OPENING BUSINESS The meting was called to order at 7:36 p.m. by Chairman Short. Members present were Norris Short, William Svensson, Richard Kenyon, Dorithe'°Harrifig— ton, Finis Stevens, George Burkhart, and D. Stewart Lennox. A quorum was declared by Chairman Short. Representing the Planning Department were: Director David Goldsmith, Associate Planners Carol Saari and Ed Darden, and Secretary Laura Southmayd. Jack Griffths was present. DISCUSSION, PLANNING PROGRAMS AND PROJECTS A. Tri-Area By -Pass: Chairman Short explained that at the July 24, 1979, worksh6p meting members present discussed a possible by-pass for County Road #12 in the Tri-Area with County Engineer Milt Sanstrom. They asked the Planning Department staff to draft a resolution for the Commission recommending to the. County Commissioners they initiate a study to determine the feasibility of creating a by-pass. The study would investigate possible routes for a by-pass and respective implementing elements, such as limited access. The Planning Department presented a resolution as requested (copy attached to official minutes). George Burkhart moved to adopt the resolution as written with ohe dhangC The crancTudfng, paragraph, should read "Ndw, therefore, be it- resolved, the .Jdfferson County Planning Commission recommends to the Jefferson County Board of Commissioners that preliminary studies be commended to determine the feasibility of establishing a new right-of-way for this section of roadway." Finis Stevens seconded the motion and upon a vote it carried with unanimous approval. B. Road Numbering/Signing: Members discussed the use of numbersiinidentifying roads on road signs. Some members felt numbers could be confusing and hard to remember. Some felt road names could be difficult to establish as they sometimes create emotional conflicts and existing names may be in conflict. No.other alternatives were suggested. Members also discussed mile posts and their use. Members had con- trary feelings about their effectiveness. C. Map Readi.nq: David Goldsmith explained to members how to read maps. He reviewed the Willimatte Meander system, topographic lines, laditude and longitude, and plat map features. D. Site Inspections: Members decided that Site inspections be made as a group effort only when the Planning Department determines it necessary.- Members asked that infor- mation sheets be sent earlier in order that enough time be allowed for them to make individual site inspections prior to meetings. E. Planninq Association of Washington Fall Conference: David Goldsmith reminddd: members that the P.A.W. Fall Conference, sponsored by the Commission, is being held October 3rd through 5th at Fort Worden State Park. Agendas will be available in September. -1- i ' . Snhomish County Interim Growth Mara Bement Policy: An information sheet was distributed to members explaining a policy established by Snohomish County requiring a 'fee for new developments that would compensate for effects created by the development on schools, public utilities, etc. The policy is being examined by the courts. Q. 1979 Jefferson County Planning Department Work Program: David Goldsmith reported on work performed by the staff in the past year and what is programmed for the coming year. He noted the upcoming schedule is full. It will be reviewed by the Commission, along with the 1980 preliminary budget, at the September meeting. B. Jbffietson Couaty-Ptahnfng Commission Workshop: A special workshop meeting was scheduled for August 15tn. III. ADJOURNMENT' The .meetin.g) adjourned at 10:05 p.m. IV.
