREHENSIVE PLAN David Cunningham, former Planning Department Director, explained that the Commission received testimony on February-20, 1979, from Pedro Tama per --his letter dated February 19, 1979. The letter suggested a designation change on the optimum development map for -the Quimper Valley. The Commission, byformal motion,,adopted the change to become part of the plan. The County Prosecuting Attorney, William Howard, was consulted after the meeting. He determined that the Commission should. rescin4 the motion because the testimony suggesting the change was received after the public hearing was closed. Finis Stevens made a motion that would. read "Due to the inequity in accepting public testimony after the public hearing was closed, and on the advise of the Jefferson County Prossecuting Attorney, the motion adopted February 20, 1979, amending the optimum development map to the designation of resource production for that area referred to as the Quimper Valley is rescinded." Dorithe Harrington seconded the motion. Upon a vote it carried unanimously. Finis Stevens moved to amend the designation of the Quimper Valley on the optimum map from suburban to rural as per the map titled Attachment A. Harry Pollard seconded the motion and it carried with a unanimous vote for approval. -4- Norris Short moved to reconsider the motion made February 20, 1979, on the r.i herbicidal issue. Dorithe Harrington seconded the motion and it carried with four in favor and one opposed, Finis Stevens. Norris Short moved to have the , herbicidal. policy approved February 20, 1979, by the Commission, changed to read "Herbicides used to control weeds and brush along public roads should not be applied in areas where adjoining property owners have properly notified the County of their opposition to such practices,- -ands have posted said property in compliance with County requirements. Alternative mans of weed and brush control is encouraged and should be employed whenever feasible and practicable.” Dorithe Harrington seconded the motion and it carried with four in favor and one opposed, Finis Stevens. Norris Short moved to reconsider Chapter 10 of the draft plan. -Harry Pollard seconded the motion. It carried with a unanimous vote for approval. Norris Short moved to have anew part added to Chapter 10 of the draft plan that would�be placed after the first paragraph. It would read "The optimum development map serves as a graphic representation of the goals and policies contained in this plan. This rm#p is intended to be general in nature and may be amended! or refined by initiation of one of the ,following methods: (1) The progressive adoption of community develop- ment plans.. (2) Requests by individual citizens or .property owners for specific, amendments or clarification. (3) Changes ini;tiad by the'Jefferson County Planning Commission and/or Board of County Commissioners. Ammndments to the optimum development map shall be judged consistant with the goals and policies contained in this plan or as amended and follow the procedural requirements out- lined in R.C.W. 36.70, the Planning;Enabling Act." Eva Taylor seconded the motion. It carried with a unanimous vote for approval. A memorandum from the Planning Department dated March 5, 1979., (copy attached to official minutes), was distributed to members. The memorandum suggested a motion for the Commission to recommend to the County Commissioners to adopt the draft plan as amended. Eva Taylor moved to accept the suggest motion. Finis Stevens seconded the motion. It carried with a unanimous vote for approval, including Chairman Randolph. IX. ADJOURNMENT The meeting adjourned at 11:30 p.m. X. ISLAND VISTA PRELIMINARY PLAT VARIANCE REQUEST PROPOSED DEVELOPMENT: The Jefferson County,Board of Commissioners approved the preliminary plat of Island Vista, which is a subdivision of seventeen (17), acres of land into twenty-two (22) single family lots and two (2) multi -family residential lots. The plat as approved had sixty feet of access to all twenty-four (24) lots. LOCATION: Northerly of the Crown Zellerbach Mill, fronting Port Townsend Bay, and at the southern end of the City limits at Grant and Thomas Streets, in the North Ralf of the Nowthwest Quarter of Section 15, Township 30 North, Range 1 West, W.M. VARIANCE REQUEST: To reduce the sixty foot legal access provision to a multi -family residential of to a forty (40) foot legal access provision. , DEPARTMENT CONDITIONS RECOMMENDED FOR FINAL PLAT APPROVAL: 1. Public Works Department: Variance be approved subject to the condition that the. access road shall be designed and constructed to the standards of the Jefferson County Engineer. PLANNING COMMISSION ACTION: At their public hearing March 7, 1979, the Commission recommended the variance be approved subject to department conditions for final plat approval.
