OPENING BUSINESS The meeting was called to order at 7:35 p.m. by Chairman Short. Members present were Norris Short, George Burkhart, Finis Stevent-,Dorithe Harrington, D. Stewart Lennox, and Harry Pollard.* A quorum was declared by;Chairman Short. " Representing the Planning Department were Director David Goldsmith, Assistant Planner Tom Aumock, Associate Planner's Carol Saari and Ed.Darden,. and Secretary Laura,South- mayd. Guests were. Robert Fifer, Lucia'Fifer, Jean Lennox, Engineer Chuck MacLearnsberry, Jefferson County Health Sanitarian Randal Durant., and Port Townsend Leader Reporter Denis Anstine. Minutes of May 2, 1979, were approved with. three corrections. D. Stewart Lennox-"-A-- name was corrected. On page two under Tamarack Tillage, the third paragraph consis}'. ting of one sentence was -added to the end of paragraph two. A third paragraph was added that would read;"Finis Stevens moved to recommend to the County Commissioners that they grant the extention on the preliminary plat. Harry Pollard seconded the motion and upon a vote it carried with unanimous approval.'; On page three under Cotton Long Plat, the second sentence of the first paragraph was changed to read ". Weidman Short Plat filed with the County ." II. PETITIONS FOR VACATION OF COUNTY ROADS A. Robert Fifer: Carol Saari reviewed the request tb vacate a triangular portion of the Old Chimacum-Hadlock County Road fronting the'":Hadlock,Mobil Service Station. That portion of the road -:is not being used as a road but as a service area for the gas station owned by the principal petitioner. Miss Saari also reviewed -department and'. Agency findings and a condition for approval. (Copy of the staff report.is attached to the official minutes.)' Members questioned the principal petitioner, Robert Fifer, and Miss. Saari about access for adjacent properties in the vicinity of the subject road George Burkhart moved to recommend to the County Commissioners they approve the vaca- tion subject to the conditions stated with one change; item,"c" would be eliminated. as it is in conflict with findings 1(a) and (b) made by:the Jefferson County"Publi.c Works Department. Dorithe Harrington seconded the motion. It carried with an unani- mous vote.for approval. III. PRELIMINARY LONG PLATS A. Quilcene Trailer Court, #Q-79: Tom Aumock reported,on the proposed development. Approximately three "acres in Quilcene will be divided into ten residential; sites for mobile homes. An eleventh lot has an existing building on it. That lot would not be used for siting a mobile home. Mr..Aumock read a letter dated.March '22, 1979, from Superintendent Cliff Campbell of Quilcene School District #46. He said the mobile home court would create no substantial impact on the school. Mr. Aumock reviewed department findings and conditions for approval. (A copy of the staff report is attached to the official minutes.) -1- LJ 0 Members discussed density of sites and flow eapacityz�for potential fires and the Heal'th.Department Sanitarian Ran MacLearnsberry. Randy . Health Department requirements„and°eater fire district requirements. They questioned Durant and 'the developer's en meer; Chuck George Burkhart moved to recommend to the County Commissioners .they make the find- ings stated and approve the proposal subject to the condt.tions stated 4th two changes. Condition 1(d) be changed to read "The -final. plat-shal,l..contain the nota- tion NOTICE TO POTENTIAL OWNERS"OF THE MOBILE HOME PARk""', -Condition 3(0) be changed to read "Maintenance of the open space areas and roads sha11. be the obligation -of the owner of the mobi1d home park.." Condition 3.