OPENING BUSINESS The -meeting was called to order at 7:30 p.m. by Chafrman Short. Members present were Norris Short, George Burkhart, Eva Taylor,. William Svensson, D. Stewart Lennox, Harry Pollard, and Finis Stevens. A quorum was declared by, Chairman Short. Representing the Planning Department were Director David Goldsmith, Assistant Planner Tom Aumock, Associate Planner Carol Saari, and Secretary Laura Southmayd. Guests were Jefferson County Health Sanitarians Randal Durant and John Hayes, Jefferson County Public Works Director Milt Sanstrom, Jean Lennox, Pope and Talbot Development, Inc. Planner David Cunningham, and Port Townsend Leader Reporter Anne Sigman. Minutes of June 6, 1979; Were approved as written. II. PRELIMINARY LONG SUBDIVISIONS A. Port Ludlow Division 4, #P-78: Tom Aumock briefly explained that a one year extention has been requested on the preliminary plat by Pope and Talbot. The 238 lot residential subdivision is located within 124 acres of land at Port Ludlow. It will incorporate extentions of existing facilities of the Pope and Talbot development. Finis Stevens raved to recommend to the County Commissioners they grant the extention for the preliminary plat for twelve months. Stewart Lennox seconded the motion. It carried with an unanimous vote for approval. III. PETITIONS FOR VACATION OF COUNTY ROADS A. Geor a Olson: Carol Saari reviewed the request to vacate an undeveloped alley within Bock 13 5f Phillip's Addition to Irondale.. The principal petitioner, owner of Block 13, said the alley would be of no benefit to the public if it were opened and it creates an encumbrance on his future development plans. Miss. Saari read department and agency findings. (A copy of the staff report is attached to the official minutes.) Miss. Saari noted the Board of Commissioners had not acted on the Commission's recommendation to withhold any road or alley vacations within the Tr.i-Area until a circulation plan be developed. Consequently, this petition needed to be reviewed. County Engineer Milt Sanstrom answered members questions about his findings on the proposed vacation. George Burkhart moved to recommend to the County Commissioners they approve the request with the condition that the lot lines within Block 13 of Phillip's Addi- tion to Irondale, owned by the principal petitioner, also be vacated. William Svensson seconded the motion. It carried with an unanimous vote for approval. IV. JEFFERSON COUNTY SUBDIVISION ORDINANCE PROPOSED REVISIONS David Goldsmith explained that the Commission had reviewed proposed revisions to the ordinance at their Marth,7,'1979, meeting.and made a recommendation .` -1- Cl 9 V. VI. VI I. to the County Commissioners. The County Prosecuting Attorney determined that a public hearing should be made by the Commission, therefore the revisions needed to be.examined again and public testimony taken. Chai.rman.Short called for public testimony. No one in the audience responded. Mr. Goldsmith reviewed the revisions with members (copy attached to official minutes). Action on the revisions were made as they were reviewed. George Burkhart moved to accept Sections 5y 6 and 7 with two changes. Subsection 5.110(1) would read ". . . submitted to the Planning Department at least seven (7) . . Subsection 5.301(1) would read ". . . (a) accesses onto a collector road or (b) accesses onto an arterial road... ." Eva Taylor seconded the motion and it carried with an-uhanimous vote for approval. George Burkhart moved to change subsection 8.203(2) to read ". . one (1) camping unit at any period . .",.and to provide a definition of camping unit in Section 2. Eva Taylor seconded the motion and it carried with a vote for unanimous approval. Members discussed Subsection 8.204(1);,-gUe9ttoning the need for a screening/ buffering requirement. William Svensson moved to retain item 1 of Subsection 8.204. George Burkhart seconded the motion.. it carried with three in favor and two opposed, Eva Taylor and Finis Stevens. Harry Pollard abstained. William Svensson moved to recommend to the County Commissioners they accept the revisions as stated with changes made. George Burkhart seconded the motion and it carried with five in favor and one opposed, Finis Stevens. JEFFERSON COUNTY SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM County Engineer Milt Sanstrom explained to members the classification system used to develop the program and briefly outlined elements of the plan. Members discussed with Mr. Sanstrom the need for identifying roads with signs, either using names or numbers, and establishing more mile posts. They also discussed the incorporation of the trails program into the -overall County circulation -program. They decided the trails committee should meet with the Engineer to coordinate the two programs. Eva Taylor moused to recommend to the County Commissioners they approve the 1980 through 1985 program with the condition that signing of County roads, using a numberi-ni ostem and gml-e-posts, be a high priority in the program. George Burkhart seconded the ration and,upon a vote it carried unanimously. County Road #38; and WHEREAS, this route is classified as a County primary arterial, seryinag.,as the major County road connecting north and south East Jefferson County; and WHEREAS, the.population of the Tri-Area, through which this route passes,,.has increased over the past several years; and WHEREAS, traffic along this route has been increasing, resulting in add.it" nal canaes- tion and traffic hazards; and WHEREAS, new commercial and residential accesses to this roadway have beenr'.constructed over the past several years, further increasing the traffic hazards along.- the, route; ,and . WHEREAS, a substandard curve exists in the vicinity of the Ch,imacum High�Sehool; and WHEREAS, traffic, accesses; and other demands on this roadway will continue to increase in the foreseeable future; and WHEREAS, this Commission concludes that this roadway is becoming inadequate to meet the needs of the traveling public and does not contribute to the health, safety,;and ;general welfare of Jefferson County residents. NOW, THEREFORE, BE IT RESOLVED, the Jefferson County Planning Commission -recommends to the Jefferson County Board of Commissioners that preliminary studies be commenced to determine the best means of preserving the integrity of County Road #12: The study should include, but not be limited to, a determination of the feasibility of esta,-isiiing a --new right-of-way for this section of roadway.
