APPROVAL OF MINUTES 0 I. OPENING BUSINESS The workshop began at 7:30 p.m Members present were Norris Short, Harry Pollard, William Svensson, George Burkhart, Eva Taylor, and Finis Stevens. Representing the Planning Department were Director David Goldsmith, Assor,iate Plan- ners Carol Saari and Ed Darden, and Secretary Laurra'.Southmayd. II. DISCUSSION; PLANNING PROGRAMS AND PROJECTS A. Snohomish County Interim Growth Management Policy: David Goldsmith summarized action taken on an interim policy of Snohomish County which requires that new aevelopmdnts,�af e, be 'paid .that would subs.idiz.e, s -1 -districts, fire districts,,vp-ub:lT,c� utility districts, parks department, road engineer's department, and sewer/water districts for capital improvement costs. The implementation of that policy is being considered by the dourts. Superior Court upheld it and the Court of Appeals is now reviewing it. The concern of the courts is whether it's constitutionally legal or not. Members discussed the policy. The consensus was mixed on whether such a management policy should be looked into for Jefferson County if the .courts decided,in its favor. B. Jefferson County Comprehensive Plan Implementing Ordinance: David Goldsmith explained the e'lemerfts of a possible implementing ordinance that could be developed for the County Comprehensive Plan under the Planning Enabling. Act. The ordinance would require that a certificate of compliance be obtained by developers for projects that need to be reviewed by (1) the State Environmental Policy Act, (2) the County Comprehensive Plan's goals and policies, and (3) performance standards that would be adopted within the ordinance. The certificate of compliance would be obtained by the Board of County Commissioners administratively, or, as.recommended by the Plan- ning Commission, interpretively or legislatively. This form of implementation would be flexible, as is designated in the Comprehensive Plan. Members discussed how such an ordinance would work. The general consensus was the proposal -appeared feasible and it might.be the best possible implementing ordinace for Jefferson County. C. Jefferson County Community Plans: It was explained by David Goldsmith that the Tri-Area community's plan is being developed now and two other communities, Brinnon and the Chimacum Valleys, will be developing theirs nextyear. Other communities would not be able to develop plans until 1981 because of resteaInts on Planning Department staff time. Some communities may not want any plan. They may feel satisfied with the County Comprehensive Plan biting a reflection of goals and polices for growth and development in their area. D. Jefferson County Plannin, Department Staff Time Allocations: David Goldsmith explained that one quarter staff time is spent inilong range projects and -three quarter of its time is spent in administration. The Board of Commissioners, Shore- line Commission, and Plannning Commission each rec6ive approximately one quarter of of staffs tiles_ , At the September meeting of the Commission, the Planning Department program will be prioritized, along with the 1980 Planning Department and Planning Commission budgets. 0 s E. Proposed Jefferson County Membership JCamver� Club Ordinance: David Golldsmith asked members if they preferred that a restriction be placed on the Number of people or the number of units a camp site should have in the membership camper club ordinance being drafted. Members generdDy agreed that a restriction should be placed on units. F. Proposed Oil.Pipe.lines =in Jefferson County: David Goldsmith noted four pipe- lines are proposed for distributing crude oil from the Alaskan North Slope. Two are proposed to cross through Jefferson County, the Northern Tier Pipeline Company and Trans -Mountain Company. III. ADJOURNMENT The workshop adjourned at 10:20 p.m. IV.
