APPROVAL OF MINUTES NOTE: This meeting is tape recorded and the tapes are on file with the Jefferson County Plannind Department I. OPENING.BUSINESS The meeting was called to order at 7:40 p.m. by Vice -Chairman Stevens. Members present were Finis Stevens, Norris Short, William Svensson, Harry Pollard, and George Burkhart. A quorum was declared by Vice -Chairman Stevens. Representing the Planning Department staff were Director David Goldsmith, Assistant Planner Tom Aumock, Associate Planner Carol Saari, and Secretary Laura Southmayd. Guests were Kala Point Development Manager William Lindeman and'Devel.oper Bruce Brown. 0 Minutes of March 7, 1979, were approved with two corrections. On page three under pet :inns for vacation of County roads the wording "...(copy attached to official minutes)" was added at the end of the.first paragraph of the Reid's and Stewart's request. II. PRELIMINARY LONG PLATS A. Cotton Long Plat, #C-79: Carol Saari explained that the proposed subdivision is a resubdivision of the Weidman Short Plat filed by the County December 8, 1975. The short plat filed was for four commercial lots in Hadlock. The developer wi$hes to divide Lot 1 of the short plat on three-quarter acre into two lots. Because the resubdivision is proposed within five years of receiving final short plat approval, the filing of a long plat is required. The proposed lots will have water supplied from the Port Townsend Water System, individual septic tanks and drainfields, and access from the adjacent County roads. Fee's-in-lieu of open space shall - be provi do,,,, Miss,Saari reviewed findings and conditions recommended for final plat approval made by the Health, Engineer, and Planning Departments (copy attached to official minutes). Members discussed plat design, such as access, buffering, open space, and use. Norris Short moved to recommend the preliminary plat subject to that would read "No new access Road No. 18." George Burkhart with unanimous apprnval. III. The final .plat was reviewed at the March 7, 1979, meeting. Because there were changes made to the finished plat, the plat was re -submitted to the Commission. Members questioned' Kala Point -Manager -Bill Lindeman on the developments cul-de-sacs and water supply. Norris Short moved to recommend to the County Commissioners they accept the final plat. William Svensson seconded the motion. It carried with an unanimous vote for approval. IV. ELECTION OF OFFICERS David Goldsmith explained that officers of the Commission are usually chosen in October of .every year. Because. Chairman Randolph said he would resign when the Comprehensive Plan was complete, the Commission agreed at their October,.1978,meeting to retain him as Chairman -until such time as he did resign. Mr. Goldsmith noted Chairman Randolph had submitted his resignation therefore the selection of new officers was in order. Terms for the new officers would run until October of 1979. Vice Chairman Stevens called for nominations for chairman. Harry Pollard nominated Norris Short. There being no further nominations a vote was taken. Norris Short was -unanimously elected Chairman. Vice Chairman Stevens called for nominations for Vice Chairman. William Svensson nominated. George Burkhart. There being no further nominations a vote was taken and George Burkhart was unanimously elected as Vice Chairman. Norris Short moved to re -appoint Laura Southmayd as secretary. George Burkhart seconded the motion and upon a vote it carried unanimously. V. MISCELLANEOUS George Burkhart moved to have the Planning Department staff write a letter to Karl Randolph recognizing his outstanding performance as a member of the Commission. Norris Short seconded the motion and upon a vote it carried unanimously. Members were reminded that "A Short Course in Local Planning", sponsored by the Commission, would be held Wednesday, April 18, 1979, at the Fort Worden Chapel at 7:00 p.m. The Planning Association of Washington Spritg Conference would be held May 2nd through the 5th in Spokane. Members who wish to go were asked to notify the Planning Department. A new associate planner, Ed Darden, was added to the Planning Department staff. Members asked the Planning Department staff to show slides or pictures of proposed developmentsin their presentations when they are available. -2- The Comprehensive Plan was submitted to the County Commissioners. The Board would be holding a public hearing before they take any action. Members discussed the "Appearance of Fairness Doctrine" -and -conflicts of interest. VI. ADJOURNMENT The meeting adjourned at 9:45 p.m. VII. DEVELOPMENT: Resubd.ivisi•on of 'Lot 1 of the Wiedman Short Plat into 2 commercia`f lots. According to the Jefferson County Subdivision Ordinance, Section 6.111, lots created through the short subdivision process shall not be further divided in any manner within, a period of five (5) years without the filing of a long plat. On December.8, 1915, the Wiedman Short Plat,. a plat consisting of four commercial :lots, was approved and 'filed. Therefore, because the applicant is proposing to resubdivide-a short plat lot within the five (5) year period he is proceeding in -full compliance with -the Subdivision Ordi-nance.by•the filing of a long plat for the resubdivision. LOCATION: Approximately one-fourth mile south of the traffic light at Hadlock on County Road No. 18 in Section 2, Township 29 North, Range 1 West, W.M. The new Hadlock Post Office is located on said property. ENVIRONMENTAL REQUIREMENTS: A final declaration of non -significance was issued by the Jefferson County Board of Commissioners on March. 19, 1979. DEPARTMENT AND/OR AGENCY FINDINGS: Jefferson County Planning Department: 1. The proposed long plat is designated residential in the existing Jefferson County C*m ehensi.ve Plan land use map, and designated commercial in the proposed Jefferson County Comprehensive Plan optimum development nap. 2. As designated in the Jefferson County Park, Recreation, and Open'Space Plan, .a County bike trail route runs along County Road No. 18 (Chimatum-_Hadlock Road), abutting the east boundary line of the subject plat. 3. The ten percent open space requirement will be net by fees -in -lieu of,•as prescribed in Section 6.204(i) of the Jefferson County Subdivision Ordinance. Public Works- Department: I. Constructed County roads abut the subject plat on three (3) sides, therefore., access provision will not•be a problem. 'DEPARTMENT AND/OR AGENCY REC"ENDED CONDITIONS FOR FINAL PLAT APPROVAL:. .Jefferson County Planning Department: 1.
