APPROVAL OF MINUTES NOTE: This meting was tape recorded and the tapes are on file with the Jefferson County Planning Department. I- I. II. OPENING BUSINESS The meting was called to order at 7:40 p.m. by Chairman Short. Members present were Norris Short, George Burkhart, Finis Stevens, Dorithe Harring- ton, Eva Taylor, Harry Pollard, and D. Stewart Lennox. A quorum was declared by Chairman Short. Eva Taylor left at 10:00 p.m., during the discussion of Florence Hos'.,petition to vacate a portion of a County road. Representing the Planning Department were Director David Goldsmith, Assistant Planner Tom Aumock, Associate Planners Carol Saari and Ed Darden, and Secretary Laura Southmayd. Guests were Mark,C. Triplett, Charles D. Messinger, Alex Bergeson, Richard H. Fisher, Janee Lennox, Joe E. Melton, Bert Lee Cox, M.L. Anderson, and Jefferson County Health Department Director Randy Durant. Minutes of July"11, 1979, were approved as written. Minutes of August 1, 1979, were approved with one:correction. The last sentence under item-"B" of section two, "Road Numbering/Signing", was deleted because i:t was felt the statement was in conflict with action taken by the Commission on the subject. MISCELLANEOUS - Members were remWed they could not add to a petition for vacatirq"a County road or alley; make a recommendation of approval only if addition road or alley ✓ be vacate&,at the same time. Members could recommend that only a portion of the road or alley proposed for vacation be approved, or that the petitioner be asked to resumit the petition with additions. - A special workshop meeting was scheduled for September 19,-1979, at 7:30 p.m. PRELIMINARY LONG PLATS A. River Valley View, #R-79: Tom Aumock reported on the proposed development. Approximately nine acres will be divided into eight,,single, fam�rly•,residential sites, in addition to a twenty-one acre undeveloped tract. The property is located one and a half miles south of Quilcene on the east side of Highway 101 and north of the Big Quilcene River Bridge. The development will have attendent utilities, a private community water supply, individual septic tanks and drain - fields, and establighed roads. The required open space will be provided within the undeveloped tracts. (A copy of the staff report is attached to the official minutes.) Tom Aumock read a letter dated August 15, 1979, from Elmer and Ruby Renskers, adjacent property owners to the development. The Renskers gave permission to the applicant for necessary road construction from and including the cul-de-sac on Lot 2, as long as thearoad was Left passable at the end of each days construc- tion. Adjacent property , rner,, Morry Anderson, expressed a concern for the undeveloped tract being developed as a travel trailer park. Tom Aumock replied that at this point the County has no jurisdiction over the undeveloped tract because nai-formal application has bee made for any type of development on it. Mark Trippeet, the -1- U TV. V: applicant's representative, said the owner wished to disclose all his land on the plat, thus he included the undeveloped area'in the proposal. Members discussed existing access onto the'undeveloped tract from State High-4 way 101. Tom Aumock explained, according to the Washxngton'State Department of Transportation, no access permit has been acquired, '.Mark Tripplet said a one hundred twenty foot driveway, not a road, exists for use by one .residence on the undeveloped tract. Members also discussed proposed septic tank and drain - fields, drainage, and water supply with County Health Sanitarian, Randy Durant. Dorithe Harrington moved to recommend. to the County Commissioners they accept the findings made and approve the preliminary.)plat subject to the conditions \/ presented. Eva Taylor seconded the motion. Norris Short' hort moved to amend the �`` ration to add a condition that would read "The ten percentEopen space area shall be shown on the face of the plat." Harry Pollard seconded the motion and upon a vote it carried with unanimous approval. Dorithe Harrington.withdrew her ration and Eva Taylor withdrew her second. Dorithe Harrington moved to recommend to the County Commissioners they accept the findings made and approve the prelim- inary plat subject to the +conditions presented and the ,Comffission!s 'add d :condi- ti€on:platHarry:Pollard seconded the motion. It carried with unan'nmous approval. CURRENT USE TAX ASSESSMENT REQUESTS A. Alex Bergeson, #1 and 2-79: Ed Darden reviewd the requests to designate