(d) be.changed:to read "The-mobile horn park shall incorporate adequate capabilities for fire protection,in accordance with sound engineering practices and local fire district requirements." --Finis Stevens seconded the motion and upon a vote:it carried with four in favor -and one opposed, Harry Pollard. IV. DRAFT JEFFERSON COUNTY"COMPREHENSIVE PLAN David Goldsmith explained that the'Board of Commissioners had .reviewed the draft plan and the recommendation of the Commission to approve it with--the-changes and,correc- tions stated in Addendum -A. The Board, after holding a public hearing.on May 29., 1979, made some additions and changes. Those revisions are required to be reviewed by the Commission at a public hearing. Mr. Goldsmith reviewed the Board's additions and changes 'as stated. in Addendum B (copy attached to the official minutes). Chairman Shortcalled-for public testimony on Addendum B. There were no comments from the audience, Members discussed Addendum B. They decided that item two under page.forty-seven should .read ".Jefferson County should develop a permit system to govern -the transport of hazardous toxic, explosive, or radioactive materials,or cargo within the confines of Jefferson County. The system.should include provisions for route selection,' evacuation plans, etc." Members generally agreed that.the -item under page fifty-six should read "Jefferson County should not be the repository -for hazardous, toxic, or radioactive -wastes generated outside of the confines 'of Jefferson County.." They decided that the item under page sixty-si.x and sixty-seven should read:"Projects in excess of five units per acre must be those related.to employment centers, transporta- tion systems, and.public facilities such as water'supplies and-sewage.disposal. The provision and close proximity of arterial roads, utilities,. commercial services, drainages, emergency services, garbage disposals, schools, and other communtiy services is deemed necesssary for these types of developments." David. Goldsmith presented some suggested motions.to the members on how to.correctly approve the plan with the revisions made (copy attached -,to official. mi.aautes), Dorithe Harrington proved to rake ,motions one and two .a.sstated'�.inserti�ng 'Addendum as :.revised. George Burkhart'seconded the motion and .upon a -vote it carried with una imous - roval:. Gorge- Burkhart moved to snake motion three as stated. Harry Pol and seconded the motion and.upon a. -vote it carried with unanimous approval. George Burkhart moved to make ration four as stated. D. Stewart-Lennos seconed the motion and upon a vote it carried with unanimous approval. 5-Z O ! • David Goldsmith distributed to members a suggested.motion and resolution for recommending adoption of the plan (copy attached to the official minutes) The resolution was corrected to read.on the last paragraph of the first.page °. . as amended and dated May 29, 1979, add June 6, 1979; and . Finis Stevens moved that the motion and resolution as stated.be approved. 'George Burkhart seconded the notion. It carried with a unanimous vote for approval': Chairman Short and Secretary -Laura Southmayd:.'signed the document. V. MISCELLANEOUS At the next -regular meting of the Commission the six year. County road program will be pretented by Director Milt Sanstrom of the Jefferson County Public Works Depart- ment. Members agreed.that the July meting be scheduled for the lath since the regular meeting day would be a holiday. The -.April. 1979 edition of the Planning Association of Washington's newsletter was distributed to members. VI. ADJOURNMENT The.meeting adjourned at 11:00 p:m. VII. Section 2 Mary Rutter; south 52 feet of Tax 74, Section 2 Gert McMillen; Tax 65, Section 2 Pat Archer; Lot 3, Norton's 1st Addition to Irondale, Section 3 James Gibbons; Tract 121, 7th Avenue Acre Tracts, Section.3 REQUEST AND ROAD DESCRIPTION: To vacate that triangular portion of the Old Chimacum- -Hadlock County Road, No. 18-15.63, lying north and west of the westerly margin of County Road No. 18, adjacent to Tax Lots 86 and 141. The whole distance is about one hundred eighty feet in length and about twenty-seven feet in width at the southerly end of said road, diminishing to a point at the northerly end of said road. The applicant is requesting to vacate said road because it is not being used as a County road. It is presently being used as a service area for the Mobil gas station and a parking area for Bill's Barber Shop at the Hadlock four-way stop. The right-of-way is paved with AC paving except that portion in the southwest corner in front of Bill's Barber Shop. which is gravelled. DEPARTMENT'AND�OR AGENCY'FINDINGS: 1. Jefferson ounty Department of Public Works: a. The proposed vacation will not conf1,ict with the orderly expansion of the County road system. b. The proposed vacation will not hinder the overall area circulation. c. The proposed vacation shall require compensation by the applicant.for-past County expenditures, pursuant to Jefferson County Ordinance No. 2-76. d. The proposal is to vacate to the centerline of County Road No. 18-15.63. As a result, the public will: no longer be able to use that portion of the road for access, and it will be necessary for the road to be barracaded off and a new alignment constructed (across from the Hadlock Apartments). 