two - parcels of land as open space. The parcels are located approximately one half mile south of Coyle on the Toandos Peninsula on predominately wooded areas. Mr. Darden read findings.made by the Planning Department and the Assessor's Office. (A copy of the staff report is attached to the official minutes.) The applicant Alex Bergeson was asked to identify how approval: of his requests would be in compliance with. the Comprehensive Plan. He replied, although he,would not btff0d1J.;y , desi 90ate , the. sites ars open for publ i.c hunting, it wool4-9ti T `be used by the public for such. He would like to designate the sites as,wildlife sanctuaries. Members discussed possible benefits taxpayers would receive if the;sites were designated open space, indluding Mr. Bergeson's stated benefit. Members also discussed the actual effects approval of the :requests,,woald have on the County tax base. David,Gdldsmith explained, what is deducted from Mr. Bergeson's taxes will be picked up by the all other taxpayers.. George Burkhart moved to recommend to the Board of Commissioners they approve_ the requests in that they are in compliance with the Comprehensive Plan. Dorithe Harrington seconded the motion and upon a vote it carried with onanimous.approval. FINAL LONG PLATS A. Chimacum Creek Estates, #C-78: Tom Aumock reported.on the subdivision. Forty-three acres south of the Hadlock Road and east of Chimacum Creek will be divided into forty-nine single -Family residential sites having all required improvements. Conditions for approval, as designed by the County August 7, 1978, -2- ,. 0 • VI. VII. were read by Mr. Aumock. He noted all conditions have been met. Eva Taylor moved to recommend to the Board of Commissioners they accept the final plat. Dorithe Harrington seconded the motion -and upona vote it carried with unanimous approval. B. Tamarack Village, #T-78: A review of the development was made by Tom Aumock. Twenty-two acres.one_.quarter mile west of the Irdndale Grocery Store will be divided into forty-nine single family residential lots. All conditions of approval made by the County June 12, 19783 were met. Mr. Aumock read those conditions. George Burkhart raved to recommend to the County Commissioners they accept the final plat. Finis Stevens made a second and, upon a vote, the motion carried unanimously. PETITIONS FOR VACATION OF COUNTY ROADS A. Florence Hos: Carol Saari reported on the petition. .::Itis proposed that a triangular portion of 5th Street in Gise's Addition to Port Townsend be vacated in order to allow the petitioner to create adequate area for resi'denital develop- ment. Miss. Saari read department and agency findings,.and a suggested condi= tion for approval. (A.'copy of the staff report is attached to the official minutes.) Members discussed the situation of the utility pole placement; whether it is within or outside the proposed vacated.area. Carol. Saari, explained that, due to limited preparation time of the petition, the power and telephone companies were unablel�to.establish the pole's location.. A survey wowld be required. George Burkhart said he felt that information was inadequate as to the utility pole and possible obtaining of a utilities easement. Therefore, he moved to recommend the -petition be ignored because actions will. be made, after Planning - Commission action is taken. There being no second, the motion was not acted upon. Finis Stevens moved to recommend to the County Commissioners they accept the findings stated and approve the request subject to the suggested condition. Dorithe Harrington seconded the.motion. Upon a vote it carried with four in favor and one opposed, George Burkhart. B. Jefferson County: The intent of the County is to vacate all that part of the Port Ludlow -Paradise Bay Road lying outside the constructed relocation of that road at their junction:. (A'report is Attached to the official mihutes.: �. George Burkhart moved to recommend to the Board of Commissioners the intent be approved subject to the condition stated. Harry Pollard seconded the motion and upon a vote it carried unanimously. 1980 JEFFERSON.COUNTY PLANNING DEPARTMENT AND PLANNING COMMISSION PRELIMINARY BUDGETS AND WORK PROGRAMS. David Goldsmith submitted to members for their review copies of the Planning Department`s-arid Planning Commission's preliminary budgets. He also submitted to members a work program for the remainder of 1979 and for 1980. He noted -3- no more staff time could be allocated to any new projects. VIII.