2. Port Townsend Utilities Department: The proposed vacation will not conflict with the orderly expansion or maintenance of existing or future water systems. 'Water rains are located under County Road No. 18 (the new Chimacum-Hadlock Road). 3. Puget Sound Power and Light Company: The proposed vacation will not hinder the maintenance of existing or future electric power service lines or poles. A power line pole is located in the northeast corner of Tax 86 (Mobil Station) and lines run overhead along the*County right-of-way of County Road No. 18. 4. Pacific Northwest Bell Telephone Company: The proposed vacation will.not hinder the maintenance of existing or future telephone lines or poles in the area which the vatation..is located. 5. Chimacum Fire -Protection District #1: The proposed vacation will not hinder the efficient delivery of fire protection service to the area in which the proposed vacation is located. 6. Jefferson County Sheriff's Department: The proposed vacation will not hinder the efficient delivery of the law enforcement protection to the area in which the road is to be vacated. 7. Jefferson County Planning Department. a. The existing Jefferson County Comprehensive Plan land use designation for the proposed area is residential. The draft Jefferson County Comprehensive Plan optimum land use map designation for the proposed vacation and surrounding area is commercial.' b. The proposed vacation is not a designated trail corridor according to -the Jeffer- son County Park, Recreation, and Open Space Plan. County Road No. 18 is a designated bike route. SUGGESTED CONDITIONS FOR APPROVAL: 1. Prior to final road vacation approval by Jefferson County, the applicant shall con tact the Jefferson County Department of Public Works to negotiate and,pay fees to the County for (a) past County expenditure pursuant to Jefferson County Ordinance Ho. 2-76, (b) installation of a flex beam guardrail and concrete posts at the end c_f County Road No. 18-25.63, and (d) construction of a new alignment between County Road No. 18-15.63 and County Road No. 18 (across from the Hadlock Apartments). LOCATION: West of the Timberhouse Restaurant and north of State Highway 101 in Quilcene; Section 23, Township 27 North, Range 2 West, W.M. ' DESIGN AND/OR REQUIRED IMPROVEMENTS: A. Lots: 2.47 acres allocated to lots; average lot size is 8878 square feet; minimum lot size is 7125 square feet; 3.98 lots per gross acre B. Roads: 0.35 acres allocated to road; 0.07 mile of road; private C. Common.Area: 0.5 acres allocated to open space D. Water Supply Source. Community well E. The proposed long plat is designated residential in the existing Jefferson County Comprehensive Plan land use map, and appears to be suburban in the proposed Jefferson County Comprehensive Plan optimum development map. b. As designated in the Jefferson County Park, Recreation and Open Space Plan, a County bike trail route runs along State Highway 101. 2. Jefferson County Department of Public Works: Access point.off of Florence Street will be consistent with County standards. CONDITIONS FOR -APPROVAL: ' 1. Jefferson County. Health Department: a. Approval of the water system as per W.A.C. 248-54 by the Washington State Depart- ment of Social and Health -Services, Water Supplies and Waste Section, shall be made prior to final plat approval. b. Variance approval by the Washington State Department of Social and Health Services, Water Supply and Waste.Section, of tightlines for mobile homes within the one hundred foot protective well radius proposed by the developer shall be made -prior to final plat approval. c. Inspection of the staked well radius, lot lines, and location of inner arterials of plat shall be made by the Jefferson County Health Department. d. The final plat shall contain the notation NOTICE TO POTENTIAL PURCHASERS: (1) Deep trench (four feet) drainfields are required. 2 Approval of this subdivision does not constitute approval of each lot for on -site sewage disposal systems. Approval of each lot will be conditional on building plot plans, contours, and soils on each individual lot. (3) A buffer strip of open space of twenty feet along Highway 101 must be avail- able.for drainfield installation as necessary. 2. Jefferson County Public Works Department: a. Roads shall be constructed to the standards of the Jefferson County Engineer. b. A County access permit shall be secured from the Jefferson County Department of Public Works. 3. Jefferson County Planning Department: a. Mobile home pads on all lots shall be set back fifteen feet mimimum from the edge of the roadway. b. Lots 4 through 7 fronting Highway 101 shall be restricted from direct access onto State Highway 101. c. A buffer strip of open space shall be preserved twenty feet in width along State Highway 101, and ten feet in width along the west and east boundary lines. d. Maintenance of the open space areas shall be the obligation of the developer. e. The mobile home park shall contain a fire hydrant at or within the center of the turnaround. Housing and Residential Development section, add a new policy numbered 16 that would read "...Disabled or delapidated vehicles, machinery, or boats should be removed from, rather than abandoned, in residential areas." .Page 47 1. .Transportation/Circulation section, add a new policy numbered 15 that would read "At least one air terminal in Jefferson County should meet minimum Federal Aviation Administration standards and be adequate to accommodate scheduled commuter and cargo service." 2. JUNE 109 Jefferson County Planning Commission COURTHOUSE PORT TOWNSEND, WASHINGTON 993169 MOTION FOR APPROVAL OF REVISED AND AMENDED.COMPREHENSIVE PLAN I move that the'following resolution be adopted by this Commission to approve the Jefferson County Comprehensive Plan; A Policy Guide for Growth and Development.consis- tent with the requirements of R.C.W. 36.70.400, .410, .420, .430, and .440. RESOLUTION APPROVING THE "JEFFERSON COUNTY COMPREHENSIVE PLAN: A POLCIY GUIDE FOR GROWTH AND DEVELOPMENT" WHEREAS, the Jefferson County Planning Commission motioned and unanimously approved the August 1978 draft Jefferson County Comrehensive Plan; A Policy Guide -for Growth and Development, including amendments and revisions on March 7, 1979; and WHEREAS, the same was sent to the Jefferson County Board of Commissioners for their approval and certification; and WHEREAS, the Jefferson County Board of Commissioners hel.d a public hearing orr the proposed plan in both East and West Jefferson County; and WHEREAS, the Jefferson County Board of Commissioners sent'to this Commission addi- tional policies, changes to thd- language in the proposed plan and a revision to the optimum development map for the Jefferson County Planning Commission's consideration and recommendation; and - WHEREAS, a public hearing was held on these proposed changes on June 6, 1979; and WHEREAS, this Commission has acted on these proposed changes consistent with the procedural requirements of R.C.W. 36.70. NOW, THEREFORE, BE IT RESOLVED, that the Jefferson County Planning Commission approves the August 1978 edition of the Jefferson County Comprehensive Plan; A Policy Guide for Growth and Development, as incorporated in the March 7, 1979, "Resolution of Approval", including the findings of fact stated therein, TOGETHER WITH "Addendum a" to said plan dated May 29, 1979, and TOGETHER WITH the optimum development map for East Jefferson County, as amended and dated May 29, 1979; and BE IT FURTHER RESOLVED., the August 1978 edition of said plan, as amended and revised by this, and the March 7, 1979 "Resolution of Approval", be referred to as -the June'1979 edition of the -Jefferson County Comprehensive Plan "A .Policy..G.ui=rye for Growth and.Development; and BE IT FURTHER RESOLVED, the Jefferson County Planning Commission transmit the June 1979 edition of -said plan and related documents to the Jefferson County Board of Commissioners forthwith, recommending thereby their, approval: anal certification of same. ," -Approved and.adopted this 6th day of June, 1979